Yes—but the evidence is more specific than “Microsoft abandoned climate action.” Microsoft is still signing clean-power contracts, funding carbon removal and improving data-center efficiency. Yet its AI expansion is increasing electricity, water, construction and hardware demand faster than several of those improvements. The company’s 2030 goals remain technically possible, but the latest data show a timetable under materially greater pressure.
Microsoft’s 2026 Environmental Sustainability Report, published July 9, 2026, covers fiscal 2025 (July 1, 2024, to June 30, 2025) against a 2020 baseline. It reports total greenhouse-gas emissions up approximately 25% year over year. Emissions attributed to purchased electricity rose 945%, while electricity consumption increased 24%, according to Axios.
What Microsoft promised by 2030
Microsoft’s sustainability commitments are broader than a renewable-energy purchasing target:
- Carbon negative: remove more carbon dioxide from the atmosphere than the company emits directly or through electricity consumption.
- Water positive: replenish more water than Microsoft consumes globally, while improving water access and reducing operational water intensity.
- Zero waste: eliminate waste through reuse, recycling and redesigned operations.
- Land and ecosystems: protect more land than Microsoft uses and support related biodiversity commitments.
Carbon negative does not mean zero emissions. It permits residual emissions if removals exceed them, making the quality, permanence and additionality of removals important. Microsoft also says it intends by 2050 to remove an amount equivalent to its direct and electricity-related emissions since its founding in 1975, as described on its data-center sustainability site.

The emissions timeline is moving in the wrong direction

The FY24 figures come from Microsoft’s 2025 report, which covers the year ending June 30, 2024. The FY25 figures are not another comparison with 2020: they are primarily year-over-year changes. Keeping those baselines separate matters when judging progress.
How much of the increase is AI?
Microsoft has not disclosed a single, precise “AI emissions” number. The defensible causal chain is physical: AI demand requires more GPUs and servers, which requires more data-center capacity, electricity, cooling, construction materials and supply-chain output.
Microsoft says the global AI shift is increasing demand for energy, water, land and materials, and attributes the environmental pressure primarily to digital-infrastructure expansion, especially AI-related growth. That makes AI a principal driver of new capacity and power demand, not proof that every increase in every emissions category came directly from AI.
Why purchased-electricity emissions jumped 945%
The 945% figure applies to reported emissions from purchased electricity, not total corporate emissions or physical electricity consumption. Microsoft says it moved away from relying on non-additional, unbundled renewable-energy certificates. Such certificates can represent existing renewable generation without necessarily financing new clean capacity.

The change can make short-term reported emissions rise while directing money toward projects intended to add new carbon-free generation. It is an accounting and procurement change layered onto genuine load growth:
- Market-based reporting reflects contractual purchases and environmental attributes.
- Location-based reporting uses the average emissions intensity of the grid where electricity is consumed.
- Additionality asks whether a purchase causes new clean generation or merely claims existing output.
- Temporal matching asks whether carbon-free electricity is available when a workload runs, rather than only matched over a year.
Microsoft’s data-center materials state a goal of matching 100% of electricity consumption with zero-carbon energy purchases by 2030. Annual matching, however, does not show that every facility is carbon-free every hour. The accounting explanation therefore does not erase the 24% increase in electricity consumption or the rapid addition of infrastructure.
Microsoft is still adding clean power—but scale and timing matter
Microsoft reported 34 gigawatts (GW) of contracted carbon-free electricity across 24 countries in its FY24 report and said it added 19 GW of renewable energy across 16 countries during 2024 through power-purchase agreements. It also reported nearly 30 million metric tons of carbon removal contracted through long-term agreements since the program began.
A later Microsoft data-center page cites 40 GW of new renewable-energy supply across 26 countries, more than 95 utilities and developers, and more than 400 contracts. That is a later website figure, not a contradiction of the earlier report. Neither capacity figure alone answers the questions that determine climate impact:

