Top Mobile App Development Outsourcing Companies in Vietnam to Consider

A fit-based shortlist of six Vietnam mobile app outsourcing companies, with directory pricing signals, delivery models, and questions to ask before signing.

Vietnam has a deep mobile-app outsourcing market, but no directory can establish a universal “best” provider. Clutch’s July 2026 Vietnam mobile-app directory listed more than 250 firms, while GoodFirms listed 249 reviewed companies. The six providers below are a selective, use-case-based shortlist—not an audited league table. Compare their actual delivery teams, mobile portfolios, references, security scope, and contract terms before choosing one.

The candidates differ substantially: PowerGate Software has published examples spanning consumer and IoT apps; InApps emphasizes dedicated teams and app rescue; Saigon Technology offers ODC and BOT models; Savvycom targets broader outsourcing programs; Synodus is a broader software partner with mobile capability; and Politetech Software appears more mobile-focused but reports a smaller team. A high directory position or low listed price is a starting signal, not proof of fit.

How to read this shortlist

“Top” here means worth considering for a particular delivery need based on available mobile-specific evidence, Vietnam delivery presence, published engagement models, and third-party directory information. The evidence is uneven: company case studies and workforce figures are self-reported, while directory rankings and commercial bands are platform listings. Neither substitutes for a reference call or technical review.

Clutch says provider profiles include reviews, service details, and project information, and notes that featured placement may involve fees. Its rankings are useful for discovery, not an independently audited measure of engineering quality. All dollar thresholds and hourly-rate bands above are directory-listed commercial signals, not guaranteed quotes or comparable project budgets. The cited listings do not establish equivalent scope, date of quotation, staffing mix, or inclusions. Saigon Technology and Savvycom have no dependable public price list in the cited sources.

Companies to consider by project fit

PowerGate Software: full-cycle product-minded development

PowerGate says its mobile service spans concept development, UI/UX, prototyping, programming, testing, and support. It describes options to build a product from scratch, extend a client team, or manage maintenance, QA, and DevOps. The company lists a Hanoi office and international offices or contact points in the US, Canada, Australia, and the UK.

Its published examples include an OKR app later acquired by Microsoft, a meal-recommendation app, and an IoT micromobility app covering scooter tracking, battery monitoring, and secure unlocking. These examples make it relevant where the mobile app is a product rather than a standalone interface. Clutch lists a 5.0 rating from 40 reviews alongside the directory price signals above.

  • Best fit: A company seeking product discovery through post-launch support, especially for consumer, enterprise-mobility, or IoT-connected products.
  • Verify: Ask for live app links, references for similar functionality, the proposed seniority mix, and evidence of who will provide ongoing QA and support. Treat performance or satisfaction figures on the company’s own site as self-reported.

InApps Technology: dedicated teams and app rescue

InApps describes itself as a Vietnam-based offshore development center serving CTOs in the US, UK, and Australia. Its mobile service lists native iOS and Android as well as cross-platform work with Swift, Kotlin, React Native, and Flutter, alongside strategy, design, development, QA, and app-store submission. The company says engagements use dedicated cross-functional teams rather than a shared contractor pool.

InApps also highlights a rescue case involving an undocumented app inherited after a failed vendor handoff. That makes it a candidate for takeover or modernization work, but a rescue engagement should begin with a paid technical audit rather than an assumption that the existing code can be safely extended. Clutch lists a 4.9 rating from 36 reviews.

  • Best fit: A product owner who needs a continuing cross-functional team, or a structured takeover of an existing app.
  • Verify: Ask how the company audits build reproducibility, signing access, dependencies, backend ownership, and release procedures. Confirm minimum commitment, named staff, and support terms if the need is only a short prototype.

Saigon Technology: enterprise outsourcing, ODC, and BOT

Saigon Technology markets mobile development, software outsourcing, dedicated teams, staff augmentation, ODC, BOT, QA, maintenance, and support. Its ODC is described as a dedicated full-time Vietnam engineering team for long-term client needs. This breadth makes it a candidate for organizations with continuing delivery, governance, or team-scaling requirements rather than only a tightly bounded app build.

