The U.S. Energy Information Administration (EIA) put the national average retail price of all grades at $4.610 per gallon for the week of September 21, 2026, up from $4.182 for the week of August 17. Meanwhile, estimated U.S. crude-oil production was 13.939 million barrels per day for the week ending September 18. Those figures can coexist: producing crude is not the same as making and delivering affordable gasoline.
How can gas prices rise when U.S. oil production is high?
Oil production and gasoline prices are connected, but they are not a direct one-to-one relationship. Crude oil is traded across an interconnected global market, so prices respond to worldwide supply and demand—not just how much oil is produced inside the United States. When global supply is disrupted or expected demand exceeds available supply, crude prices can rise even while U.S. output remains high. EIA’s overview of oil and petroleum prices explains how prices reflect transactions across the supply chain.
U.S. production still matters: EIA notes that higher domestic production has helped slow price increases in recent years. But it does not set a ceiling on the global price or guarantee a plentiful supply of finished gasoline in every market.

The gasoline observations are from the EIA’s weekly retail gasoline price series; the production estimate is from its weekly supply estimates. They are dated national observations, not forecasts or promises about what drivers will pay locally.

Why doesn’t crude oil go straight from wells to gas stations?
Crude must be processed into gasoline at refineries. The resulting fuel must meet applicable specifications, then move through pipelines, terminals, and trucks before it reaches retail stations. A large supply of crude does not automatically mean refineries can produce enough gasoline, or that the finished fuel can be delivered to the places where it is needed.
Refinery outages, pipeline or delivery problems, low imports, and falling inventories can tighten the supply available in a region. When buyers compete for less available gasoline, wholesale prices may rise. EIA’s explanation of gasoline price fluctuations notes that a disruption to crude supplies, refinery operations, or gasoline pipeline deliveries can cause prices to change rapidly.
What makes up the price at the pump?
Crude oil is the largest single input, but the retail price also reflects refining and margins, distribution and marketing, taxes, and local station costs. The components change over time and differ among regions. That is why a crude-price increase matters without explaining every movement in the price paid at a particular pump.

State and local taxes, regional fuel specifications, transportation costs, and local competition also contribute to price differences. EIA describes these factors in its guide to factors affecting gasoline prices.

Why can gasoline prices change with the seasons?
Demand and fuel requirements shift through the year. EIA says gasoline inventories usually fall during the summer driving season and recover in winter. Seasonal fuel specifications can also affect costs. These recurring seasonal patterns are separate from temporary events such as a refinery outage or a sudden loss of supply.

EIA’s September 2026 Short-Term Energy Outlook says global inventories had drawn down amid continuing disruptions to crude-oil production. It forecasts oil prices to remain elevated until flows return to normal and inventories can be replenished. This points to global crude-supply pressure as an important part of the current price environment.

It does not establish exactly how much that pressure added to the U.S. pump price between August 17 and September 21, or assign a precise share of the increase to crude, refining, distribution, taxes, or other factors. The EIA observations document the rise; the cited outlook does not provide a component-by-component attribution for that change.
Why can prices differ from one place to another?
A national average combines prices across many markets. Local prices can diverge because regions face different taxes, fuel specifications, delivery costs, supply conditions, and levels of competition. A national weekly figure is useful for tracking the broad trend, but it cannot predict the price at an individual station.
