UPI QR can be inexpensive and quick to launch, with specified transactions and qualifying small merchants still at zero merchant discount rate (MDR) under the Ministry of Finance framework dated 15 September 2026. Cards add a familiar option for customers who want to use credit, debit or prepaid cards, but their MDR, equipment costs and settlement schedule must be agreed with the acquiring provider in writing. Compare the offer against your average ticket, monthly UPI receipts, sales channels and customers’ payment preferences.
UPI or cards: the decision in one minute
Use UPI as the core acceptance method when you operate a counter, provide services locally, issue invoices or need a low-complexity digital payment option. Ask an acquiring bank for a merchant QR and the settlement arrangement that applies to your account. Add card acceptance when customers regularly ask to pay by card, when your average ticket is high enough that card convenience affects conversion, or when you sell online and need a card checkout option.

Do not compare a supposed “UPI rate” with a single “card rate.” UPI treatment depends on whether the payment is person-to-person (P2P), person-to-merchant (P2M) or in the specified P2PM small-merchant category, along with the amount and sector. Card pricing must be separated by debit, credit and prepaid categories, and may also differ by channel and card type. Settlement is immediate for UPI under NPCI’s merchant wording, subject to the merchant agreement; card payout timing is provider-specific.
| Decision point | UPI | Cards |
|---|---|---|
| Typical acceptance | QR, intent, app-based or collect flow | In-person terminal or online card checkout |
| Merchant fee basis | Current government MDR categories, thresholds and exemptions | Written MDR by debit, credit and prepaid card category |
| Settlement | NPCI says credit occurs immediately after confirmation into the merchant pool or bank account, as per the agreement | No single timetable applies to every small merchant; obtain cut-offs, weekends, reserves and refund rules |
| Hardware | A merchant QR display may be enough for a counter; integration varies by flow | Provider-supplied terminal or online integration, depending on channel |
| Best reason to add it | Low-friction acceptance and broad smartphone usage | Serve card-preferring customers and support credit or card checkout |

How UPI merchant fees work in 2026
P2P and P2M are different transactions
P2P means one individual sends money to another individual. The Ministry of Finance’s 15 September 2026 release says P2P transfers remain free regardless of amount. A customer paying a registered business is P2M, and a merchant should not assume that a P2P statement applies to its sales.
Payments up to ₹2,000
The same release says P2M payments up to ₹2,000 remain free of MDR. This is a merchant-side treatment. It does not authorize a business to add a UPI surcharge to the customer. The release says customers will not pay MDR and directs banks to prevent merchants from passing the charge on.
The P2PM small-merchant treatment
Eligible small merchants in the P2PM category that receive up to ₹1 lakh per month through UPI QR retain zero MDR on all transactions, according to the September 2026 framework. “Small business” by itself is not enough: the category, QR receipts and monthly threshold all matter. Ask the acquiring bank to confirm in writing whether your account is classified as P2PM and how the ₹1 lakh monthly limit is measured.
The stated 0.4% rate and ₹300 cap
For specified P2M transactions above ₹2,000, the release states a general MDR of 0.4%. It says transactions of ₹75,000 and above are capped at ₹300 per transaction. The cap is not a universal promise for every UPI category; sector-specific and capital-market transactions have different flat or percentage charges.
- A ₹10,000 transaction in a category to which 0.4% applies would produce a calculated MDR of ₹40 before any provider-specific accounting.
- At ₹75,000, 0.4% equals ₹300, matching the stated cap.
- At ₹100,000, the uncapped calculation would be ₹400, but the stated cap would limit that transaction to ₹300 where the cap applies.
These examples explain the arithmetic, not your eligibility. The provider must identify the transaction category, applicable exemption and any sector exception.
Sector exceptions and customer charges
The framework identifies special treatment for specified essential or thin-margin sectors and for capital-market transactions. Obtain the exact category rule rather than applying the general 0.4% figure to every sale. MDR is an ecosystem charge paid on the merchant side. A customer-facing UPI fee, if shown by an app or bank, is a separate question and is not a reason to add a surcharge without clear legal and contractual authority.
What the 96% estimate means
The Ministry of Finance estimated that approximately 96% of P2M transactions would remain unaffected under the stated framework. That is a government estimate of transaction share, not a prediction that 96% of your sales, or 96% of small-business payments, will be free. Your result depends on ticket size, monthly QR receipts, category and eligibility.

