Align Capital Partners described SDG as the fourth add-on for Schneider since Align acquired Schneider in June 2022. That count is a description of the program as of the September 2024 announcement, not necessarily the company’s complete acquisition history today.
What Systems Development Group provided
SDG supplied geo-centric property-record solutions for local governments. The public announcement describes services that help government staff and citizens access property information, perform parcel-related analysis, and use online property-record tools. Its best-known named offering was Image Mate Online.
The available announcement does not provide a full technical specification, supported-integrations list, security package, service-level agreement, or feature-by-feature comparison with Schneider products. It therefore does not establish that IMO was a complete computer-assisted mass appraisal (CAMA) or tax-administration replacement, a general-purpose GIS platform, or a universal statewide parcel-data system.

What Image Mate Online means after the acquisition
IMO was described as a popular SDG offering, and its supporting services were included in the planned integration. Schneider and Align said those capabilities would become part of Schneider’s Parcel Management portfolio.
Schneider’s current materials market parcel tools for appraisals, appeals, sales searches, forms, property-value analysis, and citizen access. Those are current Schneider claims and should not automatically be treated as a complete description of the pre-acquisition IMO product. Schneider continues to reference SDG through its SDG landing page and markets its broader Parcel Management solution.
The public record does not state whether every IMO deployment has moved to a Schneider-branded product, whether URLs or APIs changed, or whether customers must reimplement. Existing customers should obtain those answers in writing.

- !!!PLEASE NOTE: Please search satellite signals in an uncovered sky before using. When the signal value in the upper left corner of the device screen is below 1 m, start using to ensure the accuracy of the device. This device don't have map and cannot be used for navigation
- TIPS: The device needed to be held horizontal for taking measurements. Recommend to measure Area above 0.04 acres and distance above 328ft. The larger the measurement range, the smaller the error. The altitude data displayed on the device is GPS altitude, which fluctuates with changes in the satellite signals received. This is normal
- High Precision Measuring: Supports 6 satellite systems for fast, reliable signal, area measurement error in 0.002 acres, distance error in 5 ft,it cannot search satellite signals indoor
- 7 Measurement Modes: Measure area, distance, height and slope; save coordinates (save only, no edit). Two area measurement methods for gardens, parking lots, ranches and flat lands; two distance modes for paths, boundaries and irregular routes to measure straight and curved distances
- Sunlight-Readable 3.2" Color Screen: 240×320 high-resolution large display. Measurement results show directly on screen for easy viewing, clearly visible even under direct bright sunlight
Why Schneider said it made the deal
The transaction announcements gave four principal reasons:
- Broaden Schneider’s customer base in the Northeast.
- Add IMO and related property-record capabilities to its Parcel Management portfolio.
- Increase its ability to serve state and local governments.
- Combine SDG’s property-record expertise with Schneider’s broader government-software platform and citizen-access capabilities.
Schneider’s newsroom characterized SDG as having a strong presence among New York local governments. That regional concentration can coexist with the announcement’s statement that the combined organization served clients across 34 states.
These are stated strategic intentions, not independently demonstrated results. The announcements do not quantify revenue growth, retention, cost savings, deployment speed, uptime, or product-performance improvements.

Who is affected?
Local-government customers
The stated customer footprint covers the combined organization, not necessarily SDG alone, and it should not be read as a confirmed August 2026 figure without a newer disclosure. Customers may include assessors, tax administrators, GIS departments, clerks, planning offices, and other local-government teams that publish or analyze parcel information.
Employees and management
The release identified John Kelly as SDG’s president and quoted him about the combination. It did not say whether his role, SDG staffing, offices, reporting lines, or retention arrangements would remain unchanged. Schneider’s CEO, Jeff Corns, was also named in the announcement.

Product continuity
- Is the current IMO product still supported under the same name?
- Is a migration, reimplementation, or new hosting arrangement required?
- Will existing URLs, APIs, exports, user accounts, customizations, and integrations remain available?
- What is the support escalation process and release policy?
Contract and procurement
- Does the customer’s contract counterparty change?
- Are assignment, novation, renewal, or amendment approvals required?
- Do pricing, implementation charges, support tiers, or term lengths change?
- Does Schneider remain eligible under the relevant state or cooperative-purchasing vehicle?
Data governance
- Where is data hosted, and what data-residency rules apply?
- What backups, disaster-recovery objectives, and incident-notification commitments apply?
- What security certifications or independent assessments are available?
- Who owns the data, and can the government export complete records, metadata, attachments, audit trails, and GIS relationships?
- What accessibility conformance and public-record retention features are supported?
Integration and public access
Schneider says its parcel platform can integrate with CAMA and tax-administration systems. A buyer should verify the exact connector, supported version, implementation responsibility, and cost for its environment. Test searches by owner, address, parcel number, and location; map and mobile usability; historical records; document downloads; screen-reader and keyboard access; and capacity during assessment or tax-traffic peaks.

- Support for GPS and GLONASS satellite systems allows for tracking in more challenging environments than GPS alone
- 8 GB of internal memory for map downloads plus a micro SD card slot
How the acquisition fits GovTech consolidation
The deal is consistent with a buy-and-integrate platform strategy: acquire regional or specialized providers, add adjacent capabilities, and offer a broader suite to counties, cities, and state agencies. Scale can provide more implementation resources and a wider product portfolio. It can also create vendor concentration, higher switching costs, standardized workflows, and integration risk.
Potential advantages
- One supplier for more parcel-related workflows.
- Less coordination among separate specialized vendors.
- Potentially greater investment capacity than a smaller regional provider.
- Possible links among parcel information, citizen access, permitting, and other government workflows.
Potential risks
- Changed interfaces, APIs, data models, or release schedules during integration.
- Loss of regional specialization or familiar support relationships.
- Migration failures involving metadata, attachments, historical versions, or audit trails.
- Greater operational dependency on one vendor.
- New implementation or migration fees that were not part of the former arrangement.
Competitive and procurement context
Schneider positions itself as a purpose-built government platform spanning parcel management and adjacent workflows. An alternative approach is to use a broad GIS ecosystem such as Esri ArcGIS Online or ArcGIS Enterprise, often with configuration, specialist applications, partners, or integration work. Esri’s assessment and tax material is available in its government price-list document, but it is not a like-for-like IMO replacement quote.
A serious procurement should also compare the incumbent CAMA or tax-administration supplier, the existing land-records vendor, regional parcel-viewer providers, and GIS implementation firms. No alternative should be treated as functionally equivalent without requirements-based documentation.

What the public announcement did not reveal
| Unknown | Why it matters |
|---|---|
| Purchase price, consideration, and financing | Prevents valuation or transaction-scale analysis |
| Employee impact and retention | May affect support capacity and institutional knowledge |
| Customer-contract treatment | Could require approvals, amendments, or procurement action |
| IMO roadmap and migration schedule | Determines continuity, testing, and budget needs |
| Hosting, cybersecurity, and data changes | Critical for public records and government risk management |
| Pricing and renewal terms | Determines future operating cost |
| Separate brand or legal-entity status | Clarifies who supplies support and signs contracts |
Bottom line for public-sector buyers
The acquisition is strategically meaningful because it adds SDG’s property-record and IMO capabilities to Schneider Geospatial’s parcel-management platform and expands the combined company’s regional reach. It does not, by itself, prove lower costs, better performance, uninterrupted continuity, or a completed product migration. Treat the announcement as the starting point for contract, data, integration, accessibility, security, and exit-rights due diligence.
