A Beginner’s Guide to PayPal China (2026)

PayPal China is mainly a cross-border business service. This guide explains account eligibility, documents, receiving and withdrawal routes, 2026 RMB fees, Xoom remittances and traveler payment limits.

“PayPal China” can mean several different things. A mainland-China seller needs a China business account and a compliant way to settle international revenue. A foreign sender may need PayPal or Xoom. A traveler needs merchant-payment coverage, where PayPal is not a universal substitute for Alipay or Weixin Pay.

Use the path that matches your situation:

  • I live in mainland China and sell internationally: start with a PayPal China Business Account.
  • I want to send money to China: compare PayPal and Xoom at the time of transfer.
  • I need to pay a Chinese supplier or seller: the seller must support PayPal, and the payment must be a genuine commercial transaction.
  • I am visiting China: treat PayPal World, where available, as an additional option—not your only payment method.

What “PayPal China” actually means

PayPal.cn is operated by PayPal Payments (Beijing) Co., Ltd. (PPCN), while other PayPal accounts are governed by the country in which they are registered. The mainland China service is primarily designed for cross-border commercial payments rather than the full domestic wallet experience offered by Alipay or Weixin Pay. The China user agreement was updated May 28, 2026: read the current agreement.

A U.S., Hong Kong, mainland-China, or other country account can have different products, currencies, limits and withdrawal routes. PayPal World and Weixin Pay interoperability is a separate, rollout-dependent service, not proof that every PayPal account can pay every Chinese merchant.

Who should use PayPal China?

The China agreement requires commercial receipts from buyers outside China to have genuine trade substance. PayPal may collect, share or report transaction information to Chinese authorities, including the People’s Bank of China and the State Administration of Foreign Exchange. Do not use a commercial account to disguise a sale as a personal transfer.

Choose the right account

Buying occasionally

A Personal Account may be suitable where it is offered for your country and use case.

Selling goods or services

Choose a Business Account even if you sell only occasionally. PayPal explicitly warns sole proprietors and individual sellers not to select a personal account for profit-seeking activity: account-selection guidance.

China-based individuals and companies

Under the current China agreement, an individual-category business user must be a PRC resident aged 18 or older. A non-individual user must be a qualifying PRC legal entity or business established or operated in China. Passport-name support for non-Chinese nationals does not, by itself, make every visitor eligible to open every China product.

How to open a PayPal China business account

  1. Open the official PayPal account-selection page or PayPal China entry point.
  2. Select Business Account if you sell goods or services.
  3. Choose the individual-seller or enterprise path.
  4. Enter your legal name exactly as required. Chinese nationals may need the Chinese-character name on their national ID; non-Chinese nationals should use the passport name.
  5. Provide your phone number, address, business-owner or legal-representative details and email address.
  6. Upload the requested identity and business documents.
  7. Confirm your email and complete identity review.
  8. Add and verify an eligible card or bank account.
  9. Wait for activation or any additional risk review before accepting substantial payments.
  10. Run a small, legitimate test payment and retain the supporting records.

Documents to prepare

  • Email address and phone capable of receiving verification messages.
  • National ID or accepted passport details.
  • Business license for an enterprise.
  • Legal-representative information and the front and back of the representative’s identity document.
  • Eligible bank or card details.
  • Invoices, contracts, purchase orders, product descriptions, shipping records and customer correspondence if requested.

PayPal describes identity and email confirmation, plus bank or card verification, as part of onboarding and withdrawal: current China onboarding information.

How a China-based seller gets paid

PayPal supports website checkout, payment buttons, invoices, email payments and personalized payment links: online payments options.

  1. The overseas customer pays through PayPal or an integrated checkout.
  2. PayPal applies transaction, conversion, reserve, dispute and risk-control rules.
  3. The payment may be pending, held or under review before it becomes available.
  4. You request withdrawal or RMB settlement through an eligible route.
  5. The receiving bank credits the funds after PayPal and bank processing.

A sent payment is not necessarily cleared or withdrawable. Keep invoices, contracts, tracking numbers, refund records and supplier information in case PayPal requests proof.

Withdrawal and RMB settlement routes

PayPal’s public China-facing onboarding page lists these route-specific figures. They are not guarantees and can change by account, destination and eligibility.

