Why Diesel Prices Can Diverge From Crude Oil Prices

Diesel can stay expensive, or even rise, while crude oil falls because the pump price is not a direct quote for crude. It is the combined result of the crude feedstock, refinery conditions and margins, distillate supply and demand, inventories, trade and transport, retail costs, and taxes. Each layer can move on a different schedule.

In the United States, crude represented about 51% of the monthly average retail on-highway diesel price over 2004–2025, according to the U.S. Energy Information Administration (EIA). That leaves roughly half of the price exposed to factors that can tighten the diesel market after crude has weakened.

The diesel price is a stack, not a single market quote

A barrel of crude and a gallon of diesel are different products traded at different market stages and in different units. Refineries buy crude, turn it into several products, and sell diesel into a wholesale market. Fuel then moves through pipelines, terminals, ships, barges, railcars and trucks before a station adds operating costs, margins and taxes.

EIA groups the U.S. retail diesel price into four broad components. Their shares change over time and differ by state, city and supply route.

Component What it covers Why it can move independently of crude
Crude oil The principal refinery feedstock A benchmark price can fall while diesel demand, refinery availability or transport costs remain tight.
Refining costs and profits Converting crude into usable products, plus the refinery margin Outages, maintenance, product yields, compliance requirements and the value of diesel relative to other products alter the margin.
Distribution, marketing and retail Storage, pipelines, terminals, trucking, station operations and the retailer’s margin Distance from supply, congestion, local competition and operating expenses vary by location.
Taxes Federal, state, county and local charges Tax rates are set by governments and do not automatically follow commodity prices.

That is why comparing a crude price per barrel with a pump price per gallon without adjusting the unit, geography and market stage can produce a misleading conclusion. A valid comparison lines up the same dates, a named crude benchmark, and either wholesale diesel or a clearly identified retail diesel series.

Crude matters, but it is not the whole price

When crude becomes cheaper, the feedstock cost eventually becomes a favorable input for refiners. The change may not pass through immediately or completely because the other parts of the stack may be rising at the same time.

EIA’s 2026 analysis of U.S. monthly average retail on-highway diesel prices found that crude accounted for about 51% of the price during 2004–2025. The figure is an average over that period, not a fixed rule for every month, state or retail station. In a month with unusually high refining margins, scarce inventories or expensive logistics, crude’s share can be lower; when those pressures ease, its share can be higher.

Crude itself is not one universal price. West Texas Intermediate, Brent and regional physical grades can move differently because of quality, location, transport and contract terms. A U.S. Gulf Coast refinery may face a different delivered crude cost from a refinery on the West Coast, even on the same day. Futures prices also describe a different market position from a spot transaction. Use the benchmark and basis shown in a chart or data table before drawing a conclusion.

How the diesel crack spread can overpower a crude decline

The diesel crack spread is a simple way to see whether the product is becoming more valuable relative to its crude input. EIA defines it as the wholesale diesel price minus the crude spot price on a comparable per-gallon basis. It is a proxy for the refinery margin and an indicator of the relative value of diesel to crude.

The arithmetic is straightforward:

Diesel crack spread = wholesale diesel price per gallon − crude spot price per gallon

Crude is normally quoted per barrel, so it must be converted before comparison. One barrel contains 42 U.S. gallons, although a refinery’s output is not simply 42 gallons of diesel; it produces a mix of gasoline, jet fuel, diesel and other products. The spread therefore helps explain market pressure but is not an accounting statement of what a refinery earns.

A simple example

Suppose crude falls from $3.00 to $2.70 per gallon equivalent, a decline of 30 cents. If wholesale diesel falls only 10 cents, from $4.00 to $3.90, the crack spread widens from $1.00 to $1.20. The lower feedstock cost is more than offset by the product’s increased premium over crude, so a retailer buying new wholesale supply may see little relief.

The opposite can also happen. Crude may rise while a wave of refinery production, ample inventories and weak diesel demand compress the crack spread. In that case, diesel can rise less than crude or even decline for a time. The spread is an explanatory indicator, not “pure profit”: it does not include every operating expense, the refinery’s full product yield, financing, contractual terms or the value of co-products.

