A Rogers prepaid customer reportedly recovered an unused balance after taking the dispute to the Commission for Complaints for Telecom-television Services (CCTS). Rogers described the payment as a “one-time gesture.” The outcome shows that escalation can produce an individual settlement, but it does not establish an automatic refund right for every Rogers prepaid customer.
What happened in the Rogers prepaid-balance case?
The reported case involved a customer whose Rogers prepaid service was discontinued while money remained on the account. Because the service was no longer available, the customer could not use the balance in the ordinary way. The customer first tried to resolve the issue with Rogers and later escalated through the CCTS. Rogers then agreed to refund the balance as a “one-time gesture,” according to MobileSyrup’s report.
The available report does not independently establish the customer’s name, the exact refund amount, or every detail of the payment method. Those details should not be treated as confirmed unless they appear in the customer’s correspondence or another primary document.
The reported resolution was an individual settlement. It was not presented as a public Rogers-wide refund program, and there is no evidence here that the CCTS issued a binding order requiring Rogers to repay every affected customer.

Why did the customer argue that a refund was fair?
Prepaid customers normally choose to add money before using wireless service. A balance can become unusable because the customer lets it expire or voluntarily leaves. This dispute was different in an important way: Rogers decided to discontinue the relevant prepaid service.
Once Rogers ended the service, the customer could no longer consume the remaining value as originally intended. The fairness argument was therefore that a “non-refundable” rule should not automatically settle what happens when the provider, rather than the customer, removes the service needed to use the balance.
That is an argument for a remedy in the circumstances, not proof that the customer had an automatic statutory right to repayment or that Rogers’ contract term was unlawful.
What do Rogers’ prepaid terms say?
Rogers’ terms of service state that deposits into a Rogers prepaid wireless account are non-refundable. The same terms say customers can check a prepaid balance by calling *611, that a prepaid identifier may be deactivated after six consecutive months at a zero balance or when required payments are not made, and that prepaid balances may have an expiry date.

A contractual non-refund clause does not prevent Rogers from choosing to make an exception. A company can agree to resolve a particular complaint without changing the written term for all customers. That appears to be the significance of the reported “one-time gesture”: Rogers paid in that case, while continuing to publish a general non-refundable rule.

When did Rogers prepaid service end?
Rogers’ current prepaid page says that, as of February 20, 2025, Rogers customers must obtain prepaid service through chatr. That date should not be confused with an earlier notice, deactivation date, or the date on which an individual customer’s Rogers service stopped working.

What role did the CCTS play?
The CCTS is an independent, not-for-profit organization that helps resolve complaints involving telecommunications and television providers. The Canadian Radio-television and Telecommunications Commission describes its dispute-resolution role in its published material.
In this case, the CCTS escalation appears to have prompted or contributed to a further review by Rogers. The practical result was an agreement to resolve this customer’s complaint. That is different from saying the CCTS declared Rogers’ prepaid terms invalid or ordered a refund for all customers.
A CCTS complaint is therefore a way to seek an individual remedy, not a guarantee that a balance will be paid in cash. The requested remedy could instead involve a transfer, account credit, or another agreed resolution.
Does this create a Rogers-wide refund program?
No published source establishes an automatic refund program for every Rogers prepaid balance. Rogers’ ordinary final-bill refund guidance concerns credit balances on final bills. Under that separate policy, certain credit-card and pre-authorized-chequing refunds may be issued automatically within five business days, while cheque refunds are generally mailed within three to four weeks.

Those instructions should not automatically be applied to prepaid deposits stranded by a service shutdown. A prepaid deposit, airtime allowance, promotional credit, and final-bill credit are different types of value and may receive different treatment.

1. Preserve proof of the balance
- Save screenshots, account statements, receipts, top-up confirmations, text messages, and Rogers notices.
- Write down the prepaid telephone number, account number, balance, and date service stopped working.
- If the account is still accessible, try
*611to check the balance; that function may no longer work after deactivation.
2. Ask Rogers for a written resolution
Ask whether Rogers will refund the balance, transfer it, or apply it to another Rogers-affiliated service. Request a written answer and ask Rogers to identify the exact term it relies on. Explain that the balance became unusable because Rogers ended the relevant service, rather than because you simply abandoned it.

3. Escalate within Rogers
Rogers’ complaint process starts with a specialist and then allows escalation to the management team when the issue remains unresolved. Rogers says its management team will reply to an unresolved complaint within one business day. Keep the request focused on the stranded balance and the remedy sought.
4. File with the CCTS if necessary
If direct escalation fails, provide a concise chronology and attach the discontinuation notice, proof of the balance, and customer-service exchanges. State exactly what you want: a cash refund, a transfer of the monetary balance, or another defined remedy. Use the reported case as an example that escalation can lead to an individual settlement, not as a promise of success.
What factors affect the strength of a refund request?
- Provider-initiated termination: A stronger fairness argument than a voluntary cancellation.
- Documented value: Screenshots and receipts are important if the account becomes inaccessible.
- Expiry status: A balance that expired under the prepaid terms is different from active value stranded by cancellation.
- Type of value: Cash deposits, promotional credits, bonus minutes, data, and monthly allowances may not be interchangeable.
- Written promises: A Rogers message promising a refund, transfer, or credit can materially strengthen the request.
- Timing and jurisdiction: Complain promptly. Rogers’ terms say the agreement is governed by applicable law and the province associated with the billing address, so available remedies can vary by province and account type.
What this case does—and does not—mean for other customers
It does show
- Rogers may make an exception after a customer documents a stranded balance and escalates.
- A provider-initiated shutdown creates a fact-specific fairness argument even where the contract says deposits are non-refundable.
- Keeping records and asking for a defined remedy can improve an escalation.
It does not show
- That every Rogers prepaid customer is entitled to a refund.
- That the CCTS ordered Rogers to repay all prepaid balances.
- That Rogers’ non-refundable term has been declared illegal or cancelled.
- That moving to chatr automatically transfers money, airtime, data, or promotional credits.
Bottom line
The Rogers case is useful evidence that a customer with a balance stranded by Rogers’ own prepaid shutdown may obtain an exception after pursuing the issue through Rogers and the CCTS. It is not evidence of a guaranteed refund right. Document the balance, request a written decision, escalate through Rogers’ management process, and then take the complete record to the CCTS if the dispute remains unresolved.
