Apple Falls Short of Fully Made-in-U.S. Chips Despite Arizona Production

Apple’s Arizona fab is producing chips, yet “made in the U.S.” covers more than wafer fabrication. The packaging gap, supplier-wide totals and project timelines explain where Apple’s plan falls short.

Apple is making chips in Arizona, but that does not yet prove an end-to-end U.S. manufacturing chain. TSMC’s Arizona fab is producing wafers, while packaging and testing—the stages that turn fabricated wafers into usable chips—remain a separate issue. Apple has announced a future Amkor packaging plant in Arizona, but in its February 2026 update it described that site as under construction. A report by The Information said Arizona-made wafers still needed packaging in Taiwan, although the publication’s full report is subscription-gated and was not independently inspectable.

What Apple is actually making in Arizona

TSMC’s first Arizona fab entered high-volume production in the fourth quarter of 2024, according to TSMC’s annual report. Apple said mass production of its chips at TSMC’s Fab 21 began in January 2025. The fab’s first process technology is N4, a 4-nanometer-class process.

That is real U.S. wafer fabrication: silicon wafers are processed through repeated deposition, lithography and etching steps to create many chip dies. It is only one part of semiconductor production, however.

Why fabrication is not the same as a U.S.-made chip

After wafers are fabricated, they normally go through dicing, packaging and testing. Packaging mounts individual dies in protective packages and connects them to the outside world; testing verifies that the finished devices work to specification. Apple calls packaging a “final critical step.”

The geographic question therefore has several possible meanings:

  • U.S. wafer supply: where the silicon wafers originate.
  • U.S. wafer fabrication: where transistor layers and interconnects are formed.
  • U.S. packaging and testing: where dies become finished, tested chips.
  • U.S. product assembly: where chips are installed in servers, phones or other products.

A chip can be fabricated in Arizona and packaged elsewhere. Calling that chip “made in the United States” depends on the definition being used and on which production stage is being discussed.

The Arizona packaging gap

In February 2026, Apple said Amkor had broken ground on a $7 billion advanced packaging and test facility in Peoria, Arizona. Apple presented the facility as a planned site that will package and test silicon made at the nearby TSMC fab; the announcement did not say the plant was already operating.

The Information reported that wafers made in Arizona still required packaging in Taiwan. That detail should be treated as attributed secondary reporting, not as an independently audited measure of every Apple chip. It does, however, explain the shortfall behind claims that Apple’s Arizona effort is not yet fully domestic: local fabrication exists, while local packaging capacity was still being built.

The available information does not establish that every Apple chip follows this route, nor does it prove that no Apple chip has all manufacturing stages completed in the United States.

Apple’s headline chip numbers use a much broader scope

Apple’s public totals refer to a network of suppliers and chip categories across the country, not solely to advanced processors fabricated and packaged in Arizona.

Figure What Apple said How to interpret it
More than 19 billion chips in 2025 Apple said in 2025 that its U.S. silicon supply chain was on track to produce more than 19 billion chips for Apple products. An announced expectation at the time, not a finished-year audited result; it included suppliers and multiple chip types.
More than 20 billion U.S.-made chips in 2025 Apple said on February 24, 2026, that it had sourced more than 20 billion chips from 24 factories in 12 states. Apple-reported sourcing total across a broad U.S. factory network; it does not show that every chip was fabricated and packaged domestically.
Well over 100 million Arizona chips in 2026 Apple said it was on track to buy well over 100 million advanced chips from TSMC Arizona during 2026. A forecast, not an audited year-end total.
More than 15 billion chips under Broadcom agreement Apple’s July 8, 2026, multiyear Broadcom commitment is expected to lead to more than 15 billion U.S.-made chips. Projected output under a multiyear agreement, including advanced radio-frequency and wireless components made through Broadcom’s U.S. operations.

Those totals can be accurate while the Arizona packaging criticism is also accurate. They measure different things: network-wide sourcing versus the complete manufacturing path of a particular chip.

What “Apple chips” includes

Apple’s U.S. manufacturing announcements cover more than the main processor in an iPhone or Mac. They mention advanced silicon at TSMC, foundational semiconductors from Texas Instruments, wireless components and other partner-made devices.

Later announcements expanded the network. On March 26, 2026, Apple described work involving Bosch, Cirrus Logic, TDK and Qnity Electronics, including integrated circuits made with TSMC Washington and process-technology work with GlobalFoundries. These are partner plans and collaborations; they should not be read as proof that all the announced capacity was already producing finished Apple chips.

Timeline: operating production versus plans

What Apple’s plan gets right—and where it falls short

The progress

  • Advanced Apple silicon is being fabricated in the United States.
  • TSMC’s Arizona operation moved into high-volume production before Apple’s January 2025 mass-production announcement.
  • Apple is building a wider domestic supplier network spanning logic, foundational semiconductors, wireless components and related technologies.
  • Amkor’s planned facility is intended to add packaging and testing near the Arizona fab.

The limitation

  • Apple’s broad U.S.-made totals do not identify the fabrication and packaging location of every chip.
  • Arizona fabrication and Arizona packaging are separate stages with different operating dates.
  • The Amkor plant was announced as a construction project in February 2026, not as an operating facility.
  • The claim that Arizona wafers still go to Taiwan comes from attributed, subscription-gated reporting rather than an independently published Apple breakdown.

How to read future “made in America” chip claims

  1. Identify the chip category. Ask whether the statement concerns an advanced processor, a foundational semiconductor, a radio-frequency component or another device.
  2. Identify the production stage. Look for explicit wording about wafer fabrication, packaging, testing or final assembly.
  3. Check operating status. Separate a running fab from a facility that has merely been announced, funded or placed under construction.
  4. Check the metric and date. “Sourced,” “on track,” “expected” and “projected” are not the same as an audited completed volume.
  5. Check geographic scope. A U.S. supplier network spanning 12 states is not equivalent to every stage occurring in Arizona or elsewhere in the United States.

Bottom line on Apple’s Arizona chips

Apple has achieved genuine U.S. production of advanced chips at TSMC’s Arizona fab. It has not shown, in the public figures cited here, that every chip counted as U.S.-made has all fabrication, packaging and testing stages completed domestically. The strongest supportable “falls short” conclusion is therefore narrow: Arizona wafer fabrication is operating, but end-to-end U.S. production—especially local packaging and testing—was still incomplete or not publicly documented as complete in the latest announcements.
