Verizon confirmed on November 20, 2025, that it would reduce its workforce by more than 13,000 employees. The company’s later 2025 annual filing said more than 13,000 employees had separated under the initiative, with most departures completed by December 31, 2025. That makes the current story different from the original announcement: it was a planned reduction in November and a largely completed separation program by year-end.
What Verizon announced on November 20, 2025
Chief Executive Officer Dan Schulman announced the workforce reduction in a letter published by Verizon. The company used the wording “reducing our workforce by more than 13,000 employees,” while its same-day filing with the U.S. Securities and Exchange Commission described the “elimination of over 13,000 positions.” Neither formulation means exactly 13,000.
Verizon said every part of the company would experience some level of change. It also said it planned to significantly reduce outsourced, contracted and other outside-labor expenses. Those external-labor reductions were described separately; Verizon did not provide a number that would justify adding contractors to the more-than-13,000 employee figure.
The announcement included a $20 million Reskilling and Career Transition Fund for departing employees. Verizon said the fund would support skills development, digital training and job placement. The public announcement does not specify individual severance amounts, eligibility rules, health-benefit continuation or geographic coverage, so the fund should not be treated as a uniform benefit for every affected worker.

What Verizon’s SEC filing added
Verizon’s Form 8-K filed November 20 supplied timing and accounting details that were not fully spelled out in the CEO’s letter.
- Notifications: Affected employees were to begin receiving notifications on November 20, 2025.
- Timing: More than 80% of affected employees were expected to leave in December 2025.
- Initial cost estimate: Verizon estimated fourth-quarter severance charges of $1.6 billion to $1.8 billion.
The filing distinguishes position eliminations from reductions in outside labor. It therefore does not support describing all contractors or suppliers’ workers as part of the 13,000-plus employee reduction.
What happened by the end of 2025
Verizon’s 2025 Form 10-K later reported that more than 13,000 employees had separated under the initiative, with the majority exiting by December 31, 2025. A current account should therefore not describe the matter only as an unresolved plan.
The annual filing also reported $1.5 billion in net pre-tax severance charges for 2025, principally related to workforce-reduction initiatives. That figure is a subsequently reported full-year accounting result, whereas the $1.6 billion-to-$1.8 billion figure was the original fourth-quarter estimate. The difference is not automatically a contradiction: they refer to different stages and scopes of reporting.

Why Verizon said it was restructuring
Verizon’s stated rationale focused on its cost structure and operating model. Schulman said the existing structure limited investment in the company’s customer value proposition. The stated objectives were to simplify operations, reduce complexity and friction, create a faster and more customer-focused organization, and redirect resources toward the customer experience.
Verizon separately said it would reduce outsourced, contracted and other outside-labor costs. The company’s announcement also discussed building skills for the age of artificial intelligence, but it did not identify AI as the sole or primary cause of the job cuts.
Contemporaneous industry coverage supplied additional business context rather than a separate Verizon explanation. Reporting cited competitive pressure in wireless, a loss of 7,000 wireless retail postpaid phone customers in the third quarter of 2025, and slowing growth in fixed-wireless access. Coverage also described Schulman’s call for a “full reboot,” aggressive cost reductions and greater use of AI. Those factors help explain the environment, but they should not be collapsed into a claim that AI alone caused the layoffs. Light Reading context
How large was the reduction?
The official number is more than 13,000 employees or positions. Some reporting estimated that this was roughly 13% of Verizon’s approximately 100,000 full-time employees. That percentage is an estimate based on the denominator used by the publication, not a workforce percentage Verizon presented in its announcement. Engadget’s estimate

Some contemporaneous coverage called the move Verizon’s largest-ever layoff round. That historical characterization belongs to the reporting source, not an independently verified comparison issued by Verizon. Light Reading report
What the public record does not establish
- A department-by-department count for wireless, wireline, enterprise, retail, corporate or international operations.
- The exact number of contractors or other outside workers affected.
- Whether each separation was an involuntary layoff, a negotiated departure, attrition or another mechanism.
- Whether union and nonunion employees were affected in specific proportions.
- Individual severance terms, benefit continuation or access rules for the $20 million fund.
- Measured effects on customer-service wait times, network performance or store staffing.
- The long-term savings achieved after the one-time severance expense.
Using “Verizon fired 13,000 people” overstates what the cited filings establish. “More than 13,000 employees separated” is the later company-reported description.

Contemporaneous reporting said Verizon planned to convert 179 company-owned stores into franchised outlets and close one store. Those are retail restructuring actions, not an additional number to add to the 13,000-plus workforce reduction. The report did not establish how many jobs those changes affected. Engadget report
What it means for workers, customers and investors
Workers
Departing employees faced a large restructuring program rather than a single-day event: notifications began November 20, most exits were expected in December, and Verizon later recorded more than 13,000 separations. The reskilling fund indicates an intended transition-support program, but the published materials do not provide enough detail to calculate what any individual worker received.

The restructuring carries a clear near-term accounting cost: Verizon ultimately reported $1.5 billion in 2025 net pre-tax severance charges. The company’s stated trade-off is lower ongoing complexity and outside-labor expense in exchange for a substantial one-time charge and the execution risk that can accompany a large workforce transition.
