AWS’s Italy Expansion Moves From Strategic Approval to Milan Data-Centre Permitting

AWS’s Italian expansion has moved beyond talks: the €1.2 billion programme has strategic approval, while a specific Zibido San Giacomo data-centre building still requires project-level environmental and infrastructure clearances.

Italy has already approved AWS’s initial €1.2 billion Italian cloud-infrastructure programme as a project of national strategic interest. The latest Milan-area building is not yet an operational data centre: as of 18 August 2026, the named “Datacenter Edificio A” project in Zibido San Giacomo remained under supplementary technical environmental review.

What Italy actually approved

On 29 November 2024, Italy’s Council of Ministers designated AWS’s initial €1.2 billion investment programme as being of national strategic interest. The programme covers new infrastructure in the Milan metropolitan area and expansion of the existing AWS Europe (Milan) cloud region, according to the Italian Ministry of Enterprises and Made in Italy.

That designation is not the same as a blanket construction or operating permit. It can enable the appointment of an extraordinary government commissioner and a consolidated authorisation process, but individual environmental, planning, building, grid and utility approvals still matter. A completed building also needs energisation, equipment installation and permission to operate.

What AWS is expanding

AWS Europe (Milan) is a customer-facing AWS cloud region, not one single building. AWS says the region offers more than 130 services for Italian organisations. A region normally relies on multiple facilities and availability zones, while a particular planning application covers only the buildings and infrastructure described in that application.

The named Milan-area project

The current public record identifies “Regione AWS Europe (Milan) – Espansione – Datacenter Edificio A” in Zibido San Giacomo, in the metropolitan City of Milan, Lombardy. The environmental file lists Amazon Data Services Italy as the study author and assesses the proposed building’s environmental and territorial conditions. The record is available through Italy’s environmental-assessment portal at the project page and the study metadata.

Permitting status and timeline

The permitting record does not establish a final construction-completion or commercial-service date. The next decisive steps are completion of the technical review, environmental and construction decisions, grid and utility arrangements, construction and AWS confirmation of the facility’s capacity and operating timetable.

Why the investment matters to Italy

The government links the programme to digital sovereignty, cloud adoption, artificial intelligence, cybersecurity, advanced technology, mobility services and foreign investment. In practical terms, additional local capacity can give organisations more options for latency, resilience and workload placement.

“Digital sovereignty” does not mean that every workload is automatically stored only in Italy or insulated from foreign law. It can include control over infrastructure, jurisdiction, resilience, data location and encryption or operational arrangements. The outcome depends on the architecture, contract and regulatory regime chosen by each customer.

Investment and jobs: keep the figures separate

Several public figures circulate because they describe different scopes or economic methodologies. They should not be added together without an explicit statement that they are cumulative.

Construction, electrical and mechanical engineering, fibre, facilities management, security and local suppliers may benefit. Once a facility is operating, however, permanent on-site employment can be much smaller than the total number of jobs supported in an economic model. These are projections, not guaranteed outcomes or personal-income forecasts.

The infrastructure and environmental questions

Large data centres require reliable electricity, cooling, communications and backup systems. The project’s formal environmental review is therefore material, not a procedural footnote.

  • Power and grid: the available connection capacity, reinforcement requirements and who pays for related upgrades.
  • Backup generation: generator technology, fuel storage, emissions and testing arrangements.
  • Cooling and water: technology, consumption, drought resilience and any discharge or reuse plans.
  • Land and transport: construction traffic, noise, flood risk, land-use compatibility and local road pressure.
  • Climate impact: the carbon intensity of electricity and the difference between renewable procurement and physical power delivered at the site.
  • Resilience: redundancy and whether local infrastructure can support the required availability.

The environmental database places the application in a thermal-power-plant-related regulatory category. That classification should not be rewritten as proof that AWS is building a standalone power plant; it may cover associated energy infrastructure. Only the final technical documents and permits can establish the precise equipment and impacts.

What the expansion could mean for cloud customers

Italian businesses and public bodies may gain more capacity for compute, storage, analytics, AI, cybersecurity, backup and disaster recovery. A Milan-region deployment can reduce network distance for some users and may help organisations design workloads with Italian or EU placement requirements. Neither result is automatic: network paths, service availability, multi-region design and contract settings determine the actual benefit.

Local infrastructure also does not guarantee lower AWS prices. A migration decision should compare regional service availability, data-transfer and egress charges, existing enterprise agreements, support, skills, resilience requirements and compliance controls. Organisations can check current assumptions with the AWS Pricing Calculator and AWS pricing pages, rather than relying on a generic “Italy price.”

When alternatives may fit better

Azure, Google Cloud, colocation, private cloud or on-premises systems may be preferable where a company already has Microsoft commitments, needs predictable utilisation, requires specialised control or wants to avoid concentration in one hyperscaler. AWS’s partner directory can help locate migration, security, FinOps and managed-operations specialists, but a partner adds cost in exchange for skills and operational support.

Italy’s wider data-centre strategy

AWS is one investment within a broader national effort. In July 2025, Italy opened a consultation on a strategy for attracting foreign industrial investment in data centres and guiding the geographic distribution of strategic digital infrastructure. The consultation involved multiple ministries and public bodies.

Competition around Milan illustrates the scale of that effort. Italy reported a proposed K2 Strategic campus south of Milan with potential investment of up to €5.3 billion and approximately 300 MW of planned capacity. That is a separate proposal, not an AWS facility, and it demonstrates why power, land, permitting and community scrutiny will affect the entire regional market.

What happens next

  1. Authorities complete the supplementary environmental and technical assessment for the Zibido San Giacomo application.
  2. Environmental, planning and construction authorities issue their respective decisions and conditions.
  3. AWS, utilities and grid operators finalise connection, capacity and infrastructure arrangements.
  4. Construction and fit-out proceed if approvals are granted.
  5. AWS confirms when the new capacity is ready and which services and availability-zone arrangements it supports.

The accurate description today is therefore not “Italy has fully approved a new AWS data centre” and not merely “AWS and Italy are still in talks.” The strategic programme was approved in 2024; a specific Milan-area expansion was still moving through project-level environmental review on 18 August 2026.
