Trump initially exempted chips and copper from 2025 reciprocal tariffs. Here’s what happened next

The April 2025 tariff exemption for semiconductors and copper was limited to the reciprocal schedule. Later U.S. actions imposed copper tariffs and created a separate, exception-heavy semiconductor regime.

Short answer: Semiconductors and copper were excluded from the new reciprocal-tariff rates announced on April 2, 2025, but that was not a permanent, all-purpose tariff exemption. The order preserved separate Section 232 action. Copper was later hit with a 50% tariff on specified products, and semiconductors, chipmaking equipment and derivatives later entered a separate national-security tariff regime with significant exceptions.

What the April 2, 2025 order actually did

Executive Order 14257 created a new reciprocal-tariff framework: a 10% baseline duty was scheduled to begin April 5, 2025, with higher country-specific rates scheduled for April 9. Annex II excluded several categories, including semiconductors and copper. The executive order also said products that could become subject to future Section 232 duties were outside the reciprocal calculation.

That wording matters. The exclusion removed qualifying goods from that particular April reciprocal schedule; it did not promise that every chip or copper product would always enter the United States duty-free.

The headline rates were a snapshot, not a current price list

Contemporary reporting described the announced country rates as 32% for Taiwan, 34% for China, 24% for Japan, 25% for South Korea, 20% for the European Union, 26% for India, 46% for Vietnam, 36% for Thailand and 49% for Cambodia. The report said the China figure was in addition to an existing 20% China duty. Those were the April 2 announcement figures, and policy changed repeatedly afterward; they should not be used to estimate a current landed cost.

“Exempt” did not mean zero duty on every related product

A listed semiconductor exclusion did not automatically cover a finished graphics card, laptop, phone, server or appliance. Customs treatment depends on the product’s Harmonized Tariff Schedule of the United States (HTSUS) classification, country of origin, substantial-transformation history, component mix and the presidential actions in force when it is entered.

  • An individual chip, wafer or other specifically classified semiconductor can be treated differently from a board or finished computer containing it.
  • A Taiwanese chip installed in a product assembled in another country does not automatically make the finished product Taiwanese-origin.
  • The exclusion did not erase existing duties, China-specific measures, customs fees, export controls or sanctions.
  • A product excluded under one tariff action can still be covered by another.

The April 3, 2025 technology-industry report said the semiconductor exclusion covered the relevant new reciprocal rates for chips from Taiwan and China. That was a report about the immediate framework, not a complete customs ruling for every chip, package or finished device. A customs broker, importer ruling or current U.S. Customs and Border Protection guidance is needed for a product-specific answer.

Why the administration left the door open to sector tariffs

The administration had already discussed sector measures before the reciprocal order. In a January 29, 2025 White House briefing, Press Secretary Karoline Leavitt named pharmaceuticals, semiconductor computer chips, steel, aluminum and copper as possible tariff targets, without giving an implementation date. The briefing transcript provides that context.

The April 2 order used two different policy theories:

Reciprocal tariffs

These were country-level duties presented as a response to trade deficits and what the administration characterized as unequal treatment.

Section 232 tariffs

These are sector-specific measures based on a national-security finding. By excluding goods that might later be handled under Section 232, the order avoided locking the administration into one tariff method.

Contemporary reporting therefore accurately described the chip and copper relief as “only for now.”

The overlooked exposure: equipment, materials and finished electronics

Chipmakers do not import only finished semiconductor devices. They also rely on lithography, deposition, etching, inspection and packaging equipment; wafers and substrates; chemicals; spare parts; and other capital goods. The April 2025 report warned that equipment imported from Japan and Europe could still face the then-announced country rates, citing 24% for Japan and 20% for the European Union as illustrative exposures.

Those figures were not official classifications for every tool or supplier. The practical point is that a chip exemption did not automatically exempt a fab’s machinery or materials. High-value equipment can be difficult to replace, so even when a chip die itself is outside a tariff schedule, costs can move through the manufacturing chain.

What happened to copper

The initial exclusion ended as a practical matter for many covered products. A July 2025 presidential proclamation imposed a 50% Section 232 tariff on specified semi-finished copper products and intensive copper-derivative products.

The proclamation applies the 50% rate to the copper content of covered articles. Non-copper content can remain subject to other duties, including a reciprocal tariff where applicable. Covered classifications can include products such as certain wire and cable, tubing and pipe, electrical components and other listed industrial goods, but not every item that merely contains copper.

Importers must make accurate classification and copper-content declarations. The proclamation’s enforcement provisions warn that underreporting can lead to penalties, loss of import privileges and potential criminal exposure.

What happened to semiconductor tariffs

By January 2026, the White House had issued a separate Section 232 proclamation covering semiconductors, semiconductor-manufacturing equipment and derivative products. It cited a Commerce Department investigation completed December 22, 2025, which found that the imports threatened to impair U.S. national security.

The proclamation did not create one simple rate for every imported chip. It directed negotiations with foreign jurisdictions and contemplated additional or “significant” tariffs depending on those negotiations. It also listed use-based and supply-chain exceptions for products used in:

  • U.S. data centers;
  • U.S. repairs and replacements;
  • U.S. research and development;
  • U.S. startups;
  • non-data-center consumer applications;
  • non-data-center civil-industrial applications;
  • U.S. public-sector applications; and
  • other uses determined to strengthen U.S. technology supply chains or domestic manufacturing.

Commerce was directed to update the administration on data-center semiconductor markets by July 1, 2026, so the regime could continue to evolve.

What this means for consumers, investors and importers

Retail prices will not necessarily rise by the headline tariff

Tariffs are collected from the importer. The economic cost can be shared among importers, distributors, manufacturers and consumers depending on inventory timing, exchange rates, supplier margins, classification and whether companies absorb part of the duty. A 50% copper-content rate, for example, is not a promise that a laptop, graphics card or phone will cost 50% more.

Technology supply chains remain exposed even when a chip is excluded

Boards, memory modules, power components, enclosures, packaging, tools and finished electronics can have different classifications and origins. A chip made in Taiwan and a server assembled elsewhere must be analyzed separately.

China-related complications remain separate

The April exclusion for the relevant reciprocal rates did not remove other China duties, export controls, sanctions or entity-specific restrictions. “Exempt” should never be read as a blanket clearance for Chinese semiconductor companies or products.

Use a product-specific checklist

  1. Identify the exact HTSUS heading and any listed derivative provision.
  2. Document country of origin and the substantial transformation that occurred in each production stage.
  3. Separate chips, wafers, equipment, materials, packaging and the finished article.
  4. Check the current presidential action, Federal Register instructions and CBP guidance rather than relying on an April 2025 headline.
  5. For copper products, obtain a defensible copper-content calculation and declaration.
  6. For semiconductor products, determine whether a stated use-based exception applies and retain supporting records.

Timeline: from discussion to separate regimes

Bottom line

The April 2025 exemption was real but narrow: chips and copper were spared the new reciprocal-tariff schedule, not guaranteed permanent tariff-free treatment. Copper was later targeted directly, while semiconductors and chipmaking equipment moved into a separate Section 232 framework. For any specific GPU, phone, PC, server, cable or industrial tool, classification, origin, content and intended use—not the word “chip” or “copper” alone—determine the result.
