Verizon largely completed a workforce-reduction initiative affecting more than 13,000 employees in late 2025 and is still pursuing efficiency, product simplification and digital transformation. AT&T continues to remove redundancies and restructure operations, but its latest public filing does not disclose a comparable 2026 mass-layoff program.
The original September 23, 2024 headline concerned AT&T and Verizon—the two companies discussed here—not T-Mobile. “No end in sight” is best treated as a risk assessment about continuing cost pressure, not as a company forecast.
What “Big 3 carrier layoffs” means
The U.S. national wireless “Big 3” are AT&T, Verizon and T-Mobile. The headline at issue refers to AT&T and Verizon. A carrier’s reported employee count generally excludes many contractors, franchise workers, outsourced call-center staff, tower crews and indirect retailers.
“Layoff” can describe several different events, so the terminology matters:

- Involuntary reduction in force: employees are dismissed by the company.
- Voluntary separation: eligible employees leave after accepting a buyout or enhanced benefits.
- Attrition or a hiring freeze: headcount falls without a single announced dismissal event.
- Early-retirement or pension incentives: a targeted form of voluntary reduction.
- Outsourcing, store closures or indirect-retail conversion: work may move outside the company’s employee count.
- Transformation or restructuring: a broad program that can eliminate jobs without specifying one mass-layoff total.
- Divestiture-related reductions: headcount changes caused by selling a business, rather than ordinary operating layoffs.
Verizon’s more than 13,000 separations were disclosed as a workforce-reduction initiative. AT&T’s filing uses transformation and redundancy-removal language, not an equivalent quantified 2026 reduction.
Verizon’s documented workforce-reduction timeline

Verizon recorded approximately $1.5 billion in 2025 pretax severance charges. The company’s 2025 Form 10-K and annual report establish a large reduction that was mostly executed by the end of 2025. They do not establish a new, specific mass-layoff schedule for every month of 2026.
AT&T is restructuring, but the scale is not comparable in the public record
AT&T reported approximately 133,030 employees on December 31, 2025. About 43% were represented by unions, including the Communications Workers of America and the International Brotherhood of Electrical Workers.
Its 2025 Form 10-K describes transformation initiatives intended to reduce costs, remove redundancies, streamline and modernize distribution and customer service, and simplify support functions. That language signals continuing organizational change and potential job eliminations, but the filing does not quantify a Verizon-sized 2026 workforce-reduction program.

Revenue context also matters. AT&T reported approximately $125.6 billion in 2025 full-year revenue, up from $122.3 billion in 2024, according to its 2025 earnings release. Restructuring therefore cannot be described simply as a response to collapsing sales; a growing company can still cut roles to improve productivity, simplify management and redirect investment.
Why carriers are reducing labor
Cost discipline and productivity
The original PhoneArena analysis calculated revenue per employee at roughly $573,200 for AT&T in 2017 versus $813,500 in 2023, and $811,000 for Verizon in 2017 versus $1.271 million in 2023. Those are calculations attributed to the September 23, 2024 report, not current company operating metrics. They illustrate why management may pursue a smaller workforce while seeking higher output per employee.
Verizon told the Associated Press that its cost structure constrained investment in customer experience; the company’s “reorientation” was reported as part of the rationale for the cuts (Associated Press).
Mature networks and capital demands
AT&T and Verizon have already invested heavily in nationwide 5G, fiber and broadband infrastructure. Those networks still require engineers, construction crews, maintenance and support, but mature systems allow companies to centralize, automate or consolidate portions of the work. Workforce reductions can therefore coexist with substantial network investment.

Digital sales, self-service and automation
Online ordering, mobile apps, chatbots and automated troubleshooting can reduce demand for some retail and call-center tasks. They also increase demand for software, cloud, data, cybersecurity and automation skills. Verizon cites AI-driven and digital technologies as efficiency tools, but the available filings do not quantify jobs displaced specifically by AI.
Legacy operations and competition
Traditional wireline products and legacy systems often carry significant labor requirements while growing more slowly. At the same time, wireless and home-internet competition pressures carriers to fund network upgrades, retention offers and customer-experience improvements. Consolidating overlapping products and support functions is one way to free capital.
Do layoffs prove financial distress?
No. Workforce reductions can reflect several different strategies:
- Emergency survival cuts when liquidity is threatened.
- Margin-expansion programs at otherwise profitable companies.
- Removal of duplicate roles after mergers or reorganizations.
- Automation-driven elimination of repetitive work.
- Strategic repositioning toward software, broadband or higher-growth services.
- Headcount changes following a sale or closure of a business.
Verizon presented its reduction as cost control and strategic reorientation rather than a bankruptcy response. AT&T’s revenue increased in 2025 even as it reported transformation work and higher restructuring charges.

What the cuts could mean for customers
Fewer direct employees may lower expenses and simplify processes, but outcomes depend on which roles disappear and whether work moves to contractors or automated channels.
- Possible benefits: lower overhead, fewer management layers and faster digital transactions.
- Possible risks: weaker human support, longer repair intervals, fewer corporate-operated stores, slower outage response or heavier workloads for remaining staff.
- What is not established here: the reviewed filings do not show that either carrier’s layoffs caused network deterioration, longer call waits or higher complaint rates.
Reported employee totals also do not measure the entire labor force supporting a carrier. A decline in direct employees could coincide with more outsourcing, or with work being brought back in-house.
Is “no end in sight” justified in 2026?
The strongest defensible conclusion is narrower: more reductions are possible, but an endless sequence of mass layoffs is not an announced fact.
Verizon explicitly planned additional operational efficiencies, product rationalization and AI- and digital-transformation work in 2026. AT&T’s transformation initiatives are ongoing. Both companies operate in a mature, capital-intensive and highly competitive industry, creating persistent pressure to control labor costs.

How to verify future cuts
Employees, customers and investors should distinguish confirmed events from speculation by checking:
- SEC filings for headcount, restructuring charges and new workforce programs.
- Company releases and earnings calls for transformation plans and timing.
- Union announcements and contract negotiations.
- State WARN notices for qualifying involuntary closures or layoffs.
- Store-closure or corporate-retail conversion announcements.
- Hiring trends in network engineering, software, cybersecurity and automation.
- Quarterly and annual changes in full-time-equivalent employee counts.
Anonymous employee forums may reveal uncertainty or local effects, but they cannot establish companywide totals or an official future plan.
Bottom line
Verizon clearly carried out a major reduction of more than 13,000 employees in late 2025, after an earlier voluntary program affecting about 4,800 people. It continues to seek efficiency gains in 2026. AT&T is also simplifying operations and removing redundancies, but the available evidence does not show a similarly sized, formally announced 2026 layoff wave. The layoffs may not be over; the public record supports continuing cost pressure more strongly than it supports an officially endless cycle.
