Microsoft separated Teams from Office 365 and Microsoft 365 business suites after EU regulators investigated whether bundling the collaboration app with those products unfairly limited customer choice and competing services. The European Commission accepted binding commitments from Microsoft in 2025; the documented resolution was commitments-based, not an imposed fine. Since 1 November 2025, commercial customers worldwide have had options to buy qualifying suites with or without Teams.
Why did Microsoft unbundle Teams?
The European Commission opened a formal investigation on 27 July 2023 after Slack Technologies complained in 2020. Regulators examined whether including Teams in Microsoft’s productivity suites gave it an advantage by preventing business customers from choosing whether to buy it with the suite. They also raised concerns that Microsoft may have restricted interoperability between its productivity software and competing communication and collaboration products.
These were questions under investigation, not findings that Microsoft had violated EU competition law. The Commission’s opening announcement expressly said that beginning an investigation did not prejudge its outcome. Its concern was whether customers could decide whether to include Teams and whether competing services could work effectively with Microsoft products. Did the EU fine Microsoft over Teams?
No fine is shown in the official record of this proceeding. The Commission accepted binding commitments from Microsoft in 2025, resolving the case through changes Microsoft agreed to make. The headline phrase “to avoid an EU fine” is therefore best understood as referring to a regulatory risk, not a fine that was imposed and later waived.

The Commission opened its investigation in July 2023, and on 25 June 2024 issued a Statement of Objections in a second proceeding, case AT.40873. When did Teams become a separate business-suite choice?
Microsoft’s packaging changed in stages. It first announced no-Teams suite options for the European Economic Area (EEA) and Switzerland, then extended the approach globally. In September 2025 it announced the final commitments and related changes, which took effect for global commercial packaging and pricing on 1 November 2025.

Microsoft’s current licensing FAQ says that since 1 November 2025 commercial customers worldwide can buy Enterprise suites with Teams again, and can choose corresponding suites without Teams. How much cheaper are suites without Teams?
Microsoft lists the following minimum price differences between specified commercial suites with and without Teams. The figures are Microsoft’s published FAQ amounts; the USD differences are stated to remain constant during the seven-year enforcement period. Microsoft says amounts in other currencies can fluctuate with exchange rates, so check its current licensing terms for a particular quote.

These are listed differences or minimum standalone prices, not a complete quote for every customer. The right comparison depends on the exact SKU, billing geography, currency, subscription status, and contract terms.
What protections apply to EEA customers?
Some of Microsoft’s commitments are specific to the EEA. Microsoft says qualifying customers with multi-year contracts can move from a Teams-included suite to its corresponding no-Teams version at an annual order period for the next five years while retaining their percentage discount. It also says discounts on EEA suites that include Teams must be available at the same percentage on no-Teams versions. Partners may choose whether to offer the same transition and discount guarantees.

These terms should not be assumed to apply to every customer or contract. Verify the customer’s location, subscription, SKU, contract timing, and whether the purchase is direct from Microsoft or through a partner. Microsoft’s announcement of its commitments and changes.

The commitments also address interoperability and data portability. Microsoft says it will maintain an add-in model and AppSource distribution channel, enable other providers to embed Office Web Applications through the Microsoft Document Collaboration Partner Program, and provide APIs and tools to export Teams information for use in other collaboration services. Microsoft described the announced Teams data-export tools as available at no additional cost.

For businesses assessing alternatives, the practical value is not limited to the subscription price: the ability to move Teams information and connect competing services with Microsoft products may also matter. The Commission’s decision summary and Microsoft’s announcement describe these commitments; they do not establish that every competing product will work identically or that every migration will be automatic.
Who is affected—and who should check first?
The changes discussed here concern commercial licensing. Microsoft says consumer, academic, US Government, and nonprofit-specific SKUs are not currently affected by these commercial changes. Businesses should compare the precise products and terms rather than assume the same options or protections apply across customer categories.
- Identify the exact Microsoft 365 or Office 365 suite and whether it is a commercial SKU.
- Compare the corresponding versions with and without Teams, including which apps and services are included.
- Check billing geography and currency, especially whether EEA-specific switching or discount terms are relevant.
- For an existing multi-year contract, confirm renewal and annual order dates before planning a switch.
- Consider whether data export, interoperability, or use of another collaboration service affects the decision.