PayPal China’s RMB Transfer Service currently advertises a promotional 0.5% rate, capped, for qualifying transfers from a USD balance initiated January 15 through December 31, 2026 (Beijing time), versus a stated standard rate of 1.0%. PayPal says the promotion may change: fee center. A 6% VAT is currently described as applying to PayPal’s fee, subject to Chinese tax rules: VAT explanation.

Compare the PayPal charge, VAT, exchange-rate spread, correspondent-bank and receiving-bank charges, minimums, limits and documentation requirements—not just the headline percentage.

Fees that matter in 2026

  • Receiving: commercial transaction pricing depends on account, country, currency and transaction type.
  • Conversion: PayPal’s exchange rate includes a spread that changes with the currency pair and account terms.
  • RMB settlement: the 0.5% figure is a dated, qualifying promotion, not a universal PayPal fee.
  • Withdrawal: flat charges can make frequent small withdrawals uneconomic.
  • Refunds and disputes: reversals, claims and reserves can reduce the amount ultimately received.
  • Third parties: banks or correspondent institutions may add charges.

PayPal advertises no monthly or setup fee on its onboarding page, but that does not mean transactions, conversion, settlement, withdrawal, tax or dispute handling are free.

Sending money to China from abroad

PayPal-to-PayPal

A foreign PayPal user can generally send money to a Chinese recipient when the transaction and accounts are supported. PayPal may request the recipient’s name, email, phone or other details. Fees and exchange-rate spreads apply: PayPal’s China transfer page.

Xoom

Xoom, a PayPal service, may offer bank deposit, mobile-wallet delivery, cash pickup or other corridor-specific methods. Availability, fees, exchange rates and delivery times must be checked for the exact transfer: what Xoom is.

Do not confuse a PayPal-to-PayPal transfer, Xoom remittance, PayPal China RMB Transfer Service, Vendor Payouts and a commercial supplier payment. They have different eligibility and records.

Can PayPal pay Chinese QR merchants?

A normal PayPal QR code is not a universal mainland-China merchant solution; PayPal’s ordinary seller-QR country list does not include mainland China: QR-code help.

PayPal World materials describe a cross-border wallet route in which eligible PayPal users may pay Weixin Pay merchants. Tencent describes an initial focus on U.S. users and further 2026 rollout measures. Check your country, account, app version, merchant QR type and transaction category before relying on it: PayPal World and Tencent announcement. Carry a backup card, cash or supported domestic-wallet arrangement.

Common problems and recovery steps

Name or identity mismatch

Use the exact document name, date of birth and address. Chinese nationals may need Chinese characters; non-Chinese nationals should use the passport name. Re-upload clear, uncropped documents.

Payment hold or review

A hold is not necessarily a failed payment. Check whether the status is pending, held, under review, available, reversed or refunded, then answer the information request with order, invoice and shipping evidence.

Withdrawal failure

Confirm the bank is an eligible destination, the account name matches, and the balance, currency and transfer type qualify. Check limits and fees before retrying.

Account limitation

Do not create repeated accounts to bypass a limitation. Follow the requested review process and contact the official PayPal China Help Center.

Alternatives by job

  • Everyday mainland spending: check Alipay (alipay.com) or Weixin Pay/Tenpay Global (Tencent) first; acceptance is broader, but foreign-user limits and fees vary.
  • International remittance: compare Xoom, bank transfer and other regulated providers using the live total cost and delivery method.
  • International business acceptance: compare PayPal with card-acquiring providers, marketplaces and local processors based on customer location, settlement needs and documentation.
  • Supplier payouts: use a business payment workflow such as eligible Vendor Payouts or a bank-based route, with beneficiary verification and accounting records.

Bottom line for each reader

  • Mainland seller: open and verify the appropriate Business Account, document genuine trade and model the full settlement cost.
  • Foreign buyer or sender: pay a China-based seller only through a supported PayPal checkout, or compare PayPal and Xoom for remittances.
  • Traveler: do not assume ordinary PayPal QR acceptance; verify PayPal World availability and keep a backup.
  • Domestic user: PayPal China is not a replacement for the everyday Alipay or Weixin Pay ecosystem.