The company reports that its ODC model has supported 85+ dedicated teams and 40+ developers transferred through BOT. It also states that it has three Vietnam development centers, 14+ years of experience, and 850+ project successes. These are company-reported figures. Its published case studies cover healthcare, fintech, IoT, and marketplace work, and its listed mobile technologies include Swift, Kotlin, Flutter, and React Native. Saigon Technology publishes ISO 9001 and ISO 27001 claims; those claims do not establish that every project, subcontractor, or contracting entity falls within the certificate scope.

  • Best fit: Enterprise teams evaluating long-term Vietnam delivery, staff augmentation, or a transition toward owning an offshore team.
  • Verify: Request current certificates, scope statements, audit dates, the entity that will sign the contract, and which project personnel and subcontractors are covered. Ask how a BOT transition handles employment, IP, access, and knowledge transfer.

Its published examples include a meditation mobile app for a Korean healthcare client.

  • Best fit: Buyers seeking a broad engineering partner for a larger outsourcing program, particularly in healthcare or fintech contexts.
  • Verify: The available evidence is broader outsourcing evidence rather than a deep set of independently verified mobile-specific projects. Ask for recent app-store links, comparable architecture and compliance references, the actual team composition, and examples of post-launch ownership.

Synodus: broader custom software with mobile capability

Clutch’s July 2026 software-developer listing placed Synodus first among its displayed top 15 Vietnam custom-software providers; the listing shows a $5,000+ minimum project size and an hourly-rate signal below $25. A separate mobile-app listing includes Synodus and shows mobile development as 20% of its listed service focus. This supports considering it when mobile is one part of a larger backend, data, cloud, or enterprise program—not assuming it is a dedicated mobile specialist.

  • Best fit: A buyer integrating a mobile client into a broader custom-software build.
  • Verify: Request current live mobile products, the share of the proposed team’s work devoted to mobile, and references involving the same platforms and integrations.

Clutch’s July 2026 displayed Vietnam mobile list placed Politetech Software first and reports that mobile accounts for 65% of its listed service focus. It lists a $1,000+ minimum project size and an hourly-rate signal below $25. Its listed team size is 10–49 employees.

  • Best fit: A smaller or focused mobile project where direct access and a high mobile share matter.
  • Verify: Ask who covers iOS, Android, backend, QA, DevOps, security, and support; identify backup staff if a lead leaves; and test capacity for parallel work or sudden growth. A smaller provider can offer flexibility but may have less redundancy.

What Vietnam mobile outsourcing may cost

The available public figures are directory-listed minimum project sizes and broad hourly-rate bands, not vendor quotations. Clutch lists PowerGate and InApps at $10,000+ minimum project size with hourly-rate signals below $25; Politetech at $1,000+ and below $25; and Synodus at $5,000+ and below $25 in its broader software directory. These figures do not establish the project scope, team seniority, hours, or what is included. No dependable public rate card is stated for Saigon Technology or Savvycom in the cited sources.

A proposal should separate discovery, product management, design, engineering, QA, DevOps, cloud infrastructure, third-party services, release work, taxes, and post-launch support. Compare total cost to a defined production milestone—not just an hourly rate. Team seniority, complexity, compliance obligations, time-zone coverage, rework, and knowledge transfer can change the total substantially; the available figures do not justify a universal savings percentage against US or Western European providers.

How to evaluate the actual delivery team

Check mobile-specific proof

Request named mobile case studies, live App Store and Google Play links, references for the relevant platform, and evidence of post-launch maintenance. A general software portfolio does not prove mobile expertise. For the product in question, ask about push notifications, payments, maps, Bluetooth, IoT, offline behavior, analytics, and app-store releases as applicable.

