Microsoft announced a linked reorganization of Xbox and its wider marketing operation in October 2023, shortly after completing its Activision Blizzard acquisition. Sarah Bond became president of Xbox, Matt Booty took responsibility for game content and studios, ZeniMax retained a limited-integration structure, and Microsoft separated corporate marketing leadership from a broader consumer-marketing role focused partly on Copilot.
The changes were not a single Xbox takeover chart. They divided platform and consumer-experience duties from game-content and studio duties while also reshaping marketing across Microsoft’s consumer businesses.
What changed in October 2023
The reorganization covered two related but distinct areas:
- Microsoft-wide marketing: Chris Capossela departed as chief marketing officer; Takeshi Numoto became corporate chief marketing officer; and Yusuf Mehdi became executive vice president and consumer chief marketing officer.
- Microsoft Gaming: Phil Spencer remained CEO of Microsoft Gaming, Sarah Bond became president of Xbox, and Matt Booty became president of Game Content and Studios.
The announcement followed Microsoft’s completion of the Activision Blizzard acquisition earlier that month. The reporting and responsibility changes were intended to make a much larger gaming portfolio easier to coordinate, but the announcement did not establish new Game Pass prices, exclusivity policies, hardware plans, release dates or studio road maps. Thurrott’s October 26, 2023 report detailed the structure.

The Xbox reporting map
| Executive | Role after the reorganization | Primary responsibility |
|---|---|---|
| Phil Spencer | CEO, Microsoft Gaming | Overall gaming strategy and business leadership |
| Sarah Bond | President, Xbox | Devices; player and creator experiences; platform engineering; strategy; business planning; data and analytics; business development |
| Matt Booty | President, Game Content and Studios | Xbox Game Studios and Bethesda/ZeniMax game content and studio collaboration |
| Jamie Leder | President and CEO, ZeniMax | Continued leadership of ZeniMax as a limited-integration organization |
| Ami Silverman | Xbox-linked consumer-sales leader | Global consumer sales organization reporting into Phil Spencer’s structure |
This was a division of accountability, not proof that Xbox became three independent businesses. Spencer retained the overall gaming remit; Bond owned the platform and consumer layer; and Booty owned content and studios.
Sarah Bond’s expanded Xbox remit
Bond’s presidency grouped the operational pieces that connect players to Xbox: hardware and devices, platform engineering, player and creator experiences, strategy, planning, analytics and business development.
That scope is broader than a console-only job. It covers the platform across the company’s gaming ecosystem, but the announcement did not say that Bond alone controlled every publishing, subscription, hardware or cloud decision. Those decisions would require coordination with Spencer’s overall gaming leadership and Booty’s content organization.

Matt Booty, Bethesda and the studio structure
Booty’s new Game Content and Studios role brought Xbox Game Studios and Bethesda/ZeniMax content into one senior portfolio. The logic was to improve coordination across Microsoft’s enlarged development and publishing group.
Quick wins for a faster PC:

It continued as a limited-integration entity under Jamie Leder while reporting into Booty’s expanded content organization. This preserved a degree of operating continuity while creating a common senior owner for content planning.
What happened to consumer sales
Ami Silverman’s Global Consumer Sales Organization moved into Xbox’s reporting structure and reported to Spencer. That change placed consumer sales closer to the executive responsible for Microsoft Gaming as a whole, rather than leaving sales as a separate corporate function.

It did not, by itself, establish a new pricing policy, retail strategy or sales target. The confirmed change was the reporting relationship.
Microsoft’s broader marketing reorganization
Corporate marketing
Chris Capossela left the chief marketing officer role, and Takeshi Numoto became Microsoft’s corporate CMO. Corporate marketing is the company-level function: its remit is broader than any single product or business.

That portfolio means the marketing change was not an Xbox-only move. It connected consumer messaging for Copilot, search, advertising, devices and other products under a senior consumer-marketing leader. The evidence supports a parallel AI-marketing emphasis, not a claim that the Xbox reorganization itself was an AI restructuring.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Why the Activision Blizzard acquisition increased pressure for a reorganization
The acquisition added major franchises, publishing operations and development organizations to an already substantial Xbox, Bethesda and Minecraft portfolio. That scale creates overlapping questions about platform strategy, hardware, player services, content planning, studio support, sales, analytics and business development.
- Integration versus autonomy: Microsoft could coordinate portfolios more closely without immediately eliminating the operating identity of acquired organizations.
- Platform versus content: Bond’s and Booty’s separate remits made ownership easier to identify, while strategic decisions still required coordination.
- Consumer marketing versus corporate marketing: Numoto’s and Mehdi’s roles separated company-wide marketing leadership from product and consumer execution.
These are reasonable organizational interpretations of the announced responsibilities. Microsoft did not publish measured results proving that the structure improved games, sales or marketing performance.

What the reorganization meant for players and consumers
| Established by the announcement | Not established by the announcement |
|---|---|
| New executive roles and reporting lines | A change to Game Pass pricing or benefits |
| Separate senior ownership for platform functions and game content | A universal Xbox exclusivity policy |
| ZeniMax’s continued limited-integration status | Specific game release dates or studio road maps |
| Consumer-marketing responsibility for Copilot and related areas | Proof that the reorganization improved financial or product results |
For customers, the practical effect was initially indirect: clearer internal ownership could help Microsoft coordinate hardware, platform services, publishing and consumer messaging. The announcement alone did not promise a visible product change.
What happened later
Later events should not be retroactively treated as part of the October 2023 reorganization.
On February 20, 2026, Microsoft announced Asha Sharma as executive vice president and CEO of Microsoft Gaming; a Microsoft editor’s note says that from April 23, 2026, Microsoft Gaming was known as Xbox and Sharma’s title was CEO Xbox. Microsoft’s announcement documents that later change.
Microsoft’s April 23, 2026 “We Are Xbox” update described a broader strategy around platform reach, player experience, Game Pass, cloud play and access across devices. On July 6, 2026, Xbox separately announced approximately 3,200 role reductions through fiscal 2027, about 1,600 immediate eliminations, four studios leaving Xbox management, a new chief operating officer role held by Helen Chiang, fewer management layers and a 50% reduction in vendor spending. Those details are from Xbox’s April strategy update and July reset announcement; they describe later restructuring, not the 2023 event.
Bottom line
Microsoft’s October 2023 move was an organizational redesign after Activision Blizzard expanded its gaming business. Phil Spencer kept overall gaming leadership, Sarah Bond became the senior owner of Xbox’s platform and consumer functions, Matt Booty led game content and studios, and ZeniMax retained limited operational separation under Jamie Leder. Separately, Microsoft reorganized marketing around corporate leadership from Takeshi Numoto and consumer leadership from Yusuf Mehdi, whose remit included Copilot as well as search, advertising, news and devices.
