Localization can coincide with fewer Google Ads conversions when targeting, the ad, the destination page, the offer, or measurement no longer fits the people reached. Google’s documentation does not establish that localization itself causes conversion loss. Diagnose the specific change—and first rule out tracking or reporting problems—before changing the campaign again.
First, identify what actually declined
Pin down when the drop began and compare that date with changes to localization, targeting, landing pages, URLs, conversion actions, and bidding. Separate four different outcomes: fewer conversions, a lower conversion rate, lower conversion value, or a reporting/attribution change. They do not point to the same cause.

Compare the localized campaign with its source campaign, but treat the comparison as observational unless a controlled experiment supports a causal conclusion. The campaigns may differ in more than language: geography, search or audience mix, creative assets, destination pages, offers, tracking continuity, and the scale or timing of changes can all affect the comparison.
Segment results instead of trusting a market-wide average
Break performance down by geography and, where available, language. Compare the localized campaign with its source across the same periods, then look for locations or campaign changes associated with the decline. A weak overall average does not by itself show that a translation is the problem.
#1 Best Overall
Google recommends using geographic performance to decide where to focus and advises using region-specific landing pages where available. If a region persistently converts poorly, consider whether it should be excluded—but only after checking its performance and whether the offer and destination are suitable there. Google Ads Help: Refine your location targeting.
Check whether targeting matches the intended customer
Review the campaign’s selected locations and languages. Location settings determine geographic eligibility; language settings are intended to reach customers who speak the selected languages. A selected language is not a guarantee that every query or the whole customer journey will use that language.
Rank #2
Google Ads Help explains that “Multilingual users may find ads in a different language than they search if Google is confident the user understands the language of the ad.” The account’s display language is a separate interface preference, not proof of the language a customer sees. Check the actual ad and destination experience for the markets and audiences you intend to reach. Google Ads Help: Choose your location and language settings.
Follow the click through to the regional offer
Open the ad’s final URL as a customer in the target region would. Confirm the page is relevant to that geography and that the ad’s promise matches what the page offers. Google recommends using a landing page relevant to the geographic area when regional pages are available.
- Check whether the advertised product or service is available in the region and whether any service-area restrictions are clear.
- Verify that currency and other regional details are presented appropriately.
- Test the form, contact method, and call to action from the customer’s perspective.
- Make sure the page’s language and offer remain consistent with the ad.
These are practical checks, not failure rates quantified by Google’s documentation. Their purpose is to identify a mismatch in the customer journey rather than assume that localization or translation is at fault.
Validate conversion tracking before judging customer response
Confirm that the campaign is recording the intended conversion actions and that their data sources are connected. Review the Conversions reporting definition and conversion diagnostics. If conversions rely on offline imports, inspect upload errors and requirements before concluding that customer response changed. Google says offline conversion imports may take 24–48 hours to process, so very recent uploads may not yet appear in reporting. When comparing markets with different currencies, distinguish conversion count from conversion value. Google Ads reports conversion values in the account’s billing currency, and conversion tags can specify currency. Missing or inconsistently assigned values can make value comparisons misleading even when conversion counts are sound. Google Ads Help: Set up additional settings.

Audit final URLs, tracking templates, and redirects
Inspect the ad’s final URL and any tracking template, then test the complete click path, including redirects. Google describes parallel tracking as sending the customer directly to the final URL while click measurement happens in the background. Tracking URLs and redirects must meet Google’s HTTPS and server-side requirements. A broken or inappropriate URL path can interfere with the destination experience or measurement, so check both what the customer reaches and whether the tracking setup works. Google Ads Help: About tracking in Google Ads.
Review location and conversion-value rules separately
Check location targeting, exclusions, and any location-based conversion value rules before interpreting market differences. Value rules can adjust recorded values based on conditions such as location or device. They affect how conversion value is interpreted; they do not necessarily explain a drop in raw conversion count. Google Ads Help: Set up conversion value rules.
What the AI campaign localization beta does—and does not show
Google’s help page describes an AI campaign localization tool for Search campaigns in beta. It creates a separate campaign while leaving the original unchanged. The tool can localize text assets and targeting, handle images with text overlays, and offer translation of landing-page text through a supplied website snippet or URL updates.
Google says the tool creates “a brand new, independent campaign” and that “The system doesn’t perform currency conversions or exchange rate calculations.” Budgets and bids are copied as entered, so check their values in the new campaign rather than assuming they were converted. The documentation describes the tool’s operation, not a causal conversion impact; it does not establish that using the beta causes conversions to fall. Feature availability and scope can change, so check the live Google Ads interface for current details. Google Ads Help: About the AI campaign localisation tool for search campaigns (beta).
