The available reporting does not establish whether the effort later won recognition, held an election, or remained active. It was a campaign involving a specific group—not evidence that Intel engineers company-wide voted to unionize.
What happened in the 2022 Intel organizing effort?
NW Labor Press reported on May 18, 2022, that West went public with an effort on May 11 to organize lithography engineers at Intel chip factories. He hoped the group could join CODE, the Campaign to Organize Digital Employees, a Communications Workers of America (CWA) project launched in early 2020. West asked Intel to agree to neutrality; the report said the company had not responded by its press deadline.

The report said about 350 people worked with West in lithography. That was the reported size of his coworker group, not a count of union supporters. None attended the public launch, according to the article. An unnamed engineer who supported the effort said the campaign was real but employees feared publicly backing it.

The 2022 account described long and demanding schedules in lithography. It said hours could reach 80 a week and shifts rotated between days and nights. West described being on call and said that, on weekends, he needed a manager’s approval to be more than two hours from the factory. He also said workers could face consequences if they failed to answer a call within 30 minutes during scheduled time off.

“We are on call all of the time, to the point where you need a manager’s approval to be more than two hours away from the factory.”
West told NW Labor Press that exhaustion from the hours led him to take medical leave and negotiate a year-long leave of absence. The article reported a starting salary of $110,000 in the division at the time. Those workload, on-call and pay details are claims reported in 2022, not current Intel scheduling or compensation figures.

The same report attributed workers’ reluctance to be publicly identified to concerns about career consequences. It cited the specialized nature of the work, a Ph.D. hiring pipeline and, for some employees, H-1B visa status. These were accounts in the contemporaneous article; they do not establish the views of every Intel employee or independently measure support for the campaign.
What is known about the campaign’s status?
The available sources do not establish whether West’s specific effort proceeded to a union election, gained recognition, negotiated a contract, continued, or ended. Later public statements and disclosures address different matters and should not be treated as proof of the campaign’s outcome.

CWA’s 2024 advocacy
In August 2024, after Intel announced workforce cuts, CWA urged the company to enter a labor peace agreement. CWA described such an agreement as a way for workers to have a fair process to form a union and a role in the company’s future. The CWA statement shows later advocacy at Intel; it does not say Intel accepted the request or that West’s lithography campaign resumed or succeeded.
Intel’s 2025 transaction disclosure
In a transaction filing dated July 24, 2025, Intel made a labor representation about a specifically defined group called “Business Employees.” The company said it was not party to a collective bargaining agreement covering that group, had no pending union negotiations, and, to its knowledge, had no organizing effort or activity involving those employees since January 1, 2022. That statement is limited to the group defined in the filing and is Intel’s representation. It does not establish that no organizing occurred among all Intel employees, nor does it by itself resolve the publicly reported 2022 lithography effort.

What does the wider Intel workforce data show?
Intel reported 108,900 employees as of December 28, 2024, in its 2024 annual report. The company also reported undesired turnover of 5.9% in 2024 and 5.6% in 2023. Intel defines that measure as regular employees who voluntarily left, excluding contract workers, interns and specified separations such as retirement, voluntary separation packages, death, job elimination, redeployment, divestiture and certain subsidiaries. These company-wide figures do not measure union support or describe conditions specifically in lithography.

How should workers understand union rights information?
CODE-CWA describes itself as a union movement for workers in technology, games and digital industries in the United States and Canada. Its website summarizes the National Labor Relations Act as protecting employees’ right to form a union and engage in collective action, and barring anti-organizing retaliation. That is an organizing organization’s summary, not individualized legal advice. The applicable rules depend on jurisdiction and worker status; anyone seeking practical guidance should check current primary legal sources or consult a qualified employment-law professional.
