In 2026, “free internet” usually means free mobile data through Lifeline—not unlimited free Wi-Fi for your entire home. The Affordable Connectivity Program (ACP), which once provided up to $30 per month toward eligible internet service, ended on June 1, 2024. There is no nationwide replacement that makes ordinary home broadband free.
The continuing federal Lifeline program can provide up to $9.25 per month toward qualifying service, or up to $34.25 on qualifying Tribal lands. That benefit can reduce some mobile plans to $0, but availability, data, hotspot allowances, devices, and fees vary by state and ZIP code. Check Lifeline eligibility through USAC before applying.

The best truly free Lifeline mobile options
Lifeline is the main federal route to a $0 internet-connected plan. Eligibility generally requires household income at or below 135% of the federal poverty guidelines or participation in a qualifying program. The benefit is normally limited to one service per household, not one phone or plan per person.

1. Access Wireless
Access Wireless is one of the clearest candidates for genuinely free mobile internet after Lifeline approval. Its support materials say eligible service is free and that subscribers can connect another device through a hotspot.
It may suit someone who needs a no-cost personal connection for email, forms, messaging, light browsing, or occasional tethering. Before enrolling, confirm your state, underlying network, high-speed data amount, hotspot allowance, device terms, and any activation or shipping charge.

2. Assurance Wireless
Assurance Wireless is a major Lifeline-oriented mobile brand. It can be a useful starting point for eligible readers seeking a free or subsidized phone and data plan.
Do not assume the same offer is available in every state. Check whether your ZIP code qualifies, whether the plan costs $0, how much data and hotspot service are included, and whether the provider supplies a phone or SIM. Review inactivity and recertification rules as well.

3. SafeLink Wireless
SafeLink is another established Lifeline mobile option and may be attractive when local network availability is the deciding factor. The actual plan, participating state, data cap, device offer, and tethering rules must be checked during enrollment.
“Unlimited” should not be interpreted as unlimited high-speed hotspot data. A plan may offer unlimited talk and text, limited high-speed data, or slower service after a threshold.
4. TruConnect
TruConnect is a Lifeline provider to check for mobile data and possible hotspot functionality. Search results may still show references to the ACP, but the ACP ended in 2024. Use current Lifeline information and verify whether the offer is free or requires a contribution.

5. Life Wireless
Life Wireless can be a practical alternative if larger brands do not serve your address or reject your application. It is best treated as a state-by-state Lifeline option rather than a nationwide free home-internet provider.
Check service territory, the exact free-plan terms, data amount, hotspot policy, device availability, and replacement or shipping charges.
6. enTouch Wireless
enTouch Wireless is another regional provider worth comparing. It may help applicants who have limited choices in their state, but availability and enrollment status can change.

7. StandUp Wireless
StandUp Wireless is relevant to a Lifeline comparison, but old ACP-era pages and promotional language should not be treated as current. Check its current state availability and plan structure directly.
Pay particular attention to whether the offer is $0, how much high-speed data is included, whether hotspot use is permitted, and what happens if you do not use the service regularly.
8. AirTalk Wireless or Cintex Wireless
AirTalk Wireless and Cintex Wireless are state-dependent Lifeline alternatives. They can be useful when another provider lacks coverage or an application fails, but the active offer may differ substantially by state.

These programs are often better than free mobile data for a family, but they are not generally free. They provide a home connection with a monthly bill, subject to address-specific eligibility and pricing.
9. Xfinity Internet Essentials
Xfinity Internet Essentials is one of the strongest low-cost home-broadband options where Xfinity service is available. Official Xfinity materials have listed plans as low as $14.95 per month for up to 75 Mbps and another tier at $29.95 per month for up to 100 Mbps. Confirm the current price at your service address.
The program is designed for qualifying households and offers a home gateway, no annual contract, and no credit check. Low-cost computer offers may also be available. It remains a paid service, and eligibility, prior-service, equipment, and regional rules can apply.
Xfinity says it is not a federal Lifeline participant, so do not assume your Lifeline benefit can be applied to Xfinity.

10. Access from AT&T
Access from AT&T is a discounted home-internet program for qualifying households. AT&T says eligibility may be based on household income below 200% of the federal poverty guidelines or participation in programs such as SNAP, SSI, Medicaid, LIHEAP, WIC, public housing assistance, Pell Grant, and certain school-meal programs.
AT&T’s information has shown an option up to 100 Mbps for $30 per month and discounts on certain fiber service, but the actual speed, price, and availability depend on the address. AT&T also announced a $25 monthly discount for eligible customers on Internet Air in 2026. However, AT&T pages have described Internet Air eligibility inconsistently, so rely on the current address-check and checkout result rather than a general claim.

