The World Bank Group says it mobilised $36 billion in private capital for development in India over the four years through fiscal 2026 (FY26). About $9.6 billion of that private financing was mobilised for micro, small and medium enterprises (MSMEs) since 2022.
“Mobilised” does not mean a $36 billion grant or one World Bank loan. It describes private money attracted or enabled alongside the Group’s policy reforms, guarantees, investments and risk-sharing structures. The total spans several development sectors; the $9.6 billion figure is the MSME portion.

What the $36 billion figure includes
The World Bank Group’s cumulative figure covers private-capital mobilisation across development activity in India, rather than money paid directly to individual businesses. The Group combines its own financing and guarantees with policy changes, lender partnerships and investment structures intended to reduce risk for commercial investors.
| Measure | Reported amount or reach | Scope |
|---|---|---|
| Cumulative private-capital mobilisation | $36 billion | India, four years through FY26, across development sectors |
| Private financing mobilised for MSMEs | Approximately $9.6 billion | Since 2022 |
| Annual mobilisation in FY22 | Approximately $3 billion | World Bank Group-reported annual total |
| Annual mobilisation in FY26 | $14.5 billion | World Bank Group-reported annual total |
| World Bank Group investment validating credit structures | More than $3.5 billion | Investments with NBFCs and alternative-credit partners |
| MSME financing mobilised through those structures | More than $8.5 billion | Since 2022 |
| MSMEs reached through a digital financing platform | More than 250,000 | Platform-linked firms |
| NBFCs on the platform | 30 | Lender participants |
| Credit guarantees for women-owned businesses | 14% to 18% | Increase over two years |
| Financing mobilised through women-owned-business guarantees | More than $1 billion | World Bank Group-reported total |
| Green MSME Guarantee Fund | $40 million | Green and circular-economy investments |
| MSMEs expected to benefit from the green fund | More than 4,000 | Businesses set to benefit |
Annual mobilisation rose from about $3 billion in FY22 to $14.5 billion in FY26, an increase of nearly five times. The $9.6 billion MSME figure and the more than $8.5 billion attributed to NBFC and alternative-credit structures describe different reporting channels, so they should not be added together.

How the World Bank Group says the mechanism works
Policy reform plus risk sharing
The Group used policy reform through the RAMP program alongside risk-sharing arrangements and investments made with commercial lenders, non-banking financial companies (NBFCs) and alternative-credit providers. The policy component is intended to improve the environment in which firms can expand, while the financial structures give private lenders a basis for supplying credit at scale.
Credit structures with non-bank lenders
The Group says it invested more than $3.5 billion to validate credit structures with NBFCs and alternative-credit partners. Those structures mobilised more than $8.5 billion for MSMEs since 2022. Named participants include Shriram Finance, Aditya Birla Capital, Ascertis Credit and HDFC Asset Management Company.
A digital route to lenders
A digital platform connected more than 250,000 MSMEs with easier financing access and enrolled 30 NBFCs. This is a distribution and matching channel, not a statement that every listed business received a loan. Actual disbursement still depends on a lender’s assessment and the terms available to each firm.

What the programme means for inclusion and green investment
Women-owned businesses
The share of credit guarantees going to women-owned businesses increased from 14% to 18% in two years. The World Bank Group says those guarantees mobilised more than $1 billion. A higher guarantee share can help lenders extend credit where collateral or conventional credit history would otherwise limit access, but the reported percentage is a portfolio measure, not a guarantee that every woman-owned firm qualifies.
Green and circular-economy projects
Introduced at the end of 2023, India’s first Green MSME Guarantee Fund has more than 4,000 MSMEs set to benefit from $40 million in investments in green and circular-economy activity. The figure refers to investments planned through the fund, rather than unrestricted cash grants to each business.

Where the next five years of financing are aimed
The India Country Partnership Framework announced in January 2026 targets $8 billion to $10 billion in annual World Bank Group financing for five years. Its priority areas are:
- Infrastructure and energy
- Agribusiness
- Health care
- Tourism
- Value-added manufacturing
Private-sector job creation is the framework’s central objective. Finance Minister Nirmala Sitharaman said the approach is intended to leverage public funds with private capital, create jobs across rural and urban India and apply the Group’s global knowledge to projects at greater speed and scale.
What the June 2026 reform operation adds
In June 2026, the World Bank approved a $1.5 billion reform operation supporting a business-enabling environment, greater openness to trade and investment, and private-capital mobilisation for firm expansion and job creation.

The related International Finance Corporation (IFC) transactions illustrate how the model combines direct investment with private mobilisation:
| Company or vehicle | IFC transaction | Reported private mobilisation detail |
|---|---|---|
| Aditya Birla Capital | Approximately $97 million | Not separately stated in the announcement |
| L&T Finance | $100 million | Not separately stated in the announcement |
| HDB Financial Services | Approximately $150 million | Not separately stated in the announcement |
| Everstone Capital Partners Fund V | $242 million | Includes $191 million of private mobilisation |
These are IFC investment and mobilisation structures, not grants paid to individual MSMEs. They show the channels through which institutional capital can be brought into lending and investment markets.
Will small Indian businesses actually find credit easier?
The reported platform reach, NBFC participation, guarantees and validated credit structures should make financing more accessible for businesses that are eligible and connected to participating lenders. A digital channel can reduce the friction of finding a lender, while guarantees and risk-sharing can make some loans more acceptable to private financiers.

A business still needs to meet the relevant lender’s requirements and repay any borrowing. The mobilisation totals also do not provide a single independently audited jobs number attributable solely to the $36 billion.
Quick Recap
How to read the announcement as an MSME owner
- Identify the instrument. A guarantee, loan, equity investment and private-capital mobilisation carry different risks, repayment obligations and eligibility rules.
- Check whether your lender participates. The digital platform includes 30 NBFCs, but access depends on the participating network and the product offered.
- Match the financing to its stated purpose. The HDFC Asset Management Company fund is described as serving growth, long-term working capital and acquisitions; green-fund capital is directed to green and circular-economy investments.
- Prepare for lender underwriting. The World Bank Group’s headline totals measure capital enabled across programmes, not an entitlement for each applicant. Ask the lender what records, cash-flow evidence, collateral or guarantees it requires before applying.
