The original DOGE proposal combined federal spending cuts, deregulation, agency restructuring and technology upgrades. In January 2025, President Donald Trump’s executive order gave the effort a formal structure centered on the U.S. DOGE Service, agency teams and software modernization. The headline savings figure—$2 trillion over 10 years—was a target, not a verified result. Vivek Ramaswamy left the formal commission before it began, leaving Elon Musk as its operational leader.
What Musk and Ramaswamy originally proposed
On November 12, 2024, then-president-elect Donald Trump said Musk and Ramaswamy would advise the White House and the Office of Management and Budget (OMB) from outside government. He described their goals as dismantling bureaucracy, reducing excess regulation and wasteful expenditures, and restructuring federal agencies. Trump said the work should be completed no later than July 4, 2026.
Trump’s announcement framed the effort as a way to make government smaller and less bureaucratic. It cited approximately $6.5 trillion in government spending; that was the figure in his announcement, not an independently verified budget estimate.
How the proposal became a formal government structure
Executive Order 14158, issued January 20, 2025, established the Department of Government Efficiency agenda and renamed the United States Digital Service the United States DOGE Service, within the Executive Office of the President. The order made the new service and related agency teams the formal machinery for implementing the agenda.

The temporary organization and agency teams
The order created a U.S. DOGE Service Temporary Organization for an 18-month agenda, with a scheduled termination date of July 4, 2026. That date has passed. The order establishes the intended timeline, but the cited documents do not establish what happened to the organization after that date.
Agency heads were directed to set up DOGE teams of at least four employees. The order said teams would typically include a lead, an engineer, a human-resources specialist and an attorney.

The technology mandate
The executive order emphasized modernizing federal technology and software, connecting agency networks, maintaining data integrity, and enabling responsible data collection and synchronization. It described technology as a way to improve efficiency and productivity. The order’s stated structure and technology directives should not be confused with congressional authority to change spending laws.
How much money DOGE aimed to save—and what the figures show
A 2025 congressional GovInfo record associates the Musk–Ramaswamy plan with a recommendation to save $2 trillion over 10 years. That was an ambitious proposed target, not evidence that the government had saved that amount.

DOGE later published its own figures. In June 2025, its website said current-year non-defense federal obligations were 20.5% lower than in 2024. This was a DOGE-reported comparison, not an independently audited savings total.
Associated Press reporting on February 25, 2025, illustrates why contract cancellations do not automatically equal savings. DOGE listed nearly 2,300 terminated contracts, but 794 were expected to produce no savings because the government was already legally obligated to pay for them. DOGE said its efforts had saved an estimated $65 billion; AP reported that estimate had not been independently verified.

What the plan meant for federal workers and agencies
A White House workforce fact sheet dated February 11, 2025, described a hiring restriction following a federal hiring freeze: agencies could hire no more than one employee for every four employees who left. The fact sheet identified exceptions for immigration, law enforcement and public safety roles.
It also directed agencies to plan large-scale reductions in force and identify components that could be eliminated or combined when their functions were not required by law. These measures were part of the workforce and restructuring approach, alongside the separate technology-modernization agenda.

In a December 4, 2024 Axios interview, Ramaswamy said DOGE would look for waste and fraud in Social Security, Medicare and Medicaid, including payments to people who should not receive them. He distinguished that kind of review from wholesale benefit cuts, saying those would be “a policy decision that belongs to the voters” and their representatives in Congress.
That distinction matters: identifying improper payments is not the same as changing eligibility, benefits or program funding. The executive order’s structure and technology directives did not themselves establish authority to make Congress-level spending changes.
Why Vivek Ramaswamy left DOGE
Associated Press reported on January 20, 2025, that Ramaswamy would not join the formal DOGE commission, leaving Musk to run the cost-cutting operation alone. A DOGE spokesperson said Ramaswamy intended to run for elected office and had played a critical role in creating DOGE. The original two-person proposal therefore did not become a two-person formal leadership arrangement.
