That improves on SMS delivery, but it does not make sign-in phishing-proof: you still type the code into a login page.
“Mobile” can also mean an approval prompt from the eBay app. That is a different method from an authenticator app’s token-based one-time passcode. Choose based on what eBay actually offers for your account, and never approve a prompt you did not initiate.
What eBay recommends—and what “mobile” means
eBay’s account-security help page describes three two-step-verification methods: an eBay-app push notification, an SMS code, and a one-time passcode generated by an authenticator app. Its Seller Center recommends that sellers enable two-step verification and select Authenticator app for each user account. eBay says that method’s six-digit passcode is stored locally on the device and does not require internet or mobile-network service: eBay Seller Center account protection.
Those are two different mobile-based methods. A push notification asks you to approve a sign-in in the eBay app; an authenticator app displays a code that you enter. eBay’s UK Seller Centre describes authenticator codes as device-bound and time-based: eBay UK Seller Centre account protection.

CISA says authenticator codes are better than SMS but remain vulnerable to phishing, and identifies FIDO security keys as the strongest option for phishing protection. NIST is explicit about the limit of codes: “OTP authentication is not phishing-resistant.” See CISA guidance on MFA and NIST SP 800-63B.
Is an eBay authenticator app safer than SMS?
For the specific risk of message delivery or interception, an authenticator app is the better choice: the code is generated locally instead of sent by text. It also remains usable when your phone has no cellular or internet connection. The advantage is about how the code is delivered, not whether the code can be tricked out of you.

Because you still enter an OTP into a website, a convincing fake sign-in page can capture it. An authenticator app therefore improves on SMS without providing the phishing resistance of FIDO authentication. Do not treat either an app code or a push approval as proof that a sign-in request is legitimate.
How to switch without locking yourself out
- Sign in to eBay and open your account’s security settings. Check which two-step-verification methods are offered for your country and account; availability can vary.
- Choose the authenticator-app option and follow eBay’s setup prompts to connect an authenticator app.
- Test the six-digit code by completing a sign-in before disabling SMS, if SMS is currently enabled.
- Save eBay’s recovery information and make sure you understand how you will regain access if you lose or replace your phone. Do not depend on a recovery route you have not checked.
- If you use eBay-app push notifications, reject any prompt you did not trigger. If an unexpected prompt appears, change your password.
What happens if you lose or replace your phone?
An authenticator code is tied to the device where it is generated, so losing access to that device can interrupt sign-in. Before switching, make sure you have saved eBay’s recovery information and know how to use the available recovery route. The cited eBay pages do not establish a universal recovery procedure for every account, so follow the instructions eBay shows for your account rather than assuming a particular backup method.

Recheck your two-step-verification settings after a major phone, app, or account change. If you have not confirmed that a recovery route works, do not remove your existing method until you have verified the replacement.

- Choose an authenticator app over SMS if eBay offers it and you can safely retain access to the device and recovery information.
- Use eBay-app push cautiously if it is the available or more convenient option: approve only sign-ins you initiated.
- Look for FIDO protection only if eBay confirms it is supported in your sign-in flow; the cited eBay documentation does not confirm availability.
The reviewed primary sources publish no percentage or comparative eBay statistic quantifying how much safer one of these methods is than another. The practical recommendation follows from the documented delivery differences and the separate phishing limits of OTP codes.
