A fulfillment center is a logistics facility that receives inventory, stores it, processes customer orders, packs products, and hands parcels to carriers. It may be operated by a retailer, a third-party logistics (3PL) company, or a marketplace such as Amazon. A typical order moves from receiving and storage through software-driven routing, picking, packing, shipping, tracking, and—if necessary—returns processing.
What is a fulfillment center?
Fulfillment centers position inventory close enough to customers to make individual-order processing efficient. They support direct-to-consumer orders, marketplace sales, wholesale replenishment, subscriptions, replacement shipments, promotional kits, and multiple channels from one inventory pool.
Amazon describes fulfillment as receiving, storing, managing, picking, packing, and shipping ecommerce inventory. See Amazon’s fulfillment overview. A fulfillment center is therefore more than a storage building: its defining job is rapid, accurate outbound order processing, supported by inventory control and returns operations.
Fulfillment center vs. warehouse vs. distribution center
Companies use these terms inconsistently, and one building can perform all three functions. The following is an operating distinction, not a universal legal definition.

How a fulfillment center works, step by step
Consider a customer ordering two products. The exact workflow varies by operator, but the sequence is generally as follows.

Inventory is received
Receiving staff compare cartons with a purchase order or advance shipment notice, count units, inspect visible damage, scan SKU and any lot, serial, or expiration data, record discrepancies, and move accepted goods to staging or storage. Poor receiving can create false stock levels, misplaced inventory, and unavailable products.

Products are put away and stored
Items may go into pallet racks, shelving, bins, totes, climate-controlled rooms, secure cages, or regulated areas. Slotting considers sales velocity, dimensions, weight, compatibility, expiration, lot or serial controls, and order frequency. Amazon discusses slotting as a way to reduce picking time in its pick, pack, and ship guide.

The order enters fulfillment software
An ecommerce store, marketplace, point-of-sale system, or order-management system sends the order number, SKUs, quantities, address, delivery service, payment or fraud status, and special instructions. An order-management system (OMS) manages what must be fulfilled and often where; a warehouse-management system (WMS) directs work inside the building; an inventory-management system (IMS) tracks stock states; and shipping software rates services, prints labels, and returns tracking data. The order is routed
With several facilities, software weighs available inventory, customer distance, promised speed, postage, labor capacity, product restrictions, split-shipment risk, and business rules. Shopify documents routing by availability, cost, proximity, or custom rules at its fulfillment-features page. The closest building may not be best if it lacks one item, has missed a carrier cutoff, or would require multiple parcels.

Items are picked
Picking retrieves the ordered units and takes them to packing or consolidation. Methods include single-order, batch, zone, and wave picking. A facility may use person-to-goods travel, goods-to-person systems, barcode scanners, mobile terminals, pick-to-light, voice direction, conveyors, autonomous mobile robots, or automated storage and retrieval. The order is checked and packed
At the station, staff or equipment confirm SKU and quantity, inspect for damage, choose a box or mailer, add protection and inserts, apply branding or compliance documents, weigh and measure the parcel, and print the label. Packaging influences damage, dimensional-weight charges, materials expense, sustainability, and presentation.

The parcel is sorted and handed to a carrier
Outbound systems sort packages by carrier, service, destination, cutoff, and special handling. USPS, UPS, FedEx, DHL, or regional carriers normally perform final-mile delivery. Processing time ends at carrier handoff; transit time is the carrier journey; the customer-facing promise combines both. A “label created” scan does not necessarily mean the carrier has possession.

Tracking is returned to the customer
The tracking number flows back to the store or marketplace. Common statuses are received, allocated, picking, packed, label created, shipped, in transit, out for delivery, delivered, and exception. Integration delays can make an order appear less advanced than its physical status.

Returns enter reverse logistics
The facility matches the return to the original order, inspects and grades it, and may restock, repackage, test, refurbish, liquidate, or dispose of it. The operator can trigger a refund or replacement. Amazon FBA includes customer service and returns; details are at the FBA page. Returned goods are not automatically sellable, so returns affect cash flow, inventory accuracy, resale value, and disposal cost.
What happens inside the building?
- Inbound receiving: dock doors, counting, inspection, scanning, and discrepancy control.
- Storage: racks, shelves, bins, temperature-controlled or secure zones.
- Picking: employees or automation retrieve inventory.
- Packing and sortation: orders are verified, packaged, labeled, and grouped for dispatch.
- Outbound and returns: parcels leave for carriers while returned goods follow a separate inspection path.
- Support operations: cycle counting, quality assurance, maintenance, safety, labor scheduling, kitting, relabeling, rework, forecasting, and replenishment.
Technology and automation
A fulfillment center is coordinated by connected systems rather than shelves alone. Core tools include WMS, OMS, IMS, transportation or shipping software, barcode or RFID identification, carrier integrations, APIs, EDI, and analytics dashboards for throughput, accuracy, cost, and service levels.
Conveyors, sorters, robotic arms, autonomous mobile robots, automated storage, dimensioners, scales, print-and-apply labeling, computer vision, and pick-to-light can improve throughput and consistency. They require capital, maintenance, integration, suitable products, and enough volume; highly variable or low-volume operations may be more economical with manual or hybrid processes.

