He was defending a 25% tariff on vehicles made outside the United States that he announced three days earlier.
What Trump said and when he said it
Trump made the remark to NBC interviewer Kristen Welker in an interview broadcast on March 29, 2025. His full answer was: “I couldn’t care less. I hope [foreign automakers] raise their prices, because if they do, people are going to buy American-made cars. We have plenty.”
The comment followed his March 26 White House announcement of a 25% tariff on cars not made in the United States. Trump described the policy as a way to move production into the country and encourage consumers to choose vehicles built domestically.
What the 25% tariff was intended to do
Trump’s stated mechanism was straightforward: make imported vehicles more expensive, give U.S.-assembled vehicles a relative price advantage, and pressure automakers to build or expand factories in the United States.

In his March 26 remarks, Trump said: “What we’re going to be doing is a 25-percent tariff on all cars that are not made in the United States. If they’re made in the United States, there’s absolutely no tariff.” He also said that building a car in the United States would avoid the vehicle tariff.
The administration’s intended chain of effects
- Imported vehicles face an added cost. A 25% tariff is charged on covered imports before the vehicle reaches the U.S. market.
- Buyers compare more expensive imports with U.S.-made alternatives. The administration expected some demand to shift toward vehicles assembled domestically.
- Automakers receive an incentive to increase U.S. production. Companies could reduce exposure to the vehicle tariff by locating more assembly and related manufacturing in the United States.

Key parts named in the White House fact-sheet summary included engines, transmissions, powertrain components and electrical components. Vehicles traded under the United States-Mexico-Canada Agreement were described as subject to the tariff on their non-U.S. portion, rather than automatically receiving a blanket exemption.

Did Trump say tariffs would make cars more expensive?
Yes. His “I couldn’t care less” answer explicitly accepted—and said he hoped for—price increases by foreign automakers. His argument was that higher prices on imported vehicles would make American-made cars more attractive and support domestic manufacturing.

That is different from claiming that every car would rise by exactly 25%. The tariff rate applies to covered imports under the announced policy; the amount ultimately paid by a consumer would depend on how automakers, dealers and suppliers divide the cost and how competitors respond.
Could American-made cars also become more expensive?
Industry experts warned that they could. A vehicle assembled in the United States may rely on parts manufactured in Canada, Mexico or other countries. If those components become more expensive, the U.S.-assembled vehicle can face higher production costs even when the finished vehicle is not itself imported.

Domestic manufacturers may also respond to a tariff on competing imports by changing prices across their lineups. In that scenario, an American-made vehicle could become more expensive because of costlier parts, reduced supply, or broader market pricing—not because the finished vehicle received the same import charge.
Why vehicle origin is not the same as parts origin
Modern auto production crosses borders repeatedly. Final assembly determines where a vehicle is “made” for many policy purposes, but it does not identify where every engine, transmission, electronic component or other input originated. That supply-chain exposure is why experts described the likely effect as broader than a simple foreign-car-versus-American-car split.

What is known—and not known—about the dollar impact
Contemporaneous reporting did not establish one authoritative dollar increase that applies to every vehicle. Analysts and auto-industry experts expected costs to rise, but they did not agree on a single amount.

How to interpret “I couldn’t care less”
In context, Trump was not denying that tariffs could raise prices. He was saying that he accepted that possibility—and even welcomed it—if the price gap encouraged consumers to buy vehicles made in the United States and persuaded companies to manufacture more domestically.
The quote therefore captures a policy trade-off: the administration prioritized a possible long-term expansion of U.S. production over avoiding near-term price increases. Whether that trade-off benefits households depends on how quickly domestic capacity expands, how much imported content remains in U.S. vehicles and how businesses distribute the added costs.