Diesel shares a broader distillate market

On the supply side, diesel is part of the distillate fuel market, which also includes heating oil. Heating oil and diesel are practically the same fuels and are produced together, so buyers in one use can compete for barrels that might otherwise serve another use.

Seasonal demand

Diesel demand generally follows economic activity: freight, construction, mining, manufacturing and farming all consume it. Heating demand adds a separate winter peak. EIA says distillate crack spreads are usually highest from October through February, a recurring seasonal tendency rather than a guarantee for every year.

Fall agricultural activity can also increase demand for on-road and off-road diesel. A crude decline during a seasonal demand surge may therefore coincide with a tighter distillate market, leaving the product price elevated.

International demand and exports

U.S. diesel is connected to international trade. When overseas refineries reduce output or foreign buyers bid aggressively for cargoes, U.S. suppliers may export more. Exports can support domestic wholesale prices because local buyers compete with an international opportunity to sell the same barrels.

EIA’s September 2026 market analysis attributed tighter distillate supplies to reduced global refining activity in Russia, China and the Middle East. It also pointed to U.S. net exports and low inventories as contributors to elevated margins. That is a dated explanation of conditions at that time, not a permanent description of the market.

Inventories and refinery availability can dominate the signal

Refineries do not operate at full capacity every day. Planned maintenance, unplanned outages, storms, power failures, equipment problems and temporary environmental restrictions can remove production just as demand rises. Because diesel is made in a refinery process with several co-products, operators cannot always increase diesel output alone without changing the overall production mix.

Inventories provide a buffer. When storage is plentiful, a short outage may be absorbed without a dramatic price response. When stocks are low, even a modest disruption can cause buyers to bid up available supply. Inventory data also influence expectations: traders may raise prices today if they believe future replenishment will be difficult, even before pumps run short.

This explains a common apparent contradiction. Crude may be falling because global oil supply looks comfortable, while diesel is rising because the specific refining and storage system that turns crude into distillate is constrained.

Why prices differ between U.S. regions

Two stations can charge different diesel prices even when they buy on the same national market. Fuel has to reach each location, and the U.S. distribution network is not frictionless.

  • Distance and transport: Trucking, pipeline, rail, barge and marine costs generally increase with distance or congestion. A terminal near a refinery can have a different replacement cost from a remote inland market.
  • Infrastructure: Pipelines, rivers, ports, storage tanks and blending facilities have finite capacity. A supply interruption in one corridor may not be quickly corrected by moving fuel from another.
  • Regional production: EIA identifies the Gulf Coast as the source of about half of U.S. diesel production. Areas outside that supply center depend more on transport and interregional trade.
  • Market isolation: The West Coast, especially California, is relatively isolated from other U.S. fuel markets. Its prices can reflect local supply issues and taxes rather than the national crude move.
  • Retail competition: Station ownership, traffic patterns, nearby competitors, credit-card costs, labor, rent and required equipment affect the final margin.

A national average can therefore fall while a particular state rises, or vice versa. The relevant wholesale benchmark is the one that supplies the station’s region, not necessarily the headline crude price used in national news.

Taxes and retail costs remain after the wholesale market moves

Taxes create a floor-like component that does not shrink when crude falls. In the United States, EIA reported a federal on-highway diesel tax of 24.40 cents per gallon in 2026, consisting of the 24.30-cent federal excise tax and a 0.1-cent Leaking Underground Storage Tank fee. EIA also reported average state taxes and fees of 35.86 cents per gallon for on-highway diesel in January 2026.

Those figures are U.S.-specific and the state average conceals large differences. Counties and municipalities may add charges, and tax treatment can differ for on-road, off-road, commercial or dyed diesel. A station’s distribution and retail expenses are also sticky: rent, payroll, maintenance, insurance and payment processing do not fall in proportion to crude.

Retail prices can adjust at different speeds because a station sells inventory purchased earlier at a different wholesale cost. The timing is not governed by a universal number of days or weeks. A station may lower its price quickly in a highly competitive market, while another may wait until its replacement shipment arrives.