Other home-internet programs to check
- Spectrum Internet Assist: A discounted plan in Spectrum areas. Verify current price, speed, equipment, and eligibility at Spectrum’s official page; older comparison figures may be outdated.
- Cox Connect2Compete or ConnectAssist: Check whether the relevant plan is accepting new customers, which states qualify, and whether equipment is included at Connect2Compete and ConnectAssist.
- Optimum Advantage Internet: A low-income option in Optimum territory. Confirm the current price, speed, and equipment terms at Optimum’s official page.
How Lifeline works
Who may qualify
You may qualify through household income at or below 135% of the federal poverty guidelines or participation in one of these programs:
- SNAP;
- Medicaid;
- Supplemental Security Income;
- Federal Public Housing Assistance;
- Veterans Pension or Survivors Benefit;
- Certain qualifying Tribal programs.
The standard benefit is up to $9.25 per month for qualifying broadband or bundled service and up to $34.25 per month on qualifying Tribal lands. A provider may structure its plan so the benefit covers the monthly charge, but the benefit amount is not automatically a $9.25 cash payment.
People receiving Social Security do not automatically qualify merely because they receive Social Security. Eligibility depends on the specific program, income, or another qualifying benefit. SSI is a qualifying program; ordinary Social Security retirement or disability benefits may instead need to be evaluated under the income test.

How to apply
- Start at the official Lifeline Support and National Verifier portal.
- Submit eligibility information and, if automatic verification fails, proof of identity, address, income, or program participation.
- Use the official provider search to find Lifeline companies serving your ZIP code.
- Compare the actual data allowance, hotspot rules, network, device, fees, and final monthly charge.
- Apply directly through the provider’s official website—not a paid lead-generation page.
- Do not enroll with multiple providers at the same time.
- If switching, arrange a transfer or cancellation of the existing Lifeline benefit.
- Complete annual recertification when requested.
If you have no phone or internet, use a library or community center, contact Lifeline support by phone, ask a school or social-service agency for help, visit a provider storefront, or request a paper or accessible application.

Usually, no. A free Lifeline phone plan may work for email, messaging, government forms, job applications, school portals, light browsing, and occasional video calls. It is generally a poor substitute for home broadband when several people need to stream, attend video meetings, game, download large files, use security cameras, or maintain cloud backups.
Hotspot service can also be much more limited than phone data. Before relying on it for school or remote work, check the hotspot allowance, speed after the high-speed allotment, congestion policy, and whether tethering is supported at all.
Free alternatives that are not internet providers
If you need access immediately, a public or community option may be faster than waiting for approval and shipping:
- Library Wi-Fi or lendable library hotspots;
- School-district hotspot lending;
- Community centers and workforce centers;
- Housing-authority or supportive-housing Wi-Fi;
- Municipal Wi-Fi and local digital-equity programs;
- Community nonprofits and digital navigators.
Search your city or county website for “library hotspot,” “community Wi-Fi,” “digital navigator,” “student hotspot,” or “emergency internet assistance.” These are access options, not nationwide ISPs.

Choose based on your actual need
- Need a free personal connection: Check Lifeline mobile providers, starting with the official National Verifier.
- Need Wi-Fi for a household: Compare paid low-income broadband programs such as Internet Essentials, Access from AT&T, Spectrum, Cox, and Optimum.
- Need internet today: Use a library, community center, school hotspot, or workforce center while your application is processed.
- Live on qualifying Tribal lands: Check whether you qualify for the higher Tribal Lifeline benefit and whether a participating provider serves your address.
- Live in a rural area: Check fixed wireless, satellite assistance, local grants, and address-specific coverage rather than assuming a national provider is available.
- Have weak coverage: Compare the underlying mobile network at home, work, and school, including indoor signal, 4G/5G service, roaming, and congestion.
Common problems and fixes
Old websites still promise the ACP
The ACP ended June 1, 2024. A page advertising a current general $30 ACP discount is outdated unless it clearly describes historical information. Start with USAC’s ACP status page.
The provider says someone is already enrolled
Another household member may receive Lifeline, a previous provider may not have closed the account, or duplicate identity or address records may exist. Contact the current provider or Lifeline support instead of filing multiple applications. The one-per-household rule generally prevents keeping two benefits.
The application is denied despite SNAP or another benefit
Check that the name and identifying details match the qualifying-program record, that the benefit is current, and that the document is acceptable. If automatic verification fails, submit the requested proof through the official portal and follow its appeal or support process.
The free plan has poor coverage or slows down
Coverage can depend on the provider’s host network, indoor conditions, congestion, roaming limits, and device compatibility. Compare providers by network and location, not brand name alone. “Unlimited” may mean unlimited talk and text, unlimited reduced-speed data after a threshold, or unlimited on-device data with a separate hotspot cap.
You move or want to switch
Moving can change provider and plan availability. Contact the provider before canceling or transferring service, update your address, and confirm that the new plan still qualifies. Never assume you can use one Lifeline benefit for both a mobile plan and separate home internet.
Before you submit an application
- Use the provider’s official website and the official National Verifier.
- Confirm service at your ZIP code or exact address.
- Verify the actual monthly bill after approval—not just the advertised benefit.
- Check high-speed data, reduced-speed rules, and hotspot allowance.
- Ask about activation, shipping, taxes, replacement SIM, and device fees.
- Confirm whether the phone is locked and whether your own device is compatible.
- Review inactivity, renewal, and annual recertification rules.
- Check the underlying network and local coverage.
- Understand cancellation, transfer, and porting requirements.
- Do not give sensitive documents to an unofficial application site.
USAC also reports ongoing changes to Lifeline administration, including federal National Verifier processes in California beginning in 2026, and a pause in the phase-out of voice-only Lifeline support through November 30, 2027. Voice-only support does not necessarily provide meaningful internet access, so verify the actual service and minimum-standard requirements.
