Arm is likely to gain CPU share in selected markets—not replace x86 everywhere. The clearest openings are cloud providers’ custom processors, AI-oriented server systems and some consumer laptops. There is no defensible single percentage for “the CPU industry,” because PC, server, smartphone and embedded markets use different denominators and measures.
By 2029, the most aggressive published forecasts apply to narrow categories: AI PCs could represent 96% of PC shipments, while Arm-based processors could reach 90% of the AI-ASIC server CPU market. Neither number is Arm’s share of all PCs, all servers or all CPUs.
Why one worldwide CPU market-share number is misleading
A CPU can be counted by unit shipments, revenue, installed base or the share of a particular system category. Those measures produce different answers. A forecast for processors inside AI-accelerated servers cannot be compared directly with a forecast for all notebook shipments or with Arm’s royalty revenue.

PCs: AI adoption can rise faster than Arm’s overall PC share
Gartner’s worldwide forecast, published 29 July 2025, projects the share of PC shipments classified as AI PCs to rise from 16% in 2024 to 96% in 2029. Its architecture split matters: x86 is expected to drive business adoption, while Windows on Arm AI laptops are expected to sell mostly to consumers.

The practical implication is that AI capability and Arm architecture are separate variables. A nearly universal AI-PC category does not imply a nearly universal Arm PC market. Enterprise software compatibility, purchasing policies and the existing x86 base can keep x86 strong even as consumer Arm laptops expand.

Servers: the main near-term opening for Arm
TrendForce’s June 2026 server analysis says Arm server CPU share passes 20% for the first time. It attributes the increase to cloud providers’ internally developed CPUs and Nvidia Grace and Vera AI rack systems. Intel Xeon and AMD EPYC also benefit from the same AI-infrastructure buildout, so Arm’s gain is occurring inside an expanding market rather than through an automatic displacement of every x86 processor.
TrendForce’s 20 January 2026 outlook forecasts global server shipments to grow 12.8% in 2026 and AI-server shipments to grow by more than 28%. These are forecasts, not reported full-year results. Faster AI-server growth gives every architecture more units to sell, while the eventual split depends on workload, system design and buyer.
Cloud operators can tailor a processor to their own software and deployment scale. That makes a custom Arm design strategically different from buying a standard CPU and helps explain why architecture share can move faster in hyperscale deployments than in traditional enterprise servers.
AI-ASIC servers: what the 90% forecast actually says
Counterpoint Research’s 1 April 2026 forecast says Arm-based CPUs could account for 90% of the AI-ASIC server CPU market by 2029. The denominator is the CPU category used in servers built around application-specific AI silicon; it is not the total server CPU market, the total AI-server market or the whole CPU industry.

That narrow forecast can coexist with a lower Arm share in general-purpose servers. A buyer selecting an AI rack may prioritize a tightly integrated host CPU and accelerator design, while a buyer running databases or mixed enterprise workloads may retain a different architecture. Always ask which server type and which component the percentage covers.
Arm’s own growth targets are not neutral market-share forecasts
Arm’s FYE 2026 investor presentation projects CPU-related revenue growth of about 12% CAGR to 2030 and royalty revenue growth of 20% CAGR from FYE26 to FYE31. The presentation says the CPU-related estimate is based on Arm’s internal forecast using third-party analyst data: Arm FYE 2026 investor presentation.
Those figures describe Arm’s business expectations, not an independent estimate of processor units. Licensing and royalty revenue can rise because of higher-value designs, more cores or increased chip content even when unit share changes by a different amount. They should therefore be kept separate from Gartner’s shipment forecast and from server architecture percentages.

AI inference and system orchestration
TrendForce identifies AI inference and agentic workloads as increasing the importance of CPUs for orchestration and pre- and post-processing around accelerators. More AI systems can therefore increase CPU demand even when the accelerator receives most of the attention.
Cloud-provider custom silicon
Internally designed cloud CPUs give large operators control over software integration and system economics. AMD’s filing explicitly lists customer-developed data-center microprocessors among competitive factors, showing that the contest is not limited to Intel versus AMD merchant products.
Different buyers, different constraints
Consumer laptops, enterprise PCs, hyperscale clouds, AI-ASIC systems and general-purpose servers do not share the same software base or purchasing criteria. A workload-specific win for Arm should not be treated as a universal architecture verdict.
How to read future CPU-share claims
- Name the segment: Is the claim about all PCs, AI PCs, general servers, AI servers or AI-ASIC servers?
- Identify the denominator: Check whether the percentage measures units, shipments, revenue, installed base or a subset of systems.
- Separate the component from the system: A whole AI-rack shipment figure is not automatically a CPU-share figure.
- Check the forecast year and publication date: The 2026 TrendForce shipment numbers are projections, while Gartner’s 2029 AI-PC figure and Counterpoint’s 2029 AI-ASIC figure use different categories.
- Label the source: Company targets such as Arm’s revenue CAGR are strategic estimates; analyst forecasts are not reported results.
A realistic outlook through 2029

The most credible overall thesis is a more diverse CPU market: Arm grows rapidly in selected workloads and custom systems, x86 continues competing effectively—especially in business PCs and established servers—and custom silicon takes a larger role in AI infrastructure. The available forecasts do not support declaring one architecture the winner of every CPU market.
