The U.S. Department of Commerce finalized an award of up to $4.745 billion in direct CHIPS Act funding for Samsung’s Central Texas semiconductor expansion on December 20, 2024. The widely repeated $6.4 billion figure was an earlier, non-binding preliminary proposal announced in April—not the final award. The project centers on new facilities in Taylor, Texas, and includes expansion of Samsung’s existing Austin operations.
Why the figure changed from $6.4 billion to $4.745 billion
On April 15, 2024, Commerce announced preliminary terms for up to $6.4 billion in direct funding. The announcement was a non-binding preliminary memorandum of terms, not a finalized award. After due diligence, Commerce announced the final award on December 20, 2024: up to $4.745 billion.
The final figure is a maximum, not a statement that Samsung has already received the full amount. Commerce says it will distribute the funding as Samsung completes project milestones. The public announcements establish the sequence and the different amounts, but do not identify a specific reason for the reduction from the preliminary figure.
This is direct funding through the CHIPS Incentives Program, not a conventional loan. Samsung has also indicated it expects to claim a federal semiconductor investment tax credit; that potential tax benefit is separate from the direct CHIPS award and is not included in the $4.745 billion figure.

Where the money is going
The project is a Central Texas expansion, not a single “Austin plant.” The new leading-edge manufacturing facilities are planned for Taylor, northeast of Austin. Samsung’s existing Austin site is also part of the broader regional project.
Commerce’s April 2024 announcement described plans for two leading-edge logic fabs in Taylor, an R&D fab, advanced packaging capabilities, and an expansion of the Austin facility. The proposed production and development included 4-nanometer and 2-nanometer process technologies, as well as packaging relevant to advanced AI hardware. These are planned capabilities, not evidence that the facilities are already producing chips at those nodes. The federal project profile says the facilities are expected to be operational by 2030.

How large is Samsung’s investment?
The federal project description puts Samsung’s regional investment at more than $37 billion. Samsung described its broader regional investment as exceeding $40 billion when the CHIPS-supported expansion is included. Those figures reflect different descriptions of the project’s scope; neither means the federal government is paying the full project cost.
The earlier roughly $17 billion figure associated with Samsung’s original Taylor fab project is not the total value of the expanded Central Texas ecosystem. Commerce’s final award announcement describes the broader investment as more than $37 billion, while Samsung’s announcement gives its more-than-$40-billion regional framing.

What the job estimates do—and do not—say
The announced employment figures vary because they come from different stages and use different scopes. Commerce’s April preliminary terms projected more than 17,000 construction jobs and more than 4,500 manufacturing jobs within five years. The final federal project profile instead describes more than 15,000 total jobs, including more than 3,500 manufacturing jobs. These are projections, not guaranteed totals.
Samsung separately reported that its Austin and Taylor campuses supported 4,492 direct jobs and nearly 9,000 indirect jobs in 2025, alongside $10.9 billion in local economic impact. Those company-reported figures cover both campuses and direct and indirect effects; they should not be read as new manufacturing positions created solely by the CHIPS-funded expansion. Samsung’s 2025 economic-impact report provides that broader accounting.

Why the award matters to U.S. chipmaking
The CHIPS and Science Act is intended to expand semiconductor manufacturing in the United States. Advanced chip production is concentrated in Asia, and reliance on a limited number of production hubs creates supply-chain and national-security concerns. Samsung’s proposed Taylor and Austin facilities could add U.S.-based capacity in leading-edge logic while bringing research and advanced packaging into the same regional ecosystem.
That broader ecosystem matters because chip supply chains extend beyond wafer fabrication. Research, packaging, suppliers, skilled workers, and infrastructure all contribute to whether domestic manufacturing capacity can support customers at scale. Commerce says the award is intended to advance supply-chain resilience, U.S. technology leadership, and competitiveness.

The public investment also carries risks and trade-offs. The award supports a highly capitalized multinational company, while projected jobs and investment may not fully materialize. Fabs depend on substantial infrastructure and are exposed to cyclical chip demand, construction and equipment constraints, and rapid technology shifts. The milestone-based payment structure means the announced maximum does not equal an immediate transfer of public money.
How Samsung’s award compares with TSMC’s
Commerce announced up to $6.6 billion in direct CHIPS funding for TSMC Arizona, compared with Samsung’s final maximum of $4.745 billion. TSMC’s package also included proposed loans, so the two awards should not be treated as identical overall financing packages. The amounts below compare direct funding only.