What the latest U.S. example shows

EIA’s October 2026 Short-Term Energy Outlook reported that U.S. retail diesel averaged $6.29 per gallon in September 2026. EIA attributed the increase to both higher crude prices and rising crack spreads, showing that the feedstock and product-market layers were moving upward together.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The same outlook forecast prices above $4 per gallon through 2027 and said low inventories were keeping spreads elevated. This is an EIA forecast, not a known future result; crude prices, refinery operations, inventories, weather and trade can change the path quickly. The number also describes the U.S. retail market and should not be applied to another country without checking its taxes, currency, fuel specifications and supply chain.

  1. Match the market stage. Identify whether the diesel number is a retail pump average, a wholesale rack price or a futures contract. Compare it with a crude spot or futures series that covers the same dates.
  2. Align the units. Convert crude from dollars per barrel to a per-gallon equivalent before comparing it with diesel. Keep the conversion visible and remember that a refinery produces several products, not only diesel.
  3. Check the crack spread. A widening spread indicates that wholesale diesel is holding value relative to crude and can offset a lower feedstock cost.
  4. Look at distillate inventories. Falling stocks mean less cushion against outages or demand spikes; unusually low levels can sustain high margins.
  5. Review refinery availability. Maintenance, accidents, storms, sanctions or reduced overseas production can remove distillate supply while crude remains available.
  6. Check demand and trade. Winter heating, fall agriculture, freight activity and export demand can tighten the same pool of diesel.
  7. Apply the regional overlay. Determine which pipeline, port, refinery or storage system supplies the location. A local constraint can outweigh a national average.
  8. Add taxes and station costs. Federal, state and local charges plus distribution and retail margins explain why a wholesale decline may not appear one-for-one at the pump.

This framework also prevents a common error: attributing every retail move to “oil” when the decisive change occurred in refining, inventories or transport.

Why diesel can remain high after crude starts falling

Product tightness appears first

If diesel inventories are low or a refinery outage removes distillate, wholesale diesel can rise before crude responds. The product shortage is a separate signal, so a later crude decline does not immediately repair it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Refiners face replacement-cost economics

Retailers and wholesalers price fuel based largely on the cost of replacing their inventory, not only what they paid for the last shipment. If the next available cargo remains expensive because the crack spread is wide, the pump price can stay elevated despite a lower crude headline.

Transport prevents instant balancing

Fuel cannot move instantly from a surplus region to a deficit region. Pipeline scheduling, terminal capacity, shipping time and truck availability can delay relief. The delay varies by route and event, so there is no fixed universal lag between crude and diesel.

Taxes and fixed costs dilute the percentage change

A 20-cent fall in the wholesale component is a smaller percentage change in a pump price that also includes taxes and operating costs. The consumer may see a decline, but not a proportional one.

Diesel versus gasoline: a related but different comparison

EIA reports that diesel has generally been more expensive than regular-grade gasoline in the United States since September 2004. It attributes that pattern to increased worldwide distillate demand and the production and distribution costs of U.S. ultra-low-sulfur diesel. This is a long-running U.S. observation, not a rule for every country, fuel grade or month.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Gasoline and diesel are both refined from crude, but they draw on different product markets, specifications, seasonal patterns and trade flows. A gasoline price chart therefore cannot serve as a substitute for a distillate analysis.

What households and businesses should do with the information

  • Budget by region and use: A national average may not represent the route, state tax or fuel type you actually buy.
  • Separate fuel price risk from consumption: A more efficient route, fewer empty miles or reduced idling lowers gallons purchased even when the market price is high.
  • Use comparable data for contracts: If a surcharge or fuel contract references an index, verify the index’s geography, publication time, product grade and market stage.
  • Do not assume a crude headline predicts your next fill-up: Check the distillate market, local rack prices and taxes before changing a budget or making a purchasing decision.
  • Treat forecasts as scenarios: The EIA outlook is useful for planning, but an outage, weather event or trade change can make actual prices diverge.

The practical answer to “Why don’t diesel prices go down when oil prices go down?” is that crude is only one layer. Diesel is priced as a refined product whose supply, demand, inventories, trade routes, local delivery system, retail market and taxes can all move differently from the crude feedstock.
