Siemens Adds Agentic AI to Questa One to Accelerate RTL Verification

Siemens’ Questa One Agentic Toolkit aims to coordinate selected RTL and verification tasks. Its early-access status, governance controls and lack of public benchmarks make a hands-on evaluation essential.

Siemens announced the Questa One Agentic Toolkit on February 27, 2026, as an early-access addition to its smart-verification portfolio. It uses AI agents to coordinate selected RTL creation and verification tasks—including planning, lint, clock-domain-crossing (CDC) analysis and debugging—rather than autonomously designing a complete chip. Siemens has not published independent performance benchmarks, public pricing or full deployment requirements, so teams should treat the toolkit as an emerging workflow layer to evaluate, not a proven replacement for verification engineering.

What Siemens announced

The Siemens announcement describes a toolkit that adds multi-step, domain-specific AI workflows to Questa One. Its stated scope spans design creation, verification planning, RTL generation, lint, CDC analysis, debugging, verification closure and RTL sign-off. The product page presents it as an extension to Questa One, not a replacement for the EDA suite or a general-purpose autonomous chip designer.

“Speed IC design” is best understood here as an effort to accelerate selected design and verification work, especially the route to reviewed RTL sign-off. The announcement does not establish that the toolkit can take a design from specification through implementation and tape-out without engineers.

How the agentic workflow is meant to work

Siemens describes agents that can use verification context, break a goal into steps, invoke tools, interpret results and propose bounded changes. Operationally, that is different from simply asking a chatbot for code:

  1. An engineer sets a goal, such as investigating a failure or drafting a verification plan.
  2. The agent examines the design and verification information made available to it, then decides on a sequence of tasks.
  3. It configures or runs relevant tools and interprets outputs such as logs, waveforms, assertions or coverage data.
  4. It suggests a diagnosis or change; depending on the workflow, it may make a bounded edit.
  5. The engineer reviews the result and approves, rejects or revises it, with checks and sign-off remaining part of the flow.

Siemens says its workflows support goal decomposition, adapting strategies across runs, persistent expertise building and configurable human oversight. It also says customers can set governance boundaries. Those are product claims; the public material does not spell out exactly which actions require approval, how agent activity is logged, or what “persistent expertise” stores.

This is the practical distinction from neighboring approaches: scripts follow predefined commands and conditions; coding assistants suggest code without necessarily having engine-native verification context; narrower machine-learning EDA features target specific prediction or optimization jobs. Agentic orchestration aims to pursue a goal across tools and iterative results. “Agentic” does not mean unrestricted autonomy.

What the five named agents do—and what still needs review

RTL Code Agent Turns natural-language descriptions into synthesizable RTL, checks coding violations and suggests standards-aligned fixes. Review behavior and intent; run simulation, formal verification, lint, CDC and downstream implementation checks as appropriate. Code may synthesize while implementing the wrong behavior, or create timing, security, portability or integration problems.
Lint Agent Reads RTL, configures and runs lint, identifies errors or style violations, and suggests fixes or waivers. Inspect configuration changes and every proposed fix or waiver. Preserve rule identifiers, rationale, provenance and reviewer approval. An unjustified waiver can hide a real defect; an automatic fix can change behavior.
CDC Agent Configures and runs CDC verification, suggests configuration refinements, and offers fixes or waivers for review. Confirm clock relationships, reset behavior, synchronizer intent, constraints and tool configuration against the design. A fast run using incorrect assumptions can create false confidence about crossing safety.
Verification Planning Agent Analyzes design specifications and drafts plans containing features, scenarios, checks and strategies. Compare the plan with requirements, corner cases and architectural intent; approve coverage objectives. Missing, ambiguous or wrong requirements can yield an incomplete plan.
Debug Agent Correlates waveforms, assertions, coverage and logs, flags suspicious signal transitions, suggests failure mechanisms and generates targeted scenarios. Reproduce the failure and verify a proposed cause against the design and evidence. Correlation or a plausible explanation is not proof of root cause.

Siemens lists these agent capabilities on its Questa One Agentic Toolkit page and in its product announcement. The distinction between a generated suggestion, an engineer-confirmed diagnosis and a verified design change matters: each is a different level of confidence.

Where it fits in an EDA flow

Siemens says the toolkit uses model-context interfaces to expose engine-native verification context. It identifies integration with Questa One Verification IQ, Questa One SFV, Questa One Sim, Tessent DFT software and Veloce hardware-assisted verification and validation, as well as Siemens Fuse EDA AI. The announcement also calls it framework-agnostic and names GitHub Copilot, Claude Code, Cursor, Cline, command-line workflows and Visual Studio Code among compatible environments.