How card merchant fees work
There is no single card MDR
RBI’s card-fee directive requires acquiring banks to unbundle MDR by card category and to set out debit, credit and prepaid terms separately or in agreement annexes. At onboarding, the bank should explain those charges to you. Request the current merchant schedule for every card type and channel you plan to accept.
Ask whether the quote changes for domestic versus international cards, debit versus credit, prepaid products, different networks, or in-person versus online transactions. The official material does not establish one universal answer to those provider-specific questions, so a verbal “cards cost X%” quote is incomplete.
Why the 0.90% figure is not a current universal quote
A Ministry of Finance release dated 19 March 2025 said that, according to RBI, MDR up to 0.90% of transaction value applied across card networks for debit cards. That is dated government context limited to debit cards. It is not a complete current tariff for debit, credit and prepaid cards, and it should not be used to price your 2026 acceptance plan.
RBI’s 2017 publication discussed draft debit-card rates and differentiated physical and digital acceptance. It is historical policy context, not proof of a current provider price. Ask for today’s signed schedule instead.

Costs beyond MDR
A card offer may include costs that do not appear in the headline percentage. Have the provider itemize:
- Terminal rental or device subscription
- Installation, replacement or maintenance charges
- Minimum monthly commitments or transaction minimums
- Statement, service or support fees
- Online gateway or integration charges
- Refund, chargeback or dispute-related fees, if applicable
- Any reserve, delayed-release or risk-control arrangement
Do not assume that a zero-rental promotion, if offered, continues indefinitely. The written offer should state its duration and what happens after it ends.
Settlement: when can you use the money?
UPI crediting
NPCI’s merchant FAQ states: “Merchant will receive the money immediately after customer confirms the payment into the merchant Pool bank account/ merchant bank account as per their agreement.” The words “as per their agreement” are important. Immediate confirmation does not necessarily mean every provider exposes funds, sweeps a pool account or presents reconciliation reports in the same way.
Rank #3
Before relying on UPI cash flow, confirm:
- Which account receives the credit first
- When pooled funds are swept to your operating account
- How pending, failed or reversed transactions appear
- Whether the dashboard and bank statement use the same reference number
- What support channel handles a customer-debited-but-merchant-uncredited case
Card settlement
Do not promise yourself or customers “same-day” or “next-day” card settlement without a written commitment. The timetable can depend on the acquirer, card channel, cut-off time, weekends, holidays, risk review and any reserve terms. Ask for the settlement days, daily cut-off, treatment of non-business days, first-payout conditions, refund timing and fees.

UPI setup: choose the acceptance mode
Work through an acquiring bank
NPCI says a merchant needs to partner with an acquiring bank to enable UPI infrastructure. The bank or its provider assigns the merchant relationship and configures the settlement account. Do not print a random personal UPI address and treat it as a business acceptance setup if you need formal reconciliation, refunds or staff access.
Static QR for a counter
A static QR display can suit a shop, clinic, market stall or service counter where the customer enters the amount. Use the QR assigned to your merchant account and place it where customers can see and scan it. Train staff to verify the payment status in the merchant app or dashboard rather than accepting a customer screenshot as proof.
An acrylic QR stand is only a holder or display accessory. It does not issue a QR, create an acquiring relationship, authorize a payment or replace a card terminal. Check that the printed code remains sharp, unobstructed and unchanged after cleaning or relocation.

Intent and application-based integrations move a customer from a website, app or supported payment screen into a UPI app. They can reduce manual amount entry but require software integration and testing. Ask which operating systems, apps and fallback options the provider supports.
Collect requests
A collect flow sends a payment request to a customer for approval. It can be useful for invoices or remote collections, but the customer must approve it and the request may expire or remain pending. Confirm expiry, reminders, cancellation and reconciliation behavior before using it for recurring work.

Online checkout
For an online store, booking page or invoice link, ask for the integration method, test credentials, webhook or callback behavior, refund process and settlement report format. A QR intended for a physical counter is not automatically an online checkout integration.
Card setup: in-person and online requirements
In-person acceptance
An acquiring provider may supply a POS terminal or another card-acceptance device. Obtain the onboarding checklist, supported card categories, connectivity requirements, replacement policy and transaction reporting details. Confirm whether the terminal is rented, purchased or bundled with a minimum commitment.

Online acceptance uses a different integration path from a countertop terminal. Ask about account verification, website or app requirements, supported checkout methods, settlement reports, refunds and dispute notices. The provider should state the MDR separately for each card category it accepts.
Documents and controls
Expect the provider to verify the business and settlement account under its onboarding rules. Keep the signed fee schedule, settlement calendar, support contacts and escalation process with your accounting records. Restrict dashboard access to staff who need it and reconcile daily until the process is reliable.
Compare the two methods against your own sales mix
Average ticket and UPI thresholds
List the number and value of your monthly UPI payments below ₹2,000, above ₹2,000, and above ₹75,000. Separately total your monthly UPI QR receipts to test the ₹1 lakh P2PM threshold. This shows which transactions could fall under a zero-MDR treatment and which require a category-specific quote.
Customer and channel needs
Record how customers currently ask to pay: QR at the counter, payment request by phone, online checkout, debit card, credit card or prepaid card. A method with a slightly higher merchant cost may still be worthwhile if refusing it loses a sale or forces manual collection.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsIllustrative monthly comparison
Suppose a merchant has 900 UPI sales: 700 at or below ₹2,000, 190 above ₹2,000 and one sale above ₹75,000. The merchant should not label all 900 “free” or all 900 “0.4%.” The first group may fall under the stated P2M threshold, the second requires the merchant’s category and eligibility, and the high-value sale must be checked against the cap and any sector rule. If the merchant also accepts cards, its card cost must be calculated from the written debit, credit and prepaid schedule plus fixed charges. This is why a national average cannot replace your own transaction report.

