The clearest recent example is Claro Ecuador: in the first quarter of 2026 it added 38,000 fixed-line revenue-generating units (RGUs), reached 809,000 fixed-line accesses, and grew that base 30.4% year over year. Fixed-line service revenue rose 13.2%, while total revenue increased 2.2%. The same quarter included 54,000 net wireless disconnections after a prepaid-base cleanup, partly offset by 18,000 postpaid additions. Fiber therefore appears to be helping offset weakness in older products and stabilize selected operations, rather than proving that every Claro market has reversed decline.
Which Claro operation is expanding fiber?
Claro is América Móvil’s consumer brand across several Latin American markets, not a single countrywide operating company. América Móvil reports performance by country or operating region, so figures from Ecuador, Brazil and other markets should not be combined as if they describe one network.
The strongest current evidence is for Claro Ecuador in Q1 2026. Separate evidence from América Móvil’s Q4 2025 report describes broader fixed-line and broadband improvement, including operations in which fiber-footprint expansion supported faster revenue growth. A reported plan for Claro Brasil calls for up to 40 billion Brazilian reais of investment from 2024 through 2029, but that is a broad investment plan—not a verified fiber-only budget (América Economía).
What does “decline” mean here?
The phrase can describe different businesses and metrics:

- Wireless subscribers: Claro Ecuador reported 54,000 net disconnections in Q1 2026 after a prepaid-base cleanup. That accounting action is not the same as proving that 54,000 customers defected to competitors.
- Legacy fixed products: América Móvil said fixed voice and pay-TV revenue declined in Q4 2025, even as broadband revenue grew.
- Revenue momentum: Some operations have faced slowing growth before broadband expansion improved fixed-line results.
- Competitive position: Fiber investment is also defensive, aimed at retaining households against incumbent telephone companies, mobile operators, cable providers and smaller fiber-first ISPs.
Accordingly, “Claro was in decline” is too broad without naming the country, product and period.

How fiber changes the business
Replacing weaker legacy products
Fiber-to-the-home or fiber-to-the-premises (FTTH/FTTP) can support faster, more reliable broadband while reducing dependence on fixed voice and traditional pay-TV. A broadband connection can become the anchor for mobile, television, voice, security and enterprise services in one household relationship.

Improving retention and revenue per household
A standalone prepaid mobile account is relatively easy to switch. A household with home broadband, mobile lines and other services may be less likely to leave, particularly when a bundle produces one bill or a discount. That is a strategic rationale, not proof that every bundle is cheaper or more profitable.
Supporting enterprise services
Access fiber and transport capacity can also support business internet, cloud connectivity and other enterprise services. The customer economics differ from residential broadband, so residential RGU growth alone cannot measure the entire return on the network.
Fiber is not the same as every “fiber” claim
- FTTH/FTTP: Fiber reaches the home or business premises.
- HFC: Hybrid fiber-coaxial networks use fiber in the transport path and coaxial cable for the final connection; Claro still has relevant legacy cable infrastructure in Brazil.
- Backhaul fiber: Fiber may connect towers, exchanges or transport sites without serving a home directly.
- Fixed-line RGU: A reporting unit can include broadband, voice and pay-TV, not just FTTH broadband.
Likewise, América Móvil’s more than 1.4 million kilometers of group fiber cannot be converted into a number of homes passed or connected.

Why the competitive race matters
Fiber is displacing other broadband technologies across Latin America, while smaller ISPs have been aggressive in building routes (S&P Global’s 2025 broadband review). Claro competes with:
- Incumbent telephone companies with extensive fiber networks.
- Mobile operators selling fixed-and-wireless bundles.
- Regional and municipal ISPs, often using wholesale networks.
- Cable operators migrating HFC footprints toward full fiber.
- Fixed-wireless access and satellite providers in areas where cable or fiber is uneconomic.
Coverage alone is not enough. Claro must pass homes, connect them at an acceptable cost, achieve take-up and maintain service quality while competitors pressure prices.
The financial trade-off for América Móvil
Fiber produces revenue only after substantial spending on routes, construction, installation, equipment and customer acquisition. Investors should distinguish an announced capital plan from actual fiber spending and from eventual cash returns. The reported Claro Brasil plan of up to 40 billion reais may also include mobile spectrum, enterprise networks, technology and other infrastructure.

The practical test is whether connected customers generate sufficient revenue and retention to recover deployment costs. Relevant indicators include:
- Homes passed and homes connected.
- Take-up rate in each build area.
- Broadband net additions and average revenue per user.
- Installation, equipment and customer-acquisition costs.
- Churn and complaint or repair trends.
- Fixed-line revenue and the pace of voice and pay-TV erosion.
- Cash flow or EBITDA effects after the investment cycle.
Revenue can rise while returns remain weak if take-up is slow, price competition is intense or construction costs are high. Currency movements can also make local operating growth differ from América Móvil’s consolidated results.
Alternatives where full fiber is uneconomic

What customers and investors should watch next
For customers, the important distinction is whether an address has FTTH, HFC or another access technology. Before signing up, verify the address-specific speed, upload performance, installation fee, equipment charge, post-promotion price, minimum term, data policy, bundle requirement and cancellation rules.

For investors, a rising RGU count is only an early signal. Sustained broadband additions, take-up, revenue per user, churn, legacy-product trends and cash returns provide a stronger test of whether fiber is creating value. A prepaid cleanup should not be counted as ordinary competitive churn, and group-wide fiber kilometers should not be treated as local household coverage.
The Bottom Line
Claro’s fiber push is a credible defense against declining fixed voice, pay-TV and vulnerable mobile relationships. Claro Ecuador’s Q1 2026 figures and América Móvil’s Q4 broadband results show measurable fixed-line improvement, but they do not establish a group-wide reversal. The decisive evidence will be sustained connected-customer growth, take-up, pricing power, churn and cash returns after deployment costs.
