On March 25, 2026, President Donald Trump announced the first 13 members of the President’s Council of Advisors on Science and Technology (PCAST), including Meta’s Mark Zuckerberg, Nvidia CEO Jensen Huang and Google co-founder Sergey Brin. They are outside advisers, not new administration officials, and PCAST can recommend policy but cannot make laws or issue binding regulations.
What Trump announced
The White House named the initial members of PCAST, a presidential advisory council established under an executive-order framework. The announcement described a council focused on science, technology, innovation, emerging technologies and their effects on the American workforce. It was an appointment announcement—not a new technology law, regulation or separate AI-only council. The White House announcement said additional appointments would follow; the council can have up to 24 members.
The release also named David Sacks, the White House special adviser for AI and cryptocurrency, and Michael Kratsios, the White House science and technology policy director, as co-chairs. It said details about the first meeting would be provided later.
Who is on the initial PCAST roster?
The 13 people named in the White House release are listed below. The affiliation descriptions identify their widely known roles and fields; the release itself listed the names but did not supply a full biography for each person.

| Member | Role or field |
|---|---|
| Marc Andreessen | Venture capitalist and Andreessen Horowitz co-founder |
| Sergey Brin | Google co-founder |
| Safra Catz | Oracle executive |
| Michael Dell | Founder and chief executive of Dell Technologies |
| Jacob DeWitte | Technology executive and entrepreneur |
| Fred Ehrsam | Cryptocurrency entrepreneur and investor |
| Larry Ellison | Oracle co-founder and executive chairman |
| David Friedberg | Investor and technology entrepreneur |
| Jensen Huang | Nvidia founder and chief executive |
| John Martinis | Physicist and Nobel laureate |
| Bob Mumgaard | Fusion-energy entrepreneur |
| Lisa Su | AMD chief executive |
| Mark Zuckerberg | Meta founder, chief executive and chair |
The list is industry-heavy, with leaders and investors from computing, chips, social media, crypto and energy alongside scientific expertise. It is not accurate to describe every member as a technology CEO or to say the group contains no scientists. The National Academy of Engineering noted that Brin, Huang and Su are academy members and described Martinis’s scientific background in its coverage of the appointments.
What PCAST can—and cannot—do
PCAST is an external advisory body intended to give the president and executive branch scientific and technical advice. The January 23, 2025 executive order authorizes it to respond to requests from the president or co-chairs; provide analysis, evaluation and advice; and gather input from researchers, companies, universities, national laboratories, governments, foundations and nonprofits. It may advise the National Science and Technology Council, create standing subcommittees or temporary technical groups, and seek security clearances when classified advice is needed. The order also assigns statutory advisory roles involving high-performance computing and nanotechnology.

That remit does not make PCAST a regulator or a policymaking agency. It cannot pass legislation, issue binding rules, appropriate federal funds or command agencies. Any influence depends on the substance of its recommendations and whether the president or executive branch chooses to act on them. OSTP describes PCAST as an advisory board whose members generally come from outside the federal government, including industry, academia and research institutions; see the Office of Science and Technology Policy.
What issues could the council address?
The appointment release emphasized emerging technology, the American workforce and U.S. leadership in science and technology. The executive order sets a broader scope that includes:

- Education and economic issues related to science and technology.
- National and homeland security.
- High-performance computing and nanotechnology.
The roster’s connections to AI infrastructure, chips, cloud computing, social platforms, cryptocurrency and energy make those sectors relevant to watch. But the announcement did not publish a detailed agenda or specific policy proposals. Membership alone does not establish that a particular recommendation has been made, that a member has advised the president on a particular issue, or that the administration will adopt a policy.
Expertise, access and potential conflicts
Executives and investors can bring practical knowledge about research, products, supply chains and technology markets. Their companies and investments may also be affected by government decisions involving AI, chips, cloud services, privacy, social-media rules, online speech, antitrust, cryptocurrency, energy and advanced computing. That creates a legitimate question about how the council will handle competing interests, but the appointment release alone does not establish a conflict, an ethics violation, or how recusals and other safeguards will work.

Being named to PCAST does not mean Zuckerberg, Huang or Brin joined the administration, nor does it show that any appointee endorses every administration policy. They were named as advisers; the announcement does not establish their attendance at every meeting or participation in every decision.

The initial list is not necessarily the final membership: the White House said more appointments would follow, with a maximum of 24 members. For evidence of the council’s actual work, look for official meeting information, agendas, subcommittee announcements, reports or recommendations, and any subsequent administration actions. The appointment release did not establish whether members had received security clearances or whether ethics restrictions or recusals had been disclosed.
