Trump Approved Controlled Nvidia H200 Sales to China—But Shipments Remain Limited

The H200-to-China story moved from a November 2025 policy review to conditional U.S. licenses, but only a very small number of chips had shipped by July 2026 and Beijing’s approval remained limited.

Short answer: The November 2025 report that the Trump administration was considering Nvidia H200 sales to China was only a policy discussion. By December 8, 2025, Trump announced that Nvidia could sell H200 accelerators to approved Chinese customers under national-security conditions. The Commerce Department then created a case-by-case licensing process in January 2026. By July 14, only a very small number of chips had shipped, and Chinese approval for broader imports remained limited and uncertain.

What changed after the original November report?

On November 21, 2025, reporting said the Commerce Department was reviewing whether to permit Nvidia to sell H200 chips to China. The proposal could still have been changed or abandoned; it was not an authorization to sell. Reuters/CNA reported the internal review.

The wording matters:

  • “Weighs letting” means a policy is under consideration.
  • “Approves” means a licensing route or individual license exists.
  • “Ships” means product has physically reached a customer or destination.
  • “China approves imports” is a separate decision made by Beijing.

Those stages should not be treated as equivalent.

What Trump announced on December 8, 2025

Trump said Nvidia could sell H200 chips to “approved customers” in China, subject to national-security conditions. He also said the U.S. government would receive 25% of sales revenue and that comparable U.S. companies, including AMD and Intel, could receive similar treatment. The announcement excluded Nvidia’s newer Blackwell and Rubin systems. CBS News reported the announcement and its conditions.

That statement did not give every Chinese company an automatic right to buy H200s. Individual export licenses, compliance checks, Chinese import permission and physical delivery still had to follow.

What the H200 is—and why China wants it

The H200 is a high-end Nvidia data-center accelerator for training and running large artificial-intelligence models. It belongs to Nvidia’s Hopper generation and provides more high-bandwidth memory than the H100, helping process large models and datasets. Reporting has described it as roughly twice as powerful as the H20 in some comparisons, although performance varies by workload. Reuters coverage explains the H200’s role and its position relative to the H20.

Chinese cloud and internet companies need large quantities of accelerators for model training and inference. Domestic alternatives are improving but remain uneven, while Beijing is simultaneously urging companies to reduce reliance on U.S. technology. That creates a tension: Nvidia hardware may offer performance Chinese firms want, even as Chinese policy favors local suppliers.

How the January 2026 U.S. licensing framework works

On January 13, 2026, the Bureau of Industry and Security changed the treatment of Nvidia H200, AMD MI325X and similar chips from an outright bar to case-by-case review. The policy did not create unrestricted trade. BIS published the revised review policy.

Three safeguards identified by BIS

  1. Protect U.S. supply: applicants must show that exports will not reduce semiconductor production capacity available to U.S. customers.
  2. Screen buyers: Chinese purchasers must maintain export-compliance and customer-screening procedures.
  3. Test products: the chips must undergo independent third-party testing in the United States for performance and security.

Meeting those conditions makes an application reviewable; it does not guarantee approval.

Which Chinese companies were reportedly cleared?

By May 2026, reporting indicated that roughly 10 Chinese firms had been cleared by U.S. authorities to purchase H200s. Names identified across July reporting included Alibaba, Tencent, ByteDance, JD.com, ZTE Kangxun Telecom and Maginfra. A Kingsoft subsidiary was reportedly cleared for certain AMD chips rather than Nvidia H200s. Reuters reported the broader list and timing; later reporting identified ZTE Kangxun and Maginfra.

“Cleared” or “licensed to purchase” does not mean that those companies received, deployed or broadly imported the chips.

When did shipments actually begin?

The implementation lag was substantial:

Date Status
February 2026 A Commerce official said no H200 sales had yet been approved.
May 2026 About 10 Chinese firms were reportedly cleared to buy H200s.
July 14, 2026 Commerce Under Secretary Jeffrey Kessler told Congress that shipments had begun, but the number was “very few.”

The February status was reported by Reuters. Reuters reported the July testimony and minimal shipments. The July account referred to shipments to China or Hong Kong, so those destinations should not automatically be treated as the same regulatory market.

Why Beijing remains a separate bottleneck

U.S. authorization is only one side of the transaction. Chinese authorities can restrict imports, cap quantities, favor domestic chips or impose additional procurement and security conditions.

In July 2026, reporting said Beijing was considering allowing leading AI companies—including Alibaba, ByteDance and DeepSeek—to buy limited quantities. Potential purchases could total fewer than 200,000 chips, below the companies’ earlier requests. That was a reported plan, not evidence of an unrestricted opening. Reuters reported the possible Chinese limit.

The national-security argument

Why critics oppose sales

  • High-end accelerators could expand Chinese military, cyber, surveillance or dual-use computing capacity.
  • Allowing a chip that is one generation behind the frontier could weaken the credibility of export controls.
  • Complex ownership structures, intermediaries or pooled data centers could make end-use monitoring difficult.
  • A U.S. revenue share could create tension between commercial incentives and security objectives.

Why officials support controlled sales

  • A monitored legal channel may be preferable to smuggling and gray-market acquisition.
  • U.S. companies can retain revenue, customers and influence over the AI software ecosystem.
  • Selling an older-generation product while restricting Blackwell and Rubin preserves a distinction between controlled access and frontier access.
  • BIS said controlled sales could strengthen the American technology ecosystem. The agency explained that rationale in its policy document.

These are competing policy judgments, not proof that any specific licensed customer will use H200s for military purposes.

What the policy means for Nvidia

Potential benefits include renewed orders from Chinese cloud and internet companies, a way to slow customer migration to Huawei and other domestic suppliers, and possible H200 production or allocation increases. But the commercial reopening is constrained.

  • H200 is not Nvidia’s newest product; Blackwell and Rubin remained outside Trump’s December announcement.
  • Licenses are customer-specific and conditional.
  • Chinese import permission can still limit actual sales.
  • Domestic Chinese chips may gain share even if some H200s enter the country.
  • Future administrations or Commerce officials could tighten the rules.
  • Trump’s stated 25% U.S. revenue share could affect deal economics, but the final operating mechanism was not established in the cited reporting.

Reuters reported that Nvidia’s China market share had effectively fallen to zero by the time CEO Jensen Huang made remarks cited in July coverage. A licensing pathway therefore does not equal a return to Nvidia’s former position, and the available evidence does not support a reliable revenue forecast. What to watch next

  • How many H200 export licenses are finally issued and to which legal entities.
  • How many chips leave the United States, and how many reach mainland China rather than Hong Kong.
  • Whether Beijing authorizes the reported limited purchases.
  • Whether Blackwell or Rubin remain excluded under subsequent rules.
  • New Commerce regulations, congressional scrutiny or evidence of diversion.
  • Nvidia disclosures about China revenue, H200 production and customer orders.

The Bottom Line

As of August 18, 2026, the most accurate description is controlled access, not a full reopening: Washington created a conditional licensing route for H200s, only a very small number had shipped, and Chinese import approval remained limited and unsettled.