A provider-question checklist
Send the same questions to every acquiring bank or payment provider so that offers are comparable.
| Decision axis | Questions to ask | Why it changes the decision |
|---|---|---|
| UPI merchant fee | Which UPI category applies? Does the P2PM classification apply? How is the ₹1 lakh monthly receipt threshold measured? Which sector exceptions apply? | The September 2026 framework has thresholds, exemptions and exceptions. |
| Card merchant fee | What is the MDR for debit, credit and prepaid cards separately? Does it vary by card type, network, geography or channel? | RBI requires card-fee unbundling; one blended percentage hides differences. |
| Other charges | Are there rental, installation, minimum, service, integration, refund or dispute fees? | MDR alone does not show total acceptance cost. |
| Settlement | Where are funds first credited? What are the cut-off times, settlement days, weekend rules, reserves and sweep conditions? | UPI immediate credit is qualified by the merchant agreement; card timing is provider-specific. |
| Acceptance mode | Which QR, intent, app, collect, terminal and online options are available? | Channel determines hardware, software and staff workflow. |
| Reconciliation | Can reports be exported? Do payment, refund and settlement references match bank entries? | Good reconciliation prevents missed or duplicated entries. |
| Support | What is the escalation route for pending, reversed, disputed or customer-debited-but-uncredited payments? | Fast exception handling protects cash flow and customer trust. |
Implementation plan for a small business
- Map the sales mix. Export three months of receipts, separate UPI and card payments, and calculate ticket-size bands and monthly UPI QR receipts.
- Confirm eligibility. Give the acquiring bank your business category and expected volume. Ask whether the P2PM treatment and any sector exception apply.
- Request itemized offers. Get UPI fees, card fees by category, fixed charges, equipment terms and online-integration costs in writing.
- Choose the acceptance modes. Select static QR, intent, app, collect, terminal or online checkout according to where customers pay.
- Verify settlement. Make a low-value test, confirm the destination account, match the provider reference to the bank entry and test a refund or reversal procedure.
- Train staff. Require staff to verify a successful status in the merchant system, never rely solely on a screenshot, and record the correct payment reference.
- Review monthly. Check whether UPI receipts approach ₹1 lakh, whether transaction categories changed, and whether card rental or service charges appeared as expected.
Common mistakes and how to avoid them
“All UPI is free”
This ignores the September 2026 categories, the ₹2,000 threshold, the P2PM ₹1 lakh condition and sector exceptions. Use the provider’s classification for each transaction type.
“Cards cost 0.90%”
The 0.90% figure comes from a March 2025 government statement about debit cards and is not a complete 2026 tariff for all card products. Obtain current debit, credit and prepaid schedules.
Adding a customer surcharge
The Ministry of Finance release describes MDR as a merchant-side ecosystem charge and directs banks to prevent pass-through to customers. Do not add a UPI fee merely because a provider’s merchant charge exists.
Confusing a QR display with payment infrastructure
A stand or printed code is only a display. The merchant still needs an acquiring relationship, an assigned QR and a settlement account.
Promising card settlement dates
Card payout depends on the provider’s contract and operating calendar. Publish only the schedule you have in writing.
Ignoring reconciliation
A payment can be successful for the customer yet appear pending, reversed or delayed in a merchant report. Build a daily process that matches transaction IDs, refunds and bank credits.
What national UPI volume does—and does not—tell you
NPCI reported 24,508.96 million UPI transactions with a value of ₹29,82,355.95 crore in August 2026. Those figures show the scale of the network, but they do not establish what your business will pay, when your provider will settle, or whether your customers prefer UPI to cards. Use your own sales data and the signed offer for those decisions.
Bottom-line decision framework
- Choose UPI first if you need a simple counter or invoice method, most payments are within the stated free thresholds, or you qualify for the P2PM treatment.
- Add cards if customers request them, your sales depend on online checkout, or card acceptance materially improves conversion.
- Use both and monitor cost when customer choice matters. Recheck UPI classification and monthly receipts, and review card MDR and fixed charges against actual usage.
The strongest arrangement is the one whose fees, settlement timing, acceptance workflow and support terms are written clearly for your business—not the one with the most attractive headline percentage.