That compatibility claim should not be read as a promise of identical functionality or depth in every environment. Siemens describes the toolkit as “Fuse-preferred”: it is open to other agentic environments, but its deeper integration is within Siemens Fuse EDA AI. The Questa One portfolio page provides portfolio context; the separate Fuse EDA AI Agent page describes broader Siemens-tool orchestration.

Siemens identifies NVIDIA Llama Nemotron reasoning models and NVIDIA NIM as components used to build the workflows. That does not establish a specific model version, deployment topology, cloud requirement, data-retention policy, air-gapped support or hardware requirement for the Questa One toolkit. Nor does it show that customer RTL is sent to a public AI service. Those are questions to resolve for the particular early-access deployment rather than assumptions to make from the model names.

Siemens publishes favorable customer comments from MediaTek, NVIDIA and Tsavorite Scalable Intelligence. For example, MediaTek says engineers became proficient within hours and completed tasks that would normally take days; Tsavorite describes agentic formal-property verification and automated lint fixes. These are vendor-published testimonials, not independently measured results that establish typical savings across teams.

The All About Circuits overview also covers the announcement and agent categories. The core buyer question remains whether the workflow works reliably on a particular team’s designs, constraints and regressions—not whether the agent list sounds comprehensive.

What engineering teams should test before adopting it

A useful evaluation should test the agent against a representative block, a known set of failures and the team’s existing sign-off process. Ask Siemens to demonstrate the actual early-access build and document its supported tools, controls and deployment terms. The following checks help expose the difference between a persuasive demo and a usable engineering workflow:

  • Flow fit: Identify which Questa One engines and versions are supported, whether the team’s Questa, Tessent or Veloce environment is in scope, and what data the agents can access.
  • Diff review: Require generated RTL, constraints, configuration edits and other changes to appear as reviewable source-controlled diffs. Confirm whether changes can be prevented from committing automatically.
  • Verification gates: Re-run normal simulation, formal, lint, CDC, regression and sign-off checks after every generated change. Do not treat a tool’s own explanation as evidence that a fix is correct.
  • Waiver governance: Require a rule identifier, technical rationale, before-and-after evidence and named reviewer for each waiver. Compare the agent’s result with the established baseline.
  • Approval and audit: Ask which actions can run without approval, whether approvals can be required for edits or tool execution, and whether prompts, tool calls, outputs and decisions are recorded reproducibly.
  • Security and data handling: Establish where RTL, specifications, logs and waveforms are processed; how data is retained or used; whether access controls and sandboxing apply; and whether the deployment supports the organization’s isolation requirements.
  • Scope and repeatability: Determine how the toolkit handles large repositories, long waveforms and conflicting constraints, and whether results can be reproduced when models, prompts or agent configurations change.

Siemens separately advertises role-based access, audit trails, security controls and air-gapped deployment for Fuse EDA AI on its Fuse EDA AI Agent page. Those claims describe Fuse; they should not automatically be taken as specifications for every Questa One Agentic Toolkit deployment.

Who is most likely to benefit?

The strongest potential fit is a team already using Questa One that has costly verification bottlenecks, established regression and sign-off gates, and the capacity to govern AI-generated changes. Siemens positions the opportunity against growing complexity in areas such as chiplets, 3D ICs and software-defined systems; that is the vendor’s framing of the productivity challenge, not an independently quantified gain from this toolkit.

The fit is less clear for a small team looking for a low-cost standalone code assistant, a project without reliable specifications or regression infrastructure, an organization unable to expose relevant design context to an agent workflow, or a flow built mainly around non-Siemens tools without a demonstrated integration. Public material does not state the toolkit’s price or commercial terms, so an economic case requires an enterprise discussion and evaluation rather than a published price comparison.

Questions to resolve during an evaluation

  • Which actions require engineer approval, and can automatic RTL edits or tool runs be disabled?
  • Can access be confined to a project, branch, IP block or verification stage?
  • Are prompts, model outputs, tool calls, configuration changes and approvals logged and exportable?
  • How are data retention, model training, deployment location and restricted-network operation handled?
  • What are the supported versions, licensing terms, eligibility rules and support commitments during early access?
  • How are model or prompt changes versioned so results can be reproduced?
  • Can the agent alter constraints or verification assumptions, and how are those changes reviewed?
