Debt is a stock accumulated over many years; the annual deficit is a flow that adds to it. If new borrowing and interest costs grow faster than GDP, the debt-to-GDP ratio can rise even while the economy expands.
The clearest way to judge the outlook is to examine three figures together: the primary balance before interest, the interest rate applied to outstanding debt, and the growth rate of GDP. Current projections from the Congressional Budget Office (CBO) show why growth by itself is not enough.

Start with the two meanings of “the debt”
News reports use “national debt” for more than one measure. The CBO generally uses debt held by the public when evaluating the budget’s economic effects. It consists mainly of Treasury securities owned by investors, the Federal Reserve and other entities outside the federal government. The borrowing finances federal activity and refinances maturing obligations. Because this debt competes with private borrowers for funds, it can affect interest rates and investment. See the CBO’s Federal Debt: A Primer.

It includes debt held by the public plus Treasury securities in federal trust funds and other government accounts. The figures are not interchangeable, so a statement about the debt ratio should identify which measure it uses.

Debt is a stock; the deficit is a yearly flow
At the end of a fiscal year, the federal government owes the accumulated balance of past borrowing. That balance is the debt stock. During the year, it collects taxes and other receipts and pays benefits, salaries, procurement, grants and other expenses. When outlays exceed revenues, the difference is the deficit, and Treasury generally borrows to cover it. The new borrowing increases the debt stock.
Economic growth changes the scale against which the stock is compared. If nominal GDP rises while the dollar amount of debt is unchanged, debt divided by GDP falls. But debt usually is not unchanged: a deficit adds to it, and interest that is not covered by revenues requires additional borrowing. A larger denominator cannot erase a growing numerator.
Primary deficit versus total deficit
The primary balance excludes net interest costs. A primary deficit means the government’s noninterest spending exceeds its revenues, so borrowing pressure exists before debt service is counted. The total deficit includes net interest. A country can have a growing economy and still run a primary deficit every year; that deficit increases debt even if interest rates never change.

How GDP growth changes the ratio
Debt-to-GDP is a ratio: the debt stock in the numerator divided by the economy’s annual output in the denominator. Growth can improve the ratio through the denominator, but the result depends on how quickly debt is accumulating.

Nominal and real growth are not the same for this calculation
Debt is measured in current dollars. The relevant denominator for a debt-to-GDP ratio is therefore nominal GDP, which includes both real production growth and economy-wide price changes. A real-growth rate quoted without an inflation assumption cannot, by itself, show what happens to the ratio. When discussing a forecast, identify the growth concept and the period used by the forecasting agency.
Three forces determine the path
In simplified terms, the ratio tends to improve when nominal GDP growth is sufficiently high relative to the effective interest rate on debt and the government runs a primary surplus. It tends to worsen when interest costs and primary deficits are large relative to economic growth. This is a relationship, not a universal cutoff: the starting debt ratio, the maturity of Treasury securities and changes in policy all matter.

- Primary balance: A primary surplus pays down part of the debt before interest; a primary deficit adds borrowing.
- Interest rate: Interest on a large debt balance can become a major annual expense. Higher rates increase costs as securities mature and are refinanced.
- GDP growth: Faster nominal growth enlarges the denominator and can raise tax receipts, but it does not guarantee that receipts will exceed spending.
What current CBO projections show
CBO’s February 11, 2026, Budget and Economic Outlook projects continued economic growth alongside rising deficits and debt held by the public. These are baseline projections, not final results.
| Measure | 2026 | 2036 | What the figure means |
|---|---|---|---|
| Federal deficit | $1.9 trillion, or 5.8% of GDP | $3.1 trillion, or 6.7% of GDP | Annual shortfall; the 2026 figure is a projection |
| Debt held by the public | 101% of GDP | 120% of GDP | Debt ratio rises despite economic growth under CBO’s baseline |
| Primary deficit | Averages 2.1% of GDP from 2026 through 2036 | Borrowing pressure before net interest | |
| Net interest payments | 3.3% of GDP | 4.6% of GDP | Interest consumes a larger share of the economy over time |
The baseline has a specific vintage. CBO’s economic forecast reflects trade policy in place on November 20, 2025; economic developments and laws in place on December 3, 2025; and laws in place on January 14, 2026. Appropriations enacted after January 14 were not included. A later law, recession, inflation surprise or interest-rate change can produce a different result.
A longer horizon makes the interaction clearer
In its September 24, 2026, alternative-scenarios analysis, CBO uses an extended baseline with average annual GDP growth of 3.8%, an average interest rate on debt held by the public of 4% and primary deficits averaging 2.1% of GDP from 2026 through 2056. Under those assumptions, debt held by the public rises from 101% of GDP in 2026 to 175% in 2056.

