Jensen Huang Hopes to Sell Blackwell Chips in China, but U.S. Approval Is Still Required

Jensen Huang said he hoped Nvidia could sell Blackwell in China, but no broad approval followed. Here is what U.S. licensing, H200 shipments, and China’s own chip strategy mean.

Nvidia CEO Jensen Huang said on October 31, 2025, that he hoped the company could eventually sell Blackwell chips in China, while stressing that the decision rested with the U.S. president. He did not announce an export approval, a license, or a shipment. As of August 16, 2026, no broad authorization for Blackwell sales to China had been confirmed; limited permission for some H200 chips was a separate matter.

What Huang said—and what he did not announce

Huang made the remarks in Gyeongju, South Korea, shortly after President Donald Trump and Chinese President Xi Jinping met during the Asia-Pacific Economic Cooperation summit. Reuters reported that Trump said semiconductors had come up in the discussion, but Blackwell was not part of the immediate conversation. Which chips does “Blackwell” mean?

Blackwell is Nvidia’s data-center AI-computing architecture and product family, not a consumer graphics-card line. The B200 GPU and GB200 systems are examples of products designed for large-scale AI training and inference. There was also reporting about a scaled-down Blackwell-based design intended for China, described as more capable than the H20. Reuters and the Associated Press covered a possible China-focused product, sometimes referred to in later coverage as B30A. Those reports concerned a proposed or developing product, not proof of a commercial launch, export approval, or deliveries. It should not be treated as equivalent to the flagship B200 or GB200. What “the president decides” means in practice

Huang’s phrasing captured the political importance of the White House, but export decisions are not simply a personal yes-or-no transaction between a president and a company. The U.S. government sets export-control policy through regulations and executive direction; the Commerce Department’s Bureau of Industry and Security administers licensing and enforcement. Congress can also shape or constrain policy. Nvidia cannot lawfully ship a controlled product to a restricted destination or customer without the required authorization.

Several events that headlines may blur together are distinct:

  • A policy signal indicates the administration’s direction but does not itself authorize a particular export.
  • A regulatory change adjusts the rules, but a specific product or customer may still need a license.
  • A license may be limited by product, customer, quantity, destination, or other conditions.
  • A license is not a shipment; a shipment is not proof of widespread availability or a completed sale.
  • An overseas subsidiary of a Chinese company can raise separate compliance concerns even when the delivery location is outside mainland China.

Hong Kong and Macau also require care: their treatment depends on the applicable rule and date, so a report grouping them with China should not be read as establishing identical treatment in every circumstance.

How Nvidia’s China access reached this point

U.S. restrictions began affecting Nvidia’s most powerful AI chips for China in 2022 and were later expanded. Nvidia developed lower-performance products intended to meet the rules, including the H20. In 2025, the H20 itself became subject to additional licensing restrictions, disrupting the company’s China business. The Trump administration later permitted certain H20 exports following a reported revenue-sharing arrangement involving a 15% share of sales revenue for the U.S. government. Huang’s remarks came amid mixed signals about less-advanced chips and Blackwell. Reporting described Trump as open to sales of some versions of next-generation Nvidia chips, while other reporting indicated the most advanced Blackwell products were not expected to receive approval. What happened after the October 2025 comment

In November 2025, Huang said Nvidia was not planning to ship anything to China and that there were no active discussions about Blackwell sales, according to Reuters. In February 2026, Nvidia disclosed that the U.S. had authorized small amounts of H200 products for specific China-based customers. That was limited H200 permission, not a Blackwell license. On July 14, 2026, a U.S. official told Congress that only a very small number of H200 chips had been shipped to China or Hong Kong. Separate Reuters reporting in June described Commerce Department action to close a potential route for advanced chips to reach Chinese-linked subsidiaries outside mainland China. Why Nvidia wants China access—and why China may not simply buy

For Nvidia, China represents a major technology market as well as a chance to retain relationships with Chinese cloud and AI companies and keep its CUDA software ecosystem in use. Exclusion can give local competitors more time to develop alternatives. Nvidia has argued that strict controls may push customers toward domestic suppliers rather than preserve U.S. influence.

Beijing and Chinese customers have their own incentives and constraints. China has encouraged domestic AI-chip development, including efforts by Huawei. Buyers may hesitate to build systems around hardware whose future supply, support, or updates could be cut off by U.S. policy. A reduced-capability Nvidia product may also be less attractive if local alternatives are adequate, while government or sensitive-infrastructure use may face additional limits. What investors and readers should watch

A credible Blackwell reopening would require more than a favorable remark from a president. The key evidence would be product-specific and would distinguish permission from actual business:

  • A Commerce Department rule or license identifying the eligible Blackwell product and customers.
  • Whether the approved hardware is a full system or a reduced China-specific derivative, and what conditions apply.
  • Evidence of actual shipments and Chinese customer acceptance, rather than a policy discussion or license alone.
  • Any Chinese procurement or deployment restrictions that could limit demand after U.S. approval.
  • Nvidia’s guidance or filings on China revenue. The company continued to describe export controls as a material business risk; hypothetical Blackwell sales should not be turned into a revenue forecast without company guidance.

As of August 16, 2026, the established record supports a narrow conclusion: Huang wanted access to China, but the later H200 permissions and limited shipments did not amount to a broad return for Blackwell.
