OpenAI is no longer merely “coming to India.” It has established an Indian entity, opened its first office in New Delhi and is building a wider operation for enterprise deployments, partnerships, education and infrastructure. OpenAI announced planned offices in Mumbai and Bengaluru and a Tata Group–TCS partnership that starts with 100 megawatts of AI-ready data-center capacity, with potential to scale to 1 gigawatt.
For Indian users, businesses and job seekers, the practical question is what has actually happened—and what remains only a plan.
What OpenAI has announced
Several separate developments are often compressed into the phrase “OpenAI’s India office.” They are not the same event.
- Indian corporate presence and hiring: OpenAI announced an Indian entity and local team in August 2025. Its announcement also highlighted India-focused education and product efforts, including UPI payments for the then-announced ChatGPT Go plan. OpenAI’s announcement
- New Delhi office: New Delhi became OpenAI’s first Indian office and is already part of the company’s operating presence. TechCrunch reported on the open office and continued hiring.
- Mumbai and Bengaluru: OpenAI announced these as additional offices planned for later in 2026; that does not establish that either location is already open.
- “OpenAI for India”: Announced on February 18, 2026, this broader initiative combines infrastructure, enterprise adoption, education, certifications and ecosystem partnerships. OpenAI’s overview

Why India matters to OpenAI
OpenAI said India had more than 100 million weekly ChatGPT users in February 2026. That is a weekly-user figure—not registered accounts, paying subscribers or monthly active users. OpenAI’s figure

India also combines a large developer and startup base with major enterprises, universities, government institutions and a deep technology-services sector. A local team can negotiate partnerships, support deployments, respond to policy requirements and feed market-specific needs back into product decisions. Some reporting calls India OpenAI’s biggest market outside the United States; that ranking should be treated as attributed reporting rather than an independently verified company statistic. What the local team is likely to do
Public job listings and reporting point to a market-facing operation rather than a publicly announced standalone frontier-model laboratory.
- AI deployment and implementation
- Solutions engineering for enterprise customers
- Developer experience, relations and marketing
- Startup, enterprise and strategic partnerships
- Sales and account management
- Government, education and institutional engagement
These responsibilities are an inference from published roles and partnership announcements. OpenAI has not published a final India headcount, and the available evidence does not establish that India will host a separate organization for training its flagship models.
Where the offices fit
New Delhi
New Delhi is the established first office. Its location is practical for government, regulatory, education and institutional relationships, although OpenAI has not assigned an official city-by-city mandate.

Mumbai is a planned additional office. Its financial-services and large-enterprise ecosystem could make it useful for commercial partnerships, but an opening date and operating scale have not been confirmed.
Bengaluru
Bengaluru is also planned and is likely to be relevant to developers, startups and engineering talent. That is an informed interpretation of the local ecosystem, not a published OpenAI organizational chart.
Some India-filtered roles may be remote rather than tied to any of these offices. An OpenAI employee role should also be distinguished from work performed by a Tata, TCS or other implementation partner.
The Tata and TCS infrastructure plan
OpenAI and Tata Group announced a collaboration covering AI infrastructure, enterprise adoption across Tata companies, industry-specific solutions, workforce training and certifications. OpenAI says it will be the first customer of TCS’s HyperVault data-center business.

The announcement does not establish a completion date, final site, total capital cost, power source or operating status for the full potential capacity. It also does not mean India will own OpenAI’s models or operate an independent “sovereign” OpenAI system. What changes for different Indian users
Consumers
A larger local operation could bring more India-specific partnerships, education initiatives, language work and eventually lower latency if domestic capacity becomes operational. It does not automatically mean cheaper plans, free access, India-only storage or guaranteed local customer support.
OpenAI’s August 2025 announcement cited ₹399 per month for ChatGPT Go with UPI payments. That was a dated announcement, not a permanent price; check the current ChatGPT pricing page before relying on it.
Developers and startups
Local deployment specialists and partnership staff may make it easier to obtain implementation help or participate in ecosystem programs. Domestic infrastructure could eventually improve latency, but the announcements do not guarantee an immediate performance change. API prices and limits still need to be checked on the official pricing page.
Large businesses
ChatGPT Enterprise and the API are the main relevant offerings for organizations seeking administration, security controls and contractual support. Tata says its rollout is intended to begin with hundreds of thousands of TCS employees, with wider Tata adoption and industry solutions planned.
Schools and universities
OpenAI says Indian education partnerships have announced more than 100,000 ChatGPT Edu licenses, including institutions such as IIM Ahmedabad, AIIMS New Delhi, Manipal Academy of Higher Education, UPES and Pearl Academy. Government and regulated sectors
Data controls, contractual processing terms and procurement arrangements matter more than the presence of an office. Buyers should obtain those commitments in writing rather than infer them from the Tata announcement or a local address.

Data residency generally concerns where customer content is stored at rest. Inference residency concerns where model computation occurs. Backups, logs, abuse monitoring and subprocessors may involve other regions. India-focused opportunities are appearing in partnerships, sales, solutions engineering, AI deployment, developer programs, marketing, enterprise accounts and government or education work. Search current roles on OpenAI’s India careers page.
Before applying, check whether a position is India-based or remote, tied to a particular city, customer-facing or technical, and open to the required work authorization. Job listings do not establish salary, final headcount or the opening date of a planned office.
Questions enterprise buyers should ask
- Is India data residency available for the exact product, model and account tier?
- Do you require storage at rest, inference residency, or both?
- Where are backups, logs, support systems and subprocessors located?
- Which commitments are contractual service-level and security terms?
- Will OpenAI contract directly, or will a Tata/TCS or other integrator deliver the deployment?
What remains unknown
- OpenAI’s final India headcount and research footprint
- Exact Mumbai and Bengaluru opening dates and office sizes
- The completion schedule and operating details for the data-center capacity
- Which products will use India-based infrastructure
- Whether India inference residency will become available
- Future consumer pricing, limits and product availability
- Detailed financial terms of the Tata/TCS arrangement

The Bottom Line
OpenAI’s India strategy is already operational in New Delhi and is expanding through planned Mumbai and Bengaluru offices, Tata/TCS infrastructure, enterprise deployments and education partnerships. The most important caveat is scope: local offices and India data residency do not, by themselves, mean a separate Indian research lab, universal India-only processing or guaranteed lower consumer prices.
