Why Temu’s Prices Are So Low—and What to Check Before You Buy

Cross-border parcel shipping and promotions help explain Temu’s low prices, but a cheap listing is not proof of a safe product or genuine discount. Check the full cost, seller, certification, returns, and recall history before you buy.

Temu can offer very low prices because it connects shoppers with third-party suppliers through a cross-border marketplace model, often shipping small parcels directly or nearly directly from suppliers. In the United States, qualifying low-value shipments have also benefited from de minimis customs treatment. Those cost advantages do not tell you whether a particular listing is safe, fairly discounted, or worth buying: check the seller, total checkout cost, product risks, and return terms.

How Temu can offer low prices

A cross-border marketplace model

Temu operates as a marketplace with third-party sellers. When goods travel in small parcels from suppliers to buyers, the transaction can avoid some costs associated with moving products through domestic wholesalers, warehouses, or retail stores. That helps explain why some listings can be cheaper than comparable products sold through retailers such as Amazon. It does not establish that every Temu item has the same supply chain, or that every difference in price comes from shipping or customs.

Low-value parcel treatment in the United States

U.S. customs policy has also affected the economics of small direct-to-consumer shipments. The Congressional Research Service (CRS) reported in 2025 that the Section 321 de minimis threshold was raised from $200 to $800 per shipment in 2016. Under the framework described in that CRS report, qualifying shipments could enter without tariffs and some fees. The threshold is not a quality or safety standard, and customs rules can change; do not assume a particular parcel qualifies under current rules just because it is low value.

The scale of this shipping channel is substantial. CRS estimated that U.S. de minimis imports reached about 1 billion parcels, valued at $54.5 billion, in 2023. A 2023 Congressional Record citation gave earlier shipment counts of 410.5 million parcels in fiscal year 2018 and 685.1 million in fiscal year 2022. These figures describe the broader U.S. de minimis channel, not Temu alone.

Promotions and customer acquisition

Temu also uses aggressive customer acquisition and promotions. A low introductory or displayed price may be part of that approach, but the available evidence does not establish a specific subsidy, loss per order, or unit cost for Temu. PDD Holdings’ reviewed annual-report index does not provide a separately verified Temu per-order loss figure, so claims that Temu loses a particular amount on each order should not be treated as established fact.

Why the displayed price may not be the real deal

Price comparisons can mislead if they focus on the crossed-out reference price or headline offer rather than the amount and conditions at checkout. In November 2024, the European Consumer Protection Cooperation network notified Temu of practices it considered infringements of EU consumer law. Its concerns included fake discounts, pressure selling through scarcity messages or deadlines, forced gamification, and incomplete or misleading information about refunds and returns. A notification is a regulator’s stated concern; it is not proof that every Temu promotion has one of these problems.

Before deciding that an item is a bargain, check the parts of the offer that change what you pay or what recourse you have:

  • Final total: Review shipping, taxes, and any other charges shown before placing the order.
  • Discount basis: Treat a reference price or countdown as a prompt to verify, not as proof that the saving is genuine or that the offer will expire.
  • Seller identity: Check who is selling the item and whether the listing gives enough information to identify or contact the seller.
  • Returns and refunds: Read the applicable terms for that item before purchase; do not assume all products or sellers have identical terms.

What regulators have said about seller information and reporting

In September 2025, the U.S. Federal Trade Commission (FTC) announced that Whaleco, Inc., Temu’s operator, would pay $2 million to resolve alleged violations of the INFORM Consumers Act. The complaint concerned information that must be provided about high-volume third-party sellers and tools for reporting suspicious, counterfeit, or unsafe goods. The FTC also described reporting problems in gamified listings. This resolution addressed alleged legal violations; it does not establish that every Temu listing is unlawful.

For a shopper, the practical point is to look beyond the marketplace name. Seller traceability and a usable way to report a product problem matter particularly when a listing makes safety claims or the item could cause harm if defective.

Are Temu products safe?

There is no sound basis here for treating every Temu product as unsafe—or for assuming that a low price is evidence of safety. Product risks depend on the item and seller. On June 3, 2026, the European Commission fined Temu €200 million under the Digital Services Act. The Commission said consumers in the EU were very likely to encounter illegal items on the platform. It also reported that a high percentage of chargers in its selected mystery-shopping sample failed basic safety tests, and that selected baby toys presented medium-to-high severity risks, including chemical exceedances or detachable parts that could create suffocation hazards.

Those findings concern the Commission’s selected sample and its EU investigation; they are not a claim that every charger or toy on Temu fails a test. They do make electrical goods and products for children categories where careful, product-level checks are especially important.

Checks for electrical products and children’s items

  • Certification: Look for a recognized, relevant safety certification, then verify that the mark and documentation genuinely apply to the specific product. A seller’s claim alone is not verification.
  • Seller traceability: Prefer a listing with an identifiable seller and clear product details.
  • Recalls: Check whether the product or model has been recalled in your region.
  • Warranty and returns: Compare the available warranty and return rights with those from an established or authorized retailer.
  • Use case: Be more cautious when failure could cause electric shock, fire, choking, or chemical exposure.

How to compare Temu with another retailer

Compare the same product or a genuinely equivalent one, not just two listings with similar photos. For an electrical item, for example, searching Amazon or another retailer for a certified USB charger can provide alternatives, but verify certification, seller identity, and terms rather than relying on the product phrase alone.

Delivery Estimated delivery time and the shipping terms for that listing.
Seller Identity, traceability, and whether the retailer or seller is authorized or established.
Safety Relevant recognized certification, product details, and recall history.
After-sale protection Warranty, return rights, refund terms, and how to report a problem.

A lower listed price is not necessarily a lower delivered cost, and a price comparison does not replace a safety or seller check. Decide whether the saving is worth any difference in delivery, traceability, warranty, and returns.
