On June 23, 2025, the House Chief Administrative Officer told House personnel that WhatsApp could not be downloaded or retained on House government devices. Reporting on the notice said the rule covered mobile, desktop and browser versions, with compliance expected by June 30, 2025. It was a restriction on House-managed equipment—not a nationwide ban, and not evidence by itself that WhatsApp’s encryption had been broken.
What the House restriction covered
The action came from the House Chief Administrative Officer and applied to staff and other personnel using House devices. The reported notice covered:
- WhatsApp’s mobile application;
- the desktop client; and
- browser-based WhatsApp Web sessions.
Axios reported the announcement on June 23, 2025, with June 30 given as the compliance date. The reported staff notice concerned House equipment. It did not establish a ban on personal phones, and it did not establish a Senate-wide or federal-government-wide policy. CyberScoop also reported that the browser and desktop versions were included. CyberScoop’s account describes the same device scope.
As of August 18, 2026, the available material does not verify whether the House later rescinded, amended or expanded the restriction. The June 2025 action should therefore not be presented as proof of its current enforcement status.

Why the House classified WhatsApp as high risk
The House Office of Cybersecurity described WhatsApp as high risk for three stated reasons:
- a lack of transparency about how user data is protected;
- an absence of stored-data encryption, in the House’s wording; and
- potential security risks associated with the application.
The House’s language is an institutional risk judgment. It is not an independently demonstrated finding that ordinary WhatsApp message traffic is generally unencrypted, nor does the available reporting identify a confirmed backdoor or compromise. The Guardian and Reuters reporting reproduced the House’s rationale. The Guardian report and the Reuters report carried by Investing.com both require that wording to be attributed to the House.
Is WhatsApp end-to-end encrypted?
Yes. Meta says personal WhatsApp messages and calls are end-to-end encrypted by default, meaning WhatsApp and Meta are not supposed to be able to read or hear their contents. That protection covers the communication channel, not every place a message may exist. A government security review can reasonably examine the whole system:

- Data at rest: message databases, media, logs and other information stored on a device or service.
- Backups: copies governed by separate settings and cloud-account controls.
- Metadata: phone numbers, contacts, timestamps, group membership, device details and network information.
- Endpoints: phones, computers, operating systems, browsers and linked sessions.
- User actions: screenshots, forwarding, exports, copied text and notification previews.
An unlocked or malware-infected device can expose a conversation after it has been decrypted for the user. A recipient can also photograph or forward it. End-to-end encryption cannot correct those endpoint and human risks.
Why the House’s stored-data wording matters
Meta introduced optional end-to-end encrypted backups in 2021, as described at its backup announcement. In October 2025, it announced passkey-based backup encryption at this page. These are user-controlled features, not proof that every backup, export or organizational copy is protected identically.

Consequently, the House statement and Meta’s defense are not necessarily describing the same layer. The House may have been evaluating default storage, organizational control, local device data or the ability to enforce a standard across thousands of endpoints. Without the full House assessment, it is not possible to say exactly which storage environments prompted the objection.
What Meta said
Meta rejected the House CAO’s characterization in the strongest possible terms, according to contemporaneous reporting. Its defense emphasized default end-to-end encryption and argued that WhatsApp provides stronger security than some alternatives named by the House. Axios reported Meta’s response.
That creates two different questions:
- Technical protection: Are message contents protected while being sent?
- Institutional suitability: Can an organization govern storage, accounts, retention, devices, access and vendor relationships?
The first question does not answer the second. The available reports do not show whether the House relied on a specific vulnerability, a data-retention review, supply-chain concerns or a broader risk-management policy.

Which alternatives did the House name?
Reporting on the staff communication identified Microsoft Teams, AWS Wickr, Signal, Apple iMessage and Apple FaceTime. They are different products, not interchangeable security ratings or a universal endorsement for every type of official communication.

“Approved” can mean only that a service is not prohibited. It does not automatically mean that every office may use it for sensitive, legally discoverable or records-retention-covered information.

- disable accounts when an employee leaves;
- apply retention schedules and legal holds;
- audit administrative activity;
- separate personal and official identities;
- control backups, exports and forwarding;
- verify where data is stored and under which jurisdiction;
- integrate with identity and device-management systems; and
- obtain contracts and vendor assurances suitable for official work.
The House’s technology-services policy says cloud providers serving official House business must complete an internal review and receive authorization from the Committee on House Administration. The House technology-services page illustrates why procurement and governance are separate from an app’s consumer privacy features.
What the ban does—and does not—say about ordinary users
The documented action does not establish that ordinary users must delete WhatsApp. It also does not establish that using WhatsApp on a personal phone for official House business is permitted. These are separate policy questions:
- Is the app prohibited on a government-managed device?
- Is official business prohibited through the app, even on a personal device?
- Are only certain information categories restricted?
- Are exceptions available?
Deleting the mobile app may not end exposure if a desktop client, browser session or linked device remains active. Users handling sensitive work should follow their organization’s policy rather than infer permission from the app’s general reputation.
Spyware and endpoint threats
WhatsApp has reported attacks involving spyware and continues to publish account-security guidance. In June 2026, Meta said personal messages and calls remained protected by default end-to-end encryption and advised people facing sophisticated attacks to enable stricter account settings. Meta’s spyware update shows why endpoint security matters.
Spyware targeting users does not, by itself, prove that WhatsApp’s encryption was broken. A compromised phone can threaten users of many messaging systems. A government can nevertheless decide that a particular application presents unacceptable operational or governance risk.
Practical security steps for personal WhatsApp users
- Keep WhatsApp and the phone’s operating system updated.
- Enable WhatsApp two-step verification and protect the associated email account.
- Review linked devices and remove sessions you no longer recognize or use.
- Consider enabling end-to-end encrypted backups after reviewing recovery implications.
- Use disappearing messages where they fit the conversation and your recordkeeping obligations.
- Assume that recipients can screenshot, forward or copy anything you send.
- Do not conduct sensitive workplace business through an unmanaged consumer app unless your employer expressly permits it.
What remains unknown
The published accounts do not provide the full House cybersecurity assessment. They also do not establish whether the restriction remains in force after June 2025, whether exceptions exist, whether the Senate adopted a parallel rule or whether all official communications were covered. Those unanswered points are why the documented action should be described narrowly: the House CAO barred WhatsApp from House devices in a June 2025 notice.
