Cruise announced in February 2025 that it would cut nearly 50% of its workforce, two months after General Motors said it would stop funding Cruise’s robotaxi ride-hailing business. GM planned to combine the remaining Cruise and GM technical teams and shift their work toward advanced driver-assistance systems and autonomous vehicles for personal customers.
Why did Cruise announce the layoffs?
The immediate business cause was GM’s decision to wind down funding for Cruise’s commercial robotaxi operations. On February 4, 2025, Cruise announced a workforce reduction of nearly 50%. TechCrunch reported that Cruise corrected an earlier figure of 40%; it did not establish a final employee count. Its report also described an estimate of about 2,100 workers based on the membership of an internal Slack channel, not a verified headcount. TechCrunch covered the cuts and executive departures.
The layoffs followed GM’s December 10, 2024 announcement that it would no longer fund Cruise’s robotaxi development. GM cited the time and resources needed to scale the business and growing competition in the robotaxi market. It said it would bring the majority-owned Cruise’s and GM’s technical teams together, focus on advanced driver-assistance systems, and pursue autonomous driving for personal vehicles. GM forecast that the restructuring would reduce spending by more than $1 billion annually once complete; that was an expected saving, not a reported result. GM’s announcement set out the plan.
What work was meant to continue?
GM’s decision ended its funding for Cruise’s robotaxi ride-hailing development, not its stated interest in autonomous driving altogether. GM said the combined technical teams would prioritize driver-assistance technology as a path toward autonomous personal vehicles. Cruise’s employee statement described a move away from ride-hail and toward autonomous vehicles alongside GM. The announced direction was therefore a change in the intended use and organization of the work, rather than a promise to keep the robotaxi service running.

How did Cruise’s safety record fit into the decision?
Cruise’s layoffs and GM’s funding decision came after serious regulatory scrutiny, but GM’s stated reasons for ending robotaxi funding were the difficulty of scaling the business and increased competition—not the regulatory order alone.
On September 30, 2024, the National Highway Traffic Safety Administration said Cruise had not fully reported details of an October 2, 2023 crash. A driverless Cruise vehicle had struck a pedestrian and dragged the person approximately 20 feet before stopping. NHTSA said Cruise omitted that detail from its reports and had amended four other crash reports. Its consent order imposed a $1.5 million penalty, required a corrective action plan, and expanded the information Cruise had to report, including operating scope, vehicle miles, driverless operations, software updates, traffic-law violations, and safety metrics. What happened to Cruise after the robotaxi wind-down?
GM’s 2025 Form 10-K says the company provided $1.1 billion in funding during 2025 to wind down Cruise’s robotaxi operations and that Cruise restructuring activities were complete as of December 31, 2025. That figure is wind-down funding, not the cost of the layoffs. GM’s 2025 Form 10-K reports the funding and completion status.
In later coverage, the Associated Press reported that NHTSA had closed its preliminary evaluation without further action, while reserving the right to act if warranted by new circumstances. AP also reported that no versions of Cruise’s automated driving system were then operating on public roads. Those statements describe the status reported at the time of that coverage; they do not establish that GM abandoned autonomous-vehicle development generally.