Match architecture and domain

Ask whether the proposed solution is native or cross-platform and why. InApps lists Swift and Kotlin alongside React Native and Flutter; Saigon Technology lists those mobile options as well. Evaluate fit against platform-specific needs, existing code, performance, accessibility, background processing, and integrations—not the vendor’s preferred sales stack. Also assess backend, cloud, CI/CD, automated tests, device coverage, crash reporting, observability, feature flags, security testing, and dependency management.

Domain matters too. Healthcare buyers should ask about applicable privacy controls, audit trails, encryption, clinical workflows, and integrations; fintech buyers about payment security, fraud controls, and financial-data auditability; IoT buyers about Bluetooth Low Energy, provisioning, offline behavior, and firmware compatibility. A company’s industry label alone is not proof of compliance.

Validate people, governance, and security

  • Interview the proposed technical lead and confirm who is an employee, contractor, or subcontractor.
  • Ask whether the team is dedicated or shared, how departures are covered, and who owns architecture decisions.
  • Speak with two or three recent clients on comparable apps, including a product owner rather than only a sales reference.
  • Test communication with the actual delivery team. Establish meeting overlap, escalation coverage, holiday coverage, and response expectations; do not infer it from a sales call.
  • For sensitive data, involve legal and security teams. Verify certificate scope and dates, data-processing terms, residency and cross-border transfer implications, incident notification, and subcontractor controls.

Budget and delivery risks to account for

A low rate can become a high total cost

A favorable hourly band can be offset by junior staffing, slow requirements work, rework, weak QA, or separate charges for DevOps, support, and release management. Fix the comparison around scope, acceptance criteria, staffing, milestones, and production readiness.

Large and small providers trade different risks

A larger provider may offer broader coverage, backup capacity, and enterprise processes, but can also mean more management layers, higher minimum commitments, or less senior attention. A smaller specialist may make decisions quickly and provide direct access to senior staff, but may have less redundancy if someone leaves or the work suddenly expands to concurrent iOS, Android, backend, QA, and DevOps streams.

Cross-platform does not always mean lowest cost

Flutter or React Native can share feature work across platforms, but native implementation may still be needed for advanced Bluetooth or IoT, graphics, background processing, accessibility, deep operating-system integrations, or specialized enterprise controls. Ask for the trade-offs in the architecture proposal rather than choosing a framework by default.

Rescue and compliance projects need extra diligence

For an inherited app, commission a technical audit covering reproducible builds, repository and signing access, dependencies, vulnerabilities, crash history, test coverage, backend ownership, migrations, store accounts, and release procedures. For regulated work, an ISO claim alone does not establish HIPAA, GDPR, or PCI DSS compliance, or coverage of the specific project. Obtain the relevant controls and contractual commitments directly.

A practical shortlist and contract process

  1. Define the product and constraints. Specify target users, platforms, integrations, compliance needs, launch milestone, and what “done” means.
  2. Select three to five candidates by fit. Separate product development, rescue, ODC, staff augmentation, and small focused builds rather than comparing unlike models.
  3. Request comparable evidence. Ask each for similar live apps, recent references, proposed team biographies, and post-launch responsibilities.
  4. Run technical discovery. Hold a workshop with engineers and product stakeholders; use a paid discovery sprint or limited pilot when uncertainty or takeover risk is high.
  5. Review a written plan. Require architecture, staffing, delivery milestones, QA strategy, security responsibilities, assumptions, and change-control terms.
  6. Negotiate ownership and exit before work begins. Put IP assignment, repository and cloud ownership, credentials, app-store accounts, documentation, build instructions, offboarding, and knowledge transfer in writing.
  7. Set commercial and support terms. Define estimate basis, payment milestones, acceptance criteria, change requests, warranty, maintenance scope, termination rights, and dispute terms.

For US buyers, Vietnam can provide partial overlap with US working hours rather than a full shared day; agree required meeting windows and escalation coverage explicitly. Asia-Pacific buyers may have more convenient overlap, while European teams should likewise set recurring windows with the proposed delivery team.

Start with PowerGate for full-cycle product and IoT-oriented work, InApps for dedicated teams or app takeover, and Saigon Technology for enterprise delivery structures such as ODC or BOT.