- How much electricity will projects actually generate each year?
- Are they new projects, and are they in the same regions as Microsoft’s load?
- Will transmission and interconnection be ready when AI facilities open?
- Does the contract provide power during the hours of peak computing demand?
- How much interim fossil generation is used while clean projects are built?
Contracted capacity is not the same as delivered, hourly carbon-free electricity.
The natural-gas trade-off
Axios reports that at least two Microsoft data centers, in Texas and West Virginia, will rely on natural-gas power. Microsoft has described this as a response to reliability and “speed-to-power” constraints while it explores emissions mitigation.
The choice exposes the conflict rather than proving Microsoft has abandoned renewables. AI facilities need dependable power quickly; grid interconnection, transmission and clean-energy permitting can take years. Gas can provide dispatchable capacity sooner, but new plants and pipelines can lock in emissions and become difficult to retire. Annual clean-energy purchases can coexist with fossil generation at a particular site or during a particular hour.
Water positive is an improvement, not a clean bill of health
Microsoft says its global water-replenishment efforts exceeded global withdrawals for the first time in FY25. That is a meaningful corporate result, but both withdrawals and consumption also rose with AI growth, according to Axios. Microsoft says its long-term objective is to replenish water in the same watersheds where it withdraws it.

Microsoft defines power usage effectiveness (PUE) as total facility energy divided by IT energy. Water usage effectiveness (WUE) measures liters used for humidification and cooling per kilowatt-hour consumed by IT equipment. The figures cover Microsoft-owned and controlled data centers that had operated for 12 months at calculation time.
Lower WUE can coexist with higher total water use when the computing footprint expands faster than efficiency improves. Global replenishment can also conceal local stress: water returned in another basin, season or quality is not automatically equivalent to water available where withdrawals occur.
Microsoft says a new AI-optimized design uses zero water for cooling and could avoid an estimated 125,000 cubic meters annually per facility. That is an estimate for the specified design, not a fleet-wide result. Microsoft also reports that more than 90% of data-center capacity uses closed-loop liquid cooling and that low-power states can reduce idle-server energy consumption by up to 35%, according to its sustainability materials. These engineering gains reduce resource intensity; they do not guarantee lower absolute impact.

AI’s climate cost begins before a model runs. Microsoft’s cloud-hardware emissions methodology identifies data-center ICT hardware as one of its largest Scope 3 contributors and semiconductors as the main contributor within that category.

The boundary includes semiconductor fabrication, memory and processor production, server manufacturing, mining and material processing, transportation, installation, construction, replacement cycles and end-of-life treatment. Microsoft acknowledges that measurement is difficult because supply chains have multiple tiers, suppliers disclose inconsistently, competitive restrictions limit visibility and life-cycle data can be generic or outdated.
That means operational carbon accounting can improve while embodied emissions from a rapidly replaced AI hardware fleet remain uncertain or rise.
Efficiency cannot outrun unlimited growth forever
The central rebound problem is straightforward:
- Each unit of computation becomes more energy- or water-efficient.
- Lower operating costs make more AI deployment economically attractive.
- Total compute, server inventories, construction and electricity demand expand faster than efficiency gains.
PUE, WUE, low-power server modes and closed-loop cooling are useful indicators, but they measure intensity. A credible climate claim also needs absolute emissions, water withdrawals and material demand to decline or be credibly balanced by durable, additional measures.
Can Microsoft still be carbon negative by 2030?
Technically, yes. The available evidence does not establish that Microsoft has missed the target, but it does show that achieving it now depends heavily on execution and future growth assumptions.
Microsoft must make several things happen at once:
- Clean-energy additions must exceed the electricity demand of new AI capacity, with more credible hourly and regional matching.
- Natural-gas generation must be minimized, temporary or paired with a credible retirement and emissions plan.
- Absolute emissions must fall, not merely emissions per dollar of revenue or per unit of compute.
- Hardware, construction and supplier emissions must be measured and reduced with better data.
- Carbon removals must be durable, additional, measurable and independently verified rather than a substitute for direct reductions.
- Water projects must address the same stressed watersheds, seasons and water qualities affected by withdrawals.
The scale test is becoming harder. Microsoft was already reporting FY24 total emissions 23.4% above its 2020 baseline and Scope 3 emissions 26% above baseline before the FY25 year-over-year increase. The company has not yet demonstrated that future reductions and removals will outpace AI-related growth through 2030.
How to judge the claim from here
Investors, customers and policymakers should look beyond headline procurement totals and ask:
- Are absolute emissions declining?
- Do clean-energy contracts create additional generation and transmission?
- Is carbon-free electricity available when and where AI workloads run?
- Are local grid, land and watershed effects disclosed?
- Does the target boundary include the hardware emissions most affected by AI expansion?
- Are removals permanent and independently audited?
- Can fossil assets be retired without leaving stranded infrastructure?
Microsoft’s climate ambitions may be sincere while its AI strategy undermines their timetable. The issue is not whether the company has stopped investing in sustainability; it is whether those investments can grow faster than the physical footprint of its AI business.
