AWS Bought a Nuclear-Adjacent Pennsylvania Data-Center Campus for $650 Million. Here’s What the Deal Means

AWS acquired a data-center campus beside Pennsylvania’s Susquehanna nuclear station for $650 million. Here is what it bought, how the power deal changed and what regulators are still reviewing.

Amazon Web Services did spend $650 million in Pennsylvania—but it did not buy a nuclear power plant. In March 2024, AWS acquired substantially all assets related to Talen Energy’s Cumulus data-center campus and associated assets beside the Susquehanna Steam Electric Station. Talen retained ownership and operation of the nuclear station. The transaction gave AWS control of a data-center development platform and a long-term agreement for nuclear-generated electricity, while that agreement later changed substantially after regulatory objections.

What AWS actually bought

The buyer was Amazon Web Services, or an AWS affiliate. The seller was Talen Energy, and the purchased assets were substantially all assets associated with Cumulus Data’s data-center campus and related development property—not the Susquehanna reactors.

The roughly 1,200-acre campus is in northeastern Pennsylvania, adjacent to the Susquehanna Steam Electric Station in the Salem Township/Berwick area. Talen’s filing describes gross consideration of $650 million: $350 million was paid at closing and $300 million was initially placed in escrow for zoning and development milestones. Talen reported that the escrowed amount was released in August 2024.

What AWS did not buy

  • AWS did not acquire Talen Energy.
  • AWS did not acquire the Susquehanna nuclear generating station.
  • AWS did not automatically receive the plant’s entire output.

Talen remains the nuclear plant’s owner and operator. The campus purchase and the electricity-supply contract are related but legally separate transactions: one transferred land and data-center assets, while the other governs how power is supplied.

How the nuclear-power arrangement works

A data center needs dependable electricity around the clock, particularly for cloud and artificial-intelligence workloads. A site next to an operating nuclear station can potentially reduce the time and uncertainty involved in securing large quantities of steady, carbon-free generation.

Amazon describes the Pennsylvania campus as directly powered by nuclear energy from the adjacent Susquehanna station. In practical and contractual terms, however, “nuclear-powered” does not mean a dedicated reactor was sold to Amazon or that every electron consumed by the campus can be traced continuously to one reactor.

The original concept centered on a behind-the-meter connection. After the Federal Energy Regulatory Commission rejected an amended interconnection agreement, the longer-term plan shifted toward front-of-the-meter service, with Talen acting as the retail electric generation supplier and PPL Electric Utilities handling transmission and delivery.

How much power is covered?

Talen and Amazon announced the expanded arrangement in June 2025. The company’s announcement and subsequent filings describe a ramp-up to as much as 1,920 MW through 2042. That is contracted potential capacity, not proof that the entire amount is already flowing to an operating AWS data center.

Regulatory timeline: why the original model changed

  1. March 2024: AWS acquired the Cumulus campus-related assets for $650 million gross.
  2. August 2024: Talen reported release of the $300 million escrow after transaction conditions were met.
  3. November 2024: FERC rejected an amended Susquehanna interconnection agreement involving up to 480 MW of direct co-located load. The commission examined whether the arrangement could reduce power available to the PJM market or shift costs to other customers. Read the FERC order.
  4. June 2025: Talen and AWS announced the revised power arrangement, with up to 1,920 MW through 2042 and delivery of the full quantity expected no later than 2032.
  5. January 2026: Talen disclosed that it voluntarily dismissed its appeal of the interconnection decision after approval of a separate capacity-interconnection-rights waiver.
  6. June 2026: FERC began broader actions on large-load integration and PJM co-location rules. See its PJM rules fact sheet, large-load proceedings notice and June 2026 meeting summary.

The available filings establish the planned transition toward grid-connected service. They do not, by themselves, confirm that every physical transmission reconfiguration described for 2026 has been completed.

Why the site matters to AWS

  • Power availability: Electricity, rather than server hardware alone, is increasingly a limiting factor for new AI capacity.
  • Steady generation: Nuclear generation can provide firm, low-operational-emissions power without depending on hourly weather conditions.
  • Development platform: Buying a prepared campus can remove some siting and power-development work compared with starting on undeveloped land.
  • Strategic flexibility: The long-term contract gives AWS a potential path to expand capacity as facilities are built and commissioned.

Those are infrastructure advantages, not proof that AWS has permanently defeated Microsoft, Google or other cloud providers. “Expanding cloud computing dominance” is an interpretation of the strategy, not a measured result of the transaction.

What the deal means for Talen

The sale monetized Talen’s data-center development assets while preserving its ownership of the nuclear station. The long-term power agreement can provide contracted revenue and reduce exposure to wholesale-market volatility. The larger 2025 contract also increases the potential scale of the AWS relationship.

Talen’s own description of the strategy is available at Powering Data. The economics still depend on contract pricing and escalators, capacity-market treatment, transmission arrangements, refueling and maintenance costs, and whether the forecast data-center load materializes.

How this fits Amazon’s wider Pennsylvania plan

The $650 million campus acquisition is not Amazon’s entire Pennsylvania investment. In June 2025, Pennsylvania announced a separate plan under which Amazon intended to invest at least $20 billion in multiple high-tech cloud and AI campuses across the state, with at least 1,250 new technology jobs plus additional construction and supply-chain employment. Salem Township and Falls Township were identified as initial locations.

That statewide program is distinct from the 2024 purchase. The nuclear-adjacent campus is best understood as one component of a much broader cloud and AI infrastructure strategy. Read Pennsylvania’s announcement.

Risks and unresolved questions

Grid reliability and cost allocation

A very large co-located load can change how much generation is available to the wider PJM market. Regulators are examining reliability, transmission-service rules and safeguards against shifting costs to other electricity customers.

Construction and commissioning

The contracted maximum is not the same as completed data-center capacity. Build-out depends on zoning, permits, equipment, transmission work, construction schedules, AWS deployment decisions and demand for AI services.

Environmental footprint

Nuclear generation has no direct carbon emissions during operation, but “carbon-free” does not mean impact-free. Lifecycle emissions, cooling-water use, construction, land use, transmission and local environmental effects remain relevant.

Customer concentration

A large AWS contract can stabilize revenue for Talen, while also increasing dependence on one customer and on continued growth in data-center demand.

Future generation claims

Potential reactor uprates or small modular reactors may be discussed as future options, but they should not be treated as immediately available substitutes for Susquehanna’s existing reactors.

How to read headlines about this transaction

  • “AWS bought a nuclear plant” is inaccurate; it bought a nuclear-adjacent data-center campus and related assets.
  • “Amazon invested $650 million in Pennsylvania” refers to the campus transaction, not the later $20 billion statewide plan.
  • “AWS receives 1,920 MW” overstates the current position; that is the revised agreement’s full quantity, delivered over time.
  • “Directly powered by the plant” describes the original co-location concept and does not fully describe the revised front-of-the-meter framework.
  • “FERC approved the deal” is wrong for the amended interconnection agreement that the commission rejected.

Bottom line

AWS paid $650 million for Talen’s Cumulus data-center campus and associated assets beside the Susquehanna nuclear station. Talen kept the nuclear plant. The original plan contemplated up to 960 MW through a direct co-location model; the revised June 2025 agreement increased the potential contract to 1,920 MW through 2042, ramping to the full amount by no later than 2032 while moving toward grid-connected service. The transaction is a significant power-and-data-center infrastructure bet, but it is not a nuclear-plant acquisition and does not, by itself, establish permanent cloud-market dominance.
