Brazil’s data-protection authority ordered Tools for Humanity to stop offering financial compensation for World ID registrations based on iris collection. The project, formerly called Worldcoin, was co-founded by Sam Altman, who also leads OpenAI, the company behind ChatGPT; it is not a ChatGPT or OpenAI product. The order targeted compensation, while World separately said it was temporarily pausing verification in Brazil and later disputed the regulator’s interpretation.
What is World, and what does the Orb do?
World, formerly Worldcoin, is a project operated by Tools for Humanity. It describes its goal as providing “proof of human” credentials for an internet where automated accounts and AI-generated activity are increasingly common. Its main components are the Orb, World ID, World App and WLD, the project’s cryptocurrency token. World’s FAQ and a project description identifying Altman’s role provide background.
- Orb: A device used for in-person verification. Brazil’s data regulator says the process uses a camera to collect information from the iris, face and eyes.
- World ID: A digital credential intended to show that its holder is a unique person. It is not a passport, government ID or proof of a person’s legal identity.
- World App: The app used to manage a World ID and related digital assets.
- WLD: The project’s cryptocurrency token. Its value can fluctuate, and participation should not be treated as a guaranteed or stable payment.
World says a user does not need to give the service their name, date of birth or address to use World ID. That is a company description of the system, not proof that participation has no associated records: a wallet, app account or transactions can create other information linked to a user. World’s FAQ
What did Brazil’s regulator decide?
The Autoridade Nacional de Proteção de Dados (ANPD) opened a supervisory process on November 11, 2024, over Tools for Humanity’s processing of biometric data through World ID. On January 24, 2025, it ordered the company to suspend financial compensation—including cryptocurrency—for World IDs created through iris collection. On February 11, the ANPD’s board rejected the company’s administrative appeal and maintained the suspension, requiring immediate compliance. Why did the compensation matter?
Brazil classifies biometric information as sensitive personal data, subject to stricter scrutiny than ordinary account details. The ANPD’s concern included whether the processing had a valid legal basis and whether consent was genuinely informed and freely given. An incentive tied to registration can complicate that assessment: a person deciding whether to hand over biometric data may be influenced by the immediate prospect of compensation, a referral reward or a token whose value could change. The dispute should not be reduced to a claim that participants simply “sold” their irises.

The policy questions go beyond whether an image is retained. They include whether collecting the information is necessary and proportionate, whether participants understand the handling of images and derived biometric representations, whether deletion works in practice, and whether international transfers or future uses are adequately explained. Age checks and the effect of incentives on minors or financially vulnerable people are also relevant safeguards.
Did Brazil ban World entirely?
The verified ANPD measure suspended financial compensation connected to iris-based World ID registration. That is narrower than a permanent nationwide ban on every World service. World said it temporarily paused verification in Brazil while making changes; in an update dated August 6, 2025, it said it disagreed with the ANPD’s interpretation and would pursue legal redress. The official notices cited here establish the investigation, the compensation suspension and the rejection of the appeal; they do not establish a final court resolution or a definitive nationwide resumption of compensated iris registration after those updates. Anyone considering participation should check the latest ANPD notices and World’s local service information rather than assume the service is available or that the 2025 status remains unchanged.
What happens to the biometric data?
It helps to separate four different things: raw images taken during verification; derived biometric representations, such as an iris code; the World ID credential intended for later use; and app, wallet or transaction records. A statement about deleting an image does not by itself establish that every derived identifier, associated account record, backup or blockchain transaction is erased.

Biometric data is especially sensitive because a compromised characteristic cannot be changed like a password. That does not mean an iris scan can automatically unlock a bank account or identify someone everywhere; those are not established consequences of this Brazilian case. The more grounded concern is the difficulty of replacing a biometric identifier if it is exposed or misused.

What does World say in its defense?
World says it does not buy or exchange iris data, describes World ID as designed to be anonymous, and disputes the characterization of its referral and token arrangements as payment for personal data. It also said verification was temporarily paused in Brazil to make changes before later challenging the ANPD’s interpretation. These are the company’s claims and position, not independent findings that settle the questions raised by the regulator. World’s policy explanation
What should you check before participating?
- Confirm the service is currently available in your country and city, and that the location is an official verification site.
- Read the current privacy notice, local terms and compensation terms. Identify the legal entity collecting and processing the information.
- Ask what images are captured, whether raw eye or face images leave the Orb, what derived biometric codes are created, and where each is processed. Do not assume a promotional explanation answers these questions.
- Check whether participation is genuinely optional and whether declining affects access to another service.
- Understand the exact terms for any token incentive, including restrictions, timing and volatility. Do not rely on a quoted token value as guaranteed income.
- Find the in-app deletion and withdrawal process and determine what it covers; deleting the app alone may not delete other records.
- Never give an operator your password, wallet recovery phrase or private keys. Treat unsolicited payout messages and unofficial Orb locations as potential scams.
Biometric privacy is only one part of the decision. Wallet access can be lost, tokens can fluctuate in value, and phishing or account restrictions can create separate financial risks even if the biometric system works as described.
Why the case matters
World’s proposed benefit is a reusable way to help online services distinguish unique people from automated accounts without requiring a user to disclose a name to each service. The trade-off is introducing hard-to-replace biometric information into a commercial identity and crypto ecosystem, with questions about consent, retention, governance, transfers and incentives. Brazil’s action underscores that a “proof of human” credential does not remove the legal and ethical questions raised by collecting sensitive biometric data.