Who uses fulfillment centers?
Users include ecommerce retailers, consumer brands, marketplaces, subscription companies, manufacturers selling direct, wholesalers, crowdfunding campaigns, seasonal businesses, and multichannel merchants. Options include a company-owned facility, a 3PL, marketplace fulfillment, a hybrid network, or dropshipping. Shopify describes these choices at its fulfillment-options guide.
Self-fulfillment, 3PL fulfillment, and dropshipping
Self-fulfillment
You store inventory and pick, pack, label, and hand orders to carriers yourself, as described by Shopify’s order-fulfillment guidance.
- Strengths: maximum control, direct inventory access, flexible handling, and custom packaging.
- Trade-offs: you provide space, labor, equipment, software, carrier management, and peak-season capacity.
Outsourcing to a 3PL
A third-party logistics provider stores inventory and performs some or all fulfillment for multiple clients.
- Strengths: established labor and processes, potential multi-location coverage, integrations, and negotiated carrier rates.
- Trade-offs: less direct control, complex fees, receiving and transfer delays, support risk, minimums, and setup, storage, packaging, and returns charges. Facilities can also create tax-nexus considerations in some jurisdictions; consult a tax professional and review Shopify’s explanation.
Dropshipping
With dropshipping, a supplier ships directly to the customer after you take the order. It is not the same as operating a fulfillment center and usually gives you less control over availability, packaging, speed, and quality.
How much does fulfillment cost?
There is no universal cost per order. Product dimensions, weight, volume, storage duration, destinations, seasonality, service level, returns, and contract terms all matter. Common charges are:
- Receiving or inbound processing.
- Storage by pallet, bin, shelf, unit, or cubic foot.
- Pick-and-pack and additional-item fees.
- Packaging materials, inserts, kitting, bundling, and labeling.
- Postage, fuel, residential, remote-area, and dimensional-weight surcharges.
- Technology, account, minimum-monthly, transfer, and peak-season fees.
- Returns, disposal, liquidation, and special-handling charges.

Total fulfillment cost = receiving + storage + pick/pack + materials + postage + special services + returns + account or minimum fees + surcharges.
Cost per shipped order = total monthly fulfillment cost ÷ shipped orders.

Check the product
- Dimensions, weight, fragility, value, and theft risk.
- Hazmat, lithium-battery, food, cosmetic, medical, alcohol, aerosol, or temperature requirements.
- Expiration, lot, serial, apparel variants, customization, assembly, and kitting.
Check demand and service
- Monthly orders, SKU count, order lines, return rate, seasonal peaks, promotions, and customer geography.
- Same-day or next-day cutoffs, two-day coverage, branded packaging, gifts, subscriptions, marketplace compliance, retail routing guides, and international documentation.
Check technology and contract terms
- Store and marketplace integrations, APIs or EDI, real-time inventory, routing, lot and serial controls, returns portals, reporting, exports, role-based access, and audit trails.
- Setup fees, storage measurement, monthly minimums, receiving turnaround, counting procedures, error and damage policy, carrier-rate method, materials, returns, insurance, liability limits, service levels, cancellation, exit terms, and data portability.
Common problems and edge cases
- Inventory discrepancies: distinguish on-hand, available-to-promise, allocated, damaged or unavailable, and inbound stock.
- Split shipments: items may leave different facilities, creating multiple tracking numbers and extra postage.
- Overselling: delayed syncs, receiving backlogs, returns, or stock reserved for another channel can make online availability inaccurate.
- Missed cutoffs: a packed order may not leave until the next business day if the carrier cutoff has passed.
- Dimensional weight: a light but bulky parcel can cost more than its scale weight suggests.
- Peak season: holidays can produce labor shortages, receiving backlogs, congestion, carrier delays, and surcharges. Amazon’s U.S. Multi-Channel Fulfillment peak-fee period is October 15, 2026, through January 14, 2027—an Amazon-specific policy, not an industry-wide date; see its pricing page.
- International orders: fulfillment may prepare export paperwork, but customs, duties, taxes, and import restrictions remain separate.
- Special products: regulated, hazardous, oversized, perishable, or temperature-sensitive goods may need approved storage, labels, and carriers.
Examples of commercial fulfillment models
Amazon FBA stores inventory and handles picking, packing, shipping, customer service, and returns, making it a natural fit for Amazon-focused sellers but less suitable for brands requiring neutral, highly customized packaging. Official details are at Amazon FBA.
Amazon Multi-Channel Fulfillment serves orders from non-Amazon channels. Its U.S. fees depend on size, weight, units, delivery speed, storage, and surcharges; Amazon states that 2026 fees rose by an average of $0.30 per unit and that a 3.5% U.S. fuel and logistics surcharge applies. Do fulfillment centers ship directly to customers?
Usually. After picking and packing, the center hands parcels to a carrier that completes final-mile delivery.
Is a 3PL the same thing as a fulfillment center?
No. A 3PL is a logistics provider; its facilities may include fulfillment centers that serve several businesses.
How many orders do I need before outsourcing?
There is no universal threshold. Compare your fully loaded internal cost, space and labor constraints, peak volume, service requirements, and the provider’s minimums.

Who pays for shipping?
The seller generally pays the carrier or fulfillment provider, then decides whether to absorb that cost, charge the customer, or include it in product pricing.
