Several major automakers have delayed, canceled, paused or softened electric-vehicle plans, but “backpedaling” does not describe one uniform action. Ford has made multiple changes to specific North American programs; GM has reduced or stopped reaffirming some production expectations; Honda canceled three U.S.-planned EV programs; Nissan paused two U.S. sedans while keeping them in its plan; and several European brands revised long-term sales goals. This is a representative, dated overview—not a complete census of every automaker worldwide.
What counts as an EV pullback?
Announcements fall into separate categories that should not be treated as interchangeable:
- Launch delay: a model or plant starts later than originally scheduled.
- Cancellation: a named vehicle or program is removed from the announced plan.
- Development pause or sequencing change: work is temporarily stopped or another body style moves ahead, without a confirmed cancellation.
- Production-forecast revision: an output estimate is lowered or an earlier capacity goal is no longer reaffirmed.
- Sales-mix or strategy change: the company lowers an EV ambition or gives hybrids and combustion vehicles a larger role. This is not the same as cutting factory capacity.
The dates and geographies below matter. A U.S. plant decision does not automatically describe a company’s worldwide strategy, and a target that was not reaffirmed is not proof that production already fell.

Ford: a sequence of delays, cancellations and a new truck emphasis
In April 2024, Ford moved the planned three-row electric vehicle at its Oakville, Canada, operation from 2025 to 2027. It also moved a Tennessee electric pickup to 2026. Ford said the extra time would let the consumer market for three-row EVs develop and allow the company to use emerging battery technology. CEO Jim Farley said Ford was “committed to scaling a profitable EV business, using capital wisely and bringing to market the right gas, hybrid and fully electric vehicles at the right time.”

Ford changed course again in August 2024: the Oakville three-row EV was canceled, while the pickup plan was adjusted. Calling both announcements merely a delay would erase the difference between them.
In December 2025, Ford announced cancellation of three additional planned EVs: a full-size pickup and commercial vans for the United States and Europe. It also said production of the current-generation F-150 Lightning would end. Ford retained a plan for a more affordable midsize electric truck on its Universal EV Platform, so the company’s strategy was reshaped rather than abandoned altogether. Ford cited profitability and capital discipline among the considerations.
General Motors: lower expectations and a flexible plant mix
Reuters reported in 2024 that GM cut its 2024 EV production forecast and did not reiterate its earlier goal of having one million EVs of North American capacity by the end of 2025. That is a non-reaffirmed capacity ambition, not evidence that one million vehicles had been produced or that the entire EV program was canceled.

In June 2025, GM announced investment to increase U.S. production of both gasoline and electric vehicles. Orion Assembly was assigned gas-powered full-size SUVs and light-duty pickups beginning in 2027. GM said Factory ZERO would remain the dedicated assembly location for several named EVs. The decision shows a plant-level rebalancing between powertrains rather than a company-wide withdrawal from EVs.
Honda: a lower 2030 EV share and three U.S.-planned cancellations
In May 2025, Honda revised its global 2030 EV sales-ratio outlook to below its previously announced 30% target and gave hybrids a stronger role. Honda attributed the change to a revised product-launch plan “considering the recent market slowdown.” Its briefing also described a more uncertain business environment, including slower EV-market expansion and changing environmental regulations.
In March 2026, Honda canceled the Honda 0 SUV, Honda 0 Saloon and Acura RSX programs that had been planned for U.S. production. Honda framed the decision as a reassessment of its electrification strategy. These are specific program cancellations and should not be read as a statement that every Honda EV effort worldwide has ended.

Nissan: a pause in two U.S. sedans, not a cancellation
In May 2024, Nissan paused development plans for two U.S. battery-electric sedans and said SUVs would arrive sooner. The company also said the sedans remained in its production plan. The accurate description is a development pause and sequencing change—not a cancellation.
Volvo Cars: from all-electric to a broader electrified mix
Reuters reported in September 2024 that Volvo Cars dropped its objective of being all-electric by 2030. The revised ambition described at that time was for 90% to 100% of global 2030 sales to be fully electric cars or plug-in hybrids, with mild hybrids making up as much as 10%.
That was a 2024 position, not a guarantee of Volvo’s guidance in 2026. Anyone using the figure for current planning should check a newer company statement.

Mercedes-Benz, Porsche, Renault, Bentley and Aston Martin
A September 2024 Reuters roundup recorded several other changes:
- Mercedes-Benz: a revised electrified-sales outlook and slower battery-cell capacity plans.
- Porsche: an 80% all-electric share of 2030 sales described conditionally, rather than as an unconditional commitment.
- Renault: a plan to continue selling a mix of EVs and combustion models beyond 2030.
- Bentley: an indication that hybrids would likely remain after its earlier all-EV-by-2030 goal.
- Aston Martin: a delayed first EV.
These were reported 2024 positions. They should not be presented as each company’s current strategy without a newer confirmation.
Toyota: a disputed report, not a confirmed retreat
A Reuters report said Toyota had cut planned 2026 EV production. Toyota denied changing its intention to produce 1.5 million EVs annually by 2026 and 3.5 million by 2030, while describing those numbers as benchmarks rather than production targets. Because the report and the company response conflict, Toyota does not belong on a list of confirmed EV pullbacks based on this evidence alone.

Why are automakers pushing back electric vehicles?
Company-specific explanations
Ford tied its changes to profitability, capital discipline, the time needed for the three-row EV market to develop and emerging battery technology. Honda cited a market slowdown, a changed business environment and regulatory uncertainty when it revised its launch plan and later reassessed electrification.
Demand growth was positive but uneven
Associated Press reporting on U.S. sales data found EV sales grew 3.3% in the first quarter of 2024, compared with 47% growth in the prior year; EVs represented 7.15% of the U.S. market in that quarter. The same report, citing Motor Intelligence, said hybrid sales rose 45% and plug-in-hybrid sales 53% from January through March 2024.
Reuters, citing Rho Motion, reported 20% growth in global EV sales in the first half of 2024 but only 1% growth in Europe. That EV grouping included fully electric and plug-in-hybrid vehicles. These figures describe 2024 periods and should not be used as current market statistics.
The pattern helps explain why companies are emphasizing flexibility: positive EV sales growth did not occur at the same speed in every region, while hybrids can provide lower-emission options without requiring the same charging infrastructure or battery scale. The sources do not establish one universal cause for every automaker’s decision.

How to read these announcements accurately
- Check whether the statement concerns a model launch, a factory, a sales mix or a battery-capacity benchmark.
- Record the market: Oakville, Tennessee, Orion and Factory ZERO are U.S. or North American manufacturing decisions, while Volvo’s and Honda’s sales ratios are global ambitions.
- Separate an announced cancellation from a delay, pause or target that was simply not reaffirmed.
- Use the announcement date. A 2024 target may have been superseded by a 2025 or 2026 decision.
- Treat company benchmarks and media-reported targets carefully when the automaker disputes the characterization, as Toyota did.
