4 Ways to Monetize Data—and When You Don’t Need to Sell It

Data can create value through dataset sales, paid insights, embedded features, or ecosystem partners—and it can also pay off internally without being sold.

There are four main ways to monetize data: sell datasets, sell insights, add data features to an existing product, or distribute data-powered services through partners. A company can also capture value internally by using data to improve decisions and operations, without selling anyone’s information. The right route depends on a real buyer or business need, the rights to use the data, and the cost and risk of delivering it.

What does data monetization mean?

Data monetization means turning data into measurable economic value. That value can be indirect: better decisions, more efficient operations, improved products, or stronger customer retention. It can also come from external commercialization, where customers pay for data, analysis, or a product feature powered by data.

These are different strategies. Internal use can create value without exposing a dataset to outside parties. External sales may create revenue, but can also expose information that once differentiated the organization. AWS recommends treating commercialization as one possible source of value, assessing use cases and governance, and considering composite insights where possible.

What are the four ways to monetize data?

1. Sell datasets

Provide raw or curated data directly, either as a one-time delivery or as a dataset refreshed on a schedule. Buyers may use it for research, planning, or analysis. The offer needs to be usable and legally shareable; a large volume of records alone does not establish demand or value.

Deloitte describes Flatiron Health supplying aggregated and deidentified patient electronic health record data for oncology research, clinical trials, and personalized medicine. Deloitte reports that Flatiron had more than 3.5 million patient records from more than 800 unique sites of care; the cited page does not state the year. Those figures describe that company’s offering, not a typical dataset or a forecast of revenue.

2. Sell insights

Sell an answer or decision aid rather than access to rows of data. The product might be a report, benchmark, analysis, or decision-support service. This can be more useful to a buyer who needs a conclusion but does not have the tools or expertise to interpret a dataset.

Deloitte’s Mastercard example describes Market Basket Analyzer helping a national department store understand shopper behavior around a new product line. Deloitte reports that shoppers who bought from that line spent more than US$400 per visit on average, with almost US$300 spent on a new luxury product. These are results from one reported case, not a general benchmark for sales or returns.

3. Embed data and insights in an existing offering

Make an existing product or service more useful with information, or sell an additional insight feature. This approach can fit when customers already use the offering and the data improves a task they perform there.

Deloitte cites eBay’s Terapeak product research tool, which gives sellers marketplace information such as listings, units sold, average selling prices, sell-through rates, shipping costs, locations, and trends to inform listing decisions.

4. Sell through ecosystem partners

Work with an aggregator or distribution partner that combines data and delivers insights to end users. A partner may bring complementary information, customer access, or distribution capabilities that the data owner lacks. The arrangement still requires clear rights, permitted uses, responsibilities, and economics.

Deloitte illustrates the model with real-time vehicle information combined with other data to create road and mobility insights for automakers. The example does not identify a specific commercial partnership.

How do you choose a monetization model?

Start with a customer or internal business problem, not the assumption that owning data means there is a market for it. Deloitte describes possible product forms including raw feeds, recurring datasets, packaged insights, expert capacity, and data-powered products. A successful offer should solve a specific need, be differentiated, and be repeatable at a supportable cost.

  • Buyer value: Identify the decision or workflow that improves and who controls the budget for that outcome.
  • Product form: Establish whether the user needs a feed, refreshed dataset, benchmark, report, API, or feature inside another product.
  • Differentiation and durability: Ask whether the information is hard to obtain elsewhere and can be maintained reliably. Deloitte notes that raw feeds can face commoditization and pricing pressure, while recurring datasets and packaged insights can be designed as repeatable offers.
  • Delivery and support cost: Include cleaning, updates, integration, access controls, customer support, and billing—not just the initial cost of collecting data.
  • Rights and risk: Verify ownership or license rights, permitted purposes, reidentification risks, contractual safeguards, and jurisdiction-specific privacy obligations before external use.
  • Measurement: For internal use, define operational or commercial metrics. For a paid product, measure adoption, renewal, and cost to serve.

No cited source establishes one universally most profitable model. The best fit depends on the data, buyer demand, capabilities, delivery costs, competitive exposure, and legal rights.

What does it take to deliver a data product?

A commercial data offer usually involves more than sending a file. AWS’s research-data reference architecture describes a cloud implementation that can include ingestion, ETL and schema evolution, encrypted storage, granular access controls, APIs, authentication, subscription or credit checks, payment and invoicing, monitoring, audit logs, and compliance configuration. It describes both pay-per-use and subscription models, with support for customers on and outside AWS. This is one vendor’s example architecture, not a required technology stack.

In practice, plan how customers will get access, how updates and errors will be handled, how usage will be measured, and how access will be removed when an account or permitted purpose ends. Security and customer support are part of the product’s operating cost.

What privacy and legal issues should you check?

Aggregation or a business-to-business transaction does not automatically resolve legal risk. Deloitte advises prioritizing privacy and protection and states: “If in doubt, do not share or sell.” Requirements depend on the type of data, the intended use, and the relevant jurisdiction.

European Union

The European Commission says the Data Governance Act governs reuse of public-sector or protected data and data intermediaries, while the GDPR applies whenever personal data is involved. The Commission states that the Data Act entered into application on 12 September 2025. This is a high-level overview; check the current legal text and applicable guidance for the specific activity.

United Kingdom

ICO guidance says organizations using data-broker services for personal data need an appropriate lawful basis and clear privacy information. A business that buys or rents contact lists for direct marketing must provide privacy information within one month of obtaining the data. Electronic marketing may also trigger consent requirements under PECR.

United States financial data

A CFPB report published November 12, 2024, describes financial firms developing revenue models around consumer financial data and summarizes state privacy rights that, in some states, include knowing what data is held, correcting it, transferring it, or requesting deletion. The report also discusses coverage gaps related to federal financial laws. State requirements change, so confirm current rules for the relevant state and business.

Before sharing or selling, establish data provenance and quality, permitted uses, retention rules, access and security controls, contractual terms, deletion or correction processes, and accountability. If the organization cannot establish a right to share or a sound basis for use, monetization does not require an external sale.
