The centerpiece is the proposed Ad Selection API, which Microsoft says can support relevant ads without third-party cookies or other cross-site tracking identifiers. Microsoft has run small experiments and a limited developer preview, but its published announcements do not establish a date for universal blocking.
What Microsoft is changing in Edge
Third-party cookies are set by a domain different from the site a person is visiting. They have traditionally enabled cross-site measurement, retargeting, frequency capping and other advertising functions. Microsoft’s stated direction is to remove unrestricted cross-site identifiers and move those functions into browser-controlled, privacy-constrained systems.
Microsoft says Edge will generally block third-party cookies by default in the future. Explicitly partitioned cookies would remain available, while other storage would be automatically partitioned. Partitioned storage is separated by top-level website, so data stored in one site’s context is not shared across unrelated sites.
This is a staged transition, not a documented one-day shutdown. The Microsoft announcements available for this plan describe experiments and previews rather than a completed, universal deprecation schedule.

What the Ad Selection API is
The Ad Selection API is Microsoft’s proposed browser platform for choosing relevant ads without third-party cookies. Microsoft describes it as a way for advertisers and publishers to run ad selection through Edge rather than exchanging unrestricted cross-site identifiers.
Using the API requires sellers and buyers to modify JavaScript that runs in Edge. The browser is intended to mediate the signals and auction process, limiting what participating parties can directly learn about a person’s browsing activity.
How an API-mediated model differs from cookie tracking

The less-than-1% figure applied to the named experiment group, not to all Edge users. Likewise, the preview’s channels, version requirement, geography and opt-in conditions do not describe a permanent consumer-wide setting.

How Microsoft says privacy protection will work
Microsoft identifies three safeguards in its design. These are Microsoft’s stated architectural claims; the cited announcements do not provide an independent privacy or performance audit.

K-anonymity constraints are intended to prevent an audience, ad request or result from being so unusual that it effectively identifies a single person or a very small group. A signal must meet a minimum level of commonality before it can be used or released.
Differential privacy
Differential privacy adds statistical noise or other protections to released information. The goal is to make it difficult to infer whether a particular individual contributed to a result while preserving useful aggregate measurements.

Trusted execution environments
Trusted execution environments, or TEEs, are isolated computing areas where heavier auction or processing work can run off-device. Microsoft says this arrangement is intended to limit direct observation of the underlying data by the systems performing the computation.
What advertisers and publishers need to change
Audit every third-party-cookie dependency
- List cookies used for login, embedded services, advertising, conversion measurement, retargeting and frequency capping.
- Identify whether each cookie is unpartitioned, explicitly partitioned or first-party.
- Test pages that embed content from another domain, because those integrations may lose access to shared state.
Strengthen first-party measurement
Microsoft Advertising guidance recommends using the Universal Event Tracker (UET). Organizations using Microsoft Invest can use the Universal Pixel. These first-party tagging approaches are intended to preserve conversion tracking and retargeting capabilities as third-party cookies disappear; they are not a guarantee that every legacy use case will work unchanged.
Plan for API-specific development
If a company participates in the Ad Selection API preview or a later rollout, its sellers and buyers must adapt the JavaScript integration to the API’s requirements. That work should be isolated from unrelated site code so it can be revised as the preview and browser behavior change.

Use more than one signal
Microsoft’s advertising guidance describes a broader identity strategy rather than dependence on one mechanism. In practice, that can include first-party event data, contextual targeting, consented account relationships and browser-mediated APIs, subject to each platform’s rules and the organization’s legal obligations.

Advertising changes do not automatically solve sign-in compatibility. A site that relies on a third-party identity or embedded application may need a controlled way to request access to storage in a first-party context.
Microsoft’s Interop 2025 material identifies the Storage Access API as a focus area for removing third-party cookies while preserving user-authentication flows. Teams should therefore test login, account linking, payment widgets, video players, support tools and other embedded components independently from ad measurement.

What users should expect
Advertising is not going away. The change is where targeting and measurement happen and how much cross-site information a company can access. Users may see more processing performed by the browser, greater reliance on first-party relationships and contextual signals, and ad auctions constrained by privacy rules.
Some sites may need to update embedded sign-in or other cross-site features. A blocked third-party cookie does not necessarily mean a page will fail, but integrations that assumed unrestricted shared storage can require redesign.
How to prepare for an Edge cookie change
- Inventory: record every third-party cookie, storage API and external script used on production and internal sites.
- Classify: separate authentication, embedded functionality, analytics, advertising, conversion tracking and frequency-capping uses.
- Test partitioning: verify behavior when third-party cookies are disabled and storage is partitioned, including across redirects and embedded frames.
- Implement first-party tags: deploy and validate UET or, where applicable, the Universal Pixel for Microsoft Invest campaigns.
- Prototype API integration: if eligible for a Microsoft preview, make the required JavaScript changes and complete the stated domain-attestation and Origin Trial steps.
- Measure fallback performance: compare consented first-party, contextual and API-mediated approaches without assuming that legacy cookie metrics remain directly comparable.
- Monitor rollout notices: preview versions, experiment assignments, supported regions and default settings can change, so recheck Microsoft’s current Edge and developer documentation before deployment.
Will Edge break websites when third-party cookies are removed?
Not every website will break. Pages that only use first-party cookies, or that already support partitioned storage and modern authentication flows, may continue working normally. Risk is higher for embedded services, cross-site login, payment or account linking, and advertising integrations that require a shared identifier.
The practical answer depends on the site’s dependency inventory and its fallback behavior. The announced Edge experiments and limited preview show the direction of change, but they do not prove how every production integration will behave under a future broad default.
