Trump’s interim presidential aircraft is a previously owned Boeing 747-8 that the U.S. government accepted from Qatar in May 2025—not a plane he personally bought. It is a bridge while Boeing’s two purpose-built VC-25B replacements remain delayed. The donated jet needed substantial modifications before it could carry a president, and its retrofit costs, full security capabilities and eventual disposition have not been fully made public.
What happened: a used plane became an interim presidential transport
In February 2025, Trump said Boeing was taking too long and that he might buy and convert a used Boeing as an alternative. “We’re looking at alternatives, because it’s taking Boeing too long,” he said aboard the existing Air Force One. He also said, “We may go and buy a plane,” adding that he could “convert it.”

That proposal was followed by a different route: in May 2025, the Pentagon accepted a 747-8 from Qatar for government use as an interim presidential transport. The Qatari aircraft is a secondhand airframe, but “used” did not mean ready for presidential service. The Pentagon said work would be done to ensure appropriate security measures. Details of the modification contract were classified.

The distinction matters: the government accepted the aircraft, and the stated purpose was presidential transport. That is not the same as Trump personally buying a plane, nor does acceptance by itself establish who will own or use it after his term.

How the Qatar aircraft differs from Boeing’s delayed Air Force One replacements
There are two separate aircraft paths. The Qatar 747-8 is an interim aircraft being modified for executive airlift. Boeing’s VC-25B program is the longer-term effort to deliver two purpose-built presidential transports based on the 747-8. The aircraft types share a model family, but the available information does not establish that their security capabilities are equivalent.
| Aircraft path | Purpose | Origin and configuration | Status in reporting through August 2026 | What is publicly established |
|---|---|---|---|---|
| Qatar 747-8 | Interim presidential transport | Previously owned aircraft accepted from Qatar; modified for executive airlift | Trump had flown on it by July 2026; White House said it would undergo further upgrades in the fall | Some modification and security details are classified or otherwise not fully public |
| Boeing VC-25B replacements | Long-term replacements for the current VC-25As | Two purpose-built presidential aircraft based on the Boeing 747-8 | Still delayed; AP reported projected delivery in 2027 for the first and 2028 for the second in February 2025 | Schedule and cost projections have changed; future delivery dates and final program accounting are not guaranteed |
In February 2025, the Associated Press reported that the two aircraft then in service, the VC-25As, were nearly 35 years old. The new VC-25Bs were initially due in 2024; by that February, the reported projections had moved to 2027 and 2028. The Washington Post later reported further schedule slippage.
Why a presidential aircraft needs more than a new interior
A presidential transport must support specialized communications and survivability requirements, not just carry passengers. The Associated Press described highly classified communications, survivability enhancements and self-contained air stairs among the requirements for the new aircraft. FactCheck.org summarized reporting on presidential communications, self-defense technology and electromagnetic shielding. These descriptions indicate the scope of the challenge, but they are not a complete public specification for the Qatar jet.
The Air Force said the retrofit contract details were classified. Air & Space Forces Magazine reported that Air Force Secretary Troy Meink’s estimate for the retrofit was probably less than $400 million, while congressional critics argued the cost could approach $1 billion. The magazine said the actual contract cost was not public in its account. Those are competing estimates, not confirmed final spending figures.

Because the security configuration and contract are not fully public, it is not possible to make a reliable public comparison of the Qatar aircraft’s capabilities with those of the VC-25Bs. Nor should a quoted estimate be treated as the final retrofit bill.
What the Boeing delay could mean for costs
Figures reported for the Boeing program refer to different things and should not be combined as though they were the same price. FactCheck.org cited a reported $3.9 billion contract value for the two replacement aircraft in 2025. In 2026, the Washington Post cited a Government Accountability Office estimate of $5.6 billion for the program and reported that Boeing was responsible for the overrun. The latter is an attributed estimate, not a final audited total or a guarantee of the eventual cost.
FactCheck.org’s May 2025 account summarized reported contributing factors including a supplier bankruptcy, worker turnover and pandemic-era supply-chain disruption. The reported delay is therefore a procurement and production problem, while the interim Qatar aircraft has its own modification effort, uncertain publicly available cost and classified contract details.

The dollar figures also describe different parts of the story. A Senate resolution introduced in May 2025 stated an estimated value of about $400 million for the Qatar aircraft; that was the resolution’s figure, not a final government valuation. It is separate from retrofit estimates and from Boeing’s replacement-aircraft contract and program estimates.

When the Qatar jet entered service—and what is known now
- February 2025: Trump publicly floated buying and converting a used Boeing while criticizing the replacement schedule.
- May 2025: The Pentagon accepted a 747-8 from Qatar for interim presidential use. The aircraft still required modifications.
- September 2025: Air & Space Forces Magazine reported that the Air Force had begun modifying it for executive airlift. The Air Force statement quoted there did not disclose the contractor or scope.
- June 19, 2026: Trump unveiled the modified aircraft at Joint Base Andrews. CBS reported the Air Force said commissioning flights would follow and that the service had acquired a 747-8 for crew training.
- July 2026: The Washington Post and ABC News reported that Trump had flown on the Qatar aircraft. On July 20, White House spokesperson Karoline Leavitt said it was safe for his travel but would receive additional upgrades and enhancements in the fall, expected to take about a month; she said he would use the older Air Force One during that period.
Those are dated status reports, not a guarantee that the aircraft’s availability or schedule remains unchanged. As of October 2026, the most recent operational update in the sources cited here is the White House statement reported July 20.
Who will have the plane after Trump’s term?
That question was unresolved in the latest disposition update cited here. On August 6, 2026, ABC News quoted a White House official saying, “No final decision has been made yet” about what would happen to the Qatar aircraft after Trump’s term. Earlier public statements and reported proposals have differed, so a transfer to a presidential library or personal use after office should not be described as settled.
What the foreign-gift controversy does—and does not—establish
Accepting a high-value aircraft from a foreign government prompted constitutional, ethics and national-security objections. A Senate resolution introduced on May 21, 2025, invoked the Foreign Emoluments Clause and raised questions about influence, transfer and security. Those are arguments and concerns stated in a legislative resolution, not a court ruling that the transaction was illegal. FactCheck.org likewise described legal questions as unresolved at the time of its May 2025 report.
