Prime Minister Mark Carney announced the federal Electric Vehicle Affordability Program (EVAP) on February 5, 2026. For eligible Canadian transactions dated February 16, 2026 or later, the point-of-sale incentive is up to $5,000 for battery-electric and hydrogen fuel-cell vehicles and up to $2,500 for plug-in hybrids. Transport Canada’s operating rules—not the launch speech—determine whether a specific deal qualifies.
How much is the federal EV rebate?
EVAP is scheduled to operate until March 31, 2031, unless its funding is exhausted sooner. Transport Canada lists $2.275 billion in five-year funding and reported $2.00 billion remaining as of September 1, 2026; that balance is not a live, current-day figure.

These are maximums, not automatic rebates. The applicable tier is set by the date the dealer or authorized seller submits the eligibility assessment through the program portal, so an order date or delivery date alone does not lock in a rate.
Which vehicles and transactions qualify?
Vehicle requirements
- The vehicle must be new, light-duty (under 8,500 pounds), highway-capable, intended for public roads, have at least four functioning wheels and meet Canadian Motor Vehicle Safety Standards.
- It must be made in Canada or in a country covered by a Canadian free-trade agreement.
- A demonstrator with fewer than 10,000 kilometres may qualify under the program rules.
The $50,000 transaction-value rule
Most vehicles must have a final transaction value of $50,000 or less. This is not an MSRP cap. The calculation can include the vehicle’s MSRP, options, accessories, freight and pre-delivery inspection charges, dealer fees, extended warranties, subscriptions, insurance products and one set of winter tires. Sales taxes, registration and licensing charges, provincial incentives and financing or leasing costs are among the exclusions listed by Transport Canada.

Canadian-made EVs are not subject to the general $50,000 ceiling. A model appearing on the government’s vehicle list is only a shopping aid: a particular trim, options package or completed transaction can still fail the rules. Conversely, an unlisted vehicle may qualify if the actual transaction satisfies every requirement.
How the rebate is applied
- Ask a participating dealership or authorized seller to assess the exact vehicle and transaction under EVAP.
- The seller submits the eligibility request through the program portal, establishing the incentive tier for that assessment date.
- You sign the program consent and attestation documents.
- The approved amount is applied after taxes and fees to the bill of sale or lease agreement.
Consumers cannot submit EVAP applications directly. Confirm the calculation on the paperwork before signing, particularly when options or dealer-installed products push a non-Canadian vehicle over the transaction-value limit.

What changes for a lease?
A qualifying lease must run at least 12 months. A lease of 48 months or longer receives the full applicable incentive; terms below 48 months receive a prorated amount. The same vehicle, price, powertrain, origin and submission-date tests still apply.
Who can use EVAP?
An individual can receive one EVAP incentive during the five-year program. Most organizations and businesses can receive up to 10. Approved carsharing companies have a separate allowance of up to 50 incentives per calendar year.

How this fits Carney’s wider auto strategy
The rebate is one pillar of a five-part federal approach announced February 5: attract Canadian automotive investment; replace the Electric Vehicle Availability Standard (EVAS) with stronger light-duty greenhouse-gas standards; improve EV affordability and reliability; establish a sector trade regime; and protect workers and businesses during the transition.
The government said the replacement emissions standards would be more stringent for model years 2027–2032 and technology-flexible. The announcement set policy direction; the final regulatory details must be judged by the rules formally implemented.

In his launch speech, Carney described emissions-reduction goals equivalent to a 75% EV adoption rate by 2035 and 90% by 2040. Those are government goals and equivalencies, not forecasts or guaranteed sales shares. The speech also announced $1.5 billion through the Canada Infrastructure Bank for charging and hydrogen-refuelling infrastructure. Carney said, “Wherever you live in Canada, charging your vehicle should become as simple as filling your gas tank.” That is an objective, not evidence that charging access is already uniform.
The 2026 Spring Economic Update reported that more than 90% of Canadian-made vehicles and 60% of Canadian-made auto parts are exported to the United States, and that more than $6.9 billion had been announced to support the automotive sector. Those figures describe broader industrial policy, not the consumer-rebate budget. The update rounded EVAP funding to $2.3 billion and the charging and hydrogen initiative to $1.5 billion.
How to decide whether a deal is worth pursuing
- Powertrain: compare the BEV/fuel-cell maximum with the lower PHEV maximum.
- Origin: verify where the vehicle was made; Canadian-made vehicles avoid the general transaction-value ceiling.
- Final value: obtain the dealer’s itemized calculation, including options, fees and accessories.
- Timing: confirm the transaction date and when the seller will submit the assessment, since annual amounts decline.
- Purchase or lease: check the lease term and any prorating.
- Other programs: check current provincial or territorial incentives and whether they can be combined with EVAP.
Provincial and territorial programs, available models and remaining federal funds can change. Check Transport Canada’s current EVAP pages and the relevant jurisdiction immediately before signing.
What the program does—and does not—prove
EVAP makes a qualifying purchase or lease less expensive at the point of sale, but it does not make every EV affordable or guarantee charging availability. A federal public-opinion discussion guide recorded concerns about price and longer-trip charging and asked whether information or a returning rebate changed participants’ views. Those were qualitative focus-group prompts, not a representative survey of Canadians.