Those numbers do not establish a universal “safe” growth rate. They demonstrate that growth and debt dynamics must be evaluated together. A 3.8% average growth rate does not offset persistent primary deficits and interest costs in that scenario.
CBO also reports a counterfactual in which the debt-to-GDP ratio stays at its 2026 level of 101%. It says: “Under a scenario in which the debt-to-GDP ratio remained at its 2026 level of 101 percent, primary deficits would average 0.2 percent of GDP over the 2026–2056 period, 1.9 percentage points smaller than in CBO’s extended baseline.” Holding the ratio steady therefore requires a much smaller primary deficit than the baseline assumes; growth alone is not the adjustment.
Why interest costs can catch up with growth
Interest is calculated on the debt that is outstanding and at the rates attached to Treasury securities. The government does not refinance its entire portfolio on one day. Instead, securities mature at different times. When older, lower-rate debt matures, new borrowing may carry a higher rate. The effect of a rate increase therefore builds as the portfolio turns over.
If interest is not covered by current revenues, it becomes part of the deficit and requires more borrowing. The larger debt balance then generates additional interest in later years. This feedback does not mean every rate increase immediately causes a crisis; it means the budget is exposed over time to the size and rate of the debt portfolio.
CBO’s October 2026 analysis, Projections of Deficits and Debt Under Two Scenarios With Higher Interest Rates, examines how higher rates alter that path. The relevant comparison is not simply “growth versus rates” in a single year, but how rates, maturities, primary deficits and growth interact across many years.

Why faster growth may help the budget without paying down debt
Growth can still be valuable for fiscal sustainability. A larger economy can broaden the tax base, increase employment and wages, and make a given debt balance less burdensome relative to national income. Those benefits may reduce the ratio or slow its increase when spending and revenue policies are consistent with them.
But automatic debt reduction would require the government to run surpluses large enough to reduce the dollar balance. A lower ratio is not the same as a lower nominal debt total. For example, if GDP grows while the government continues to borrow each year, the ratio could fall temporarily, remain stable or rise depending on the size of those deficits and the interest bill.
How to compare forecasts without mixing incompatible numbers
The Government Accountability Office (GAO) offers a separate projection. Its June 11, 2026, fiscal-health report, The Nation’s Fiscal Health: Urgent and Sustained Action Needed to Improve the Fiscal Outlook, shows debt held by the public reaching 123% of GDP in 2036 under current policy. GAO uses its own assumptions and methods, so its figure should not be blended with CBO’s 120% baseline as though the forecasts were identical.
When two agencies publish different figures, check the following before drawing a conclusion:
- Forecast vintage: Note the publication date and the laws and economic data incorporated.
- Policy baseline: “Current law” and “current policy” can imply different treatment of expiring provisions or administrative actions.
- Debt definition: Confirm that both figures refer to debt held by the public, rather than comparing it with gross federal debt.
- Time horizon: Ten-year projections and 30-year extended baselines answer different questions.
- Economic assumptions: Compare growth, inflation, interest rates and labor-market assumptions, not just the headline ratio.
GAO’s explanatory America’s Fiscal Future page provides additional context on long-term federal fiscal pressures, but it is not a substitute for matching the assumptions behind any two forecasts.

Common mistakes in the “growth will solve the debt” argument
Confusing a lower ratio with a smaller balance
A ratio can improve because GDP rises even when the government owes more dollars. Always ask whether the claim concerns nominal debt, debt held by the public as a share of GDP, or gross federal debt.
Using the annual deficit as if it were the debt
The deficit is one year’s addition to borrowing. The debt is the accumulated stock. A falling deficit slows the increase in debt; only sustained surpluses reduce the stock before considering valuation and other accounting changes.
Ignoring primary deficits
Looking only at interest costs misses borrowing created by the underlying budget. CBO’s 2.1%-of-GDP primary-deficit average is a separate source of pressure from its 3.3% to 4.6% net-interest projections.
Assuming today’s interest rate applies instantly to every security
Treasury debt has a range of maturities. Refinancing transmits higher rates gradually, although a large debt balance means the cumulative effect can become substantial.
Treating a forecast as a promise
Official projections are conditional estimates. New legislation, recessions, inflation, productivity changes or market rates can move the outcome away from the baseline.
A practical checklist for evaluating any debt-and-growth claim
- Identify the measure: debt held by the public or gross federal debt.
- Separate the debt stock from the current-year deficit.
- Find the primary balance and the net-interest amount.
- Check whether GDP growth is real or nominal and note the inflation assumption.
- Compare the effective interest rate and the growth rate over the same period.
- Read the forecast’s publication date, policy baseline and included legislation.
- Ask whether the conclusion concerns a falling ratio, a falling dollar balance, or merely slower debt growth.
The answer to “If the economy grows, why does the national debt keep rising?” is therefore mechanical: growth enlarges the denominator, while deficits and interest add to the numerator. Unless the fiscal flows are small enough relative to economic growth and borrowing costs, the ratio and the dollar balance can both continue upward.
