When a blockchain pilot misses enterprise requirements, do not begin by adding features. First verify that a shared ledger is the right solution, then test measurable production requirements for governance, privacy, integration, performance, operations, and legal compliance. A successful demonstration proves only that the selected workflow can run in controlled conditions; it does not prove that the network is ready for enterprise use.
1. Revalidate whether the use case needs blockchain
The first failure question is not technical: what coordination problem is the pilot solving? A distributed ledger is most defensible when several independent organizations must write to or verify a shared record and cannot simply rely on one trusted operator. The U.S. Government Accountability Office (GAO) summarized the potential fit this way in its 2022 report Blockchain: Emerging Technology Offers Benefits for Some Applications but Faces Challenges: “For example, because of its tamper resistance, it may be useful for applications involving many participants who do not necessarily trust each other.”

That condition is a decision gate, not a justification after the fact. Map every participant, the records they need to share, who currently controls the system of record, and where disputes arise. If one organization can be trusted to operate a conventional database, or if only a few known users need access, a centralized database, signed data exchange, or controlled workflow may be simpler, cheaper, and easier to govern.

Questions for the fit gate
- Which organizations need to submit, verify, or correct records?
- Do those organizations have materially different incentives or limited trust in one another?
- Would a neutral shared record remove reconciliation work, duplicate records, or disputed ownership?
- Can a conventional system meet the same integrity, audit, and availability requirements?
- What specific benefit remains if one party becomes the sole operator?
If the answers do not show a multi-party trust or coordination problem, stop or rescope the pilot before investing in performance tuning or additional smart-contract features.

2. Convert business goals into acceptance criteria
“Works in a demo” is not an acceptance criterion. Establish the current baseline, define the business outcome the pilot must improve, and attach a measurable threshold to every critical service characteristic. Requirements should cover normal and peak workloads, not just a scripted happy path.
| Requirement area | What to specify | Evidence to collect |
|---|---|---|
| Availability | Target uptime, maintenance windows, and permitted outage duration | Time-stamped monitoring from every critical component |
| Latency | Response-time percentile, not just an average; identify the transaction or API being measured | Load-test results under representative conditions |
| Throughput | Transactions per second or records per hour at normal and peak volume | Repeatable tests with realistic payloads and participant counts |
| Data loss and recovery | Maximum tolerable data loss, recovery point objective, and recovery time objective | Observed restoration after node, service, and key failures |
| Serviceability | Monitoring, alerting, log access, upgrade procedures, and support response | Runbooks exercised by the operations team |
| Security and privacy | Identity, authorization, key custody, retention, and incident requirements | Control tests, audit records, and an end-to-end data-flow review |
The FDA Drug Supply Chain Security Act (DSCSA) Blockchain Interoperability Pilot illustrates the level of specificity to aim for. Its stated project requirements included 99.9% availability, a verify response within seven seconds, API response targets, peak-load handling, and operational monitoring. Those figures are requirements for that pilot, not universal blockchain standards. Your thresholds should come from transaction volumes, user tolerance, contractual obligations, and risk in the intended deployment.
Define the test boundary
Write down what the pilot actually exercised: number and type of organizations, identity provider, data volume, node count, geographic distribution, failure scenarios, and integrations. A result is meaningful only within those conditions. If the pilot used synthetic data, one participant, or a single integration, label those limitations in the acceptance report rather than treating the result as production evidence.
3. Assign governance and accountable ownership
A network can be technically decentralized while its decisions remain opaque or concentrated. Before remediation, document who has authority over each decision and who is answerable when something goes wrong. The Organisation for Economic Co-operation and Development (OECD) Recommendation on Blockchain Policy emphasizes transparent, clearly defined governance; inclusive multi-stakeholder arrangements; accountable roles; regular assessments; and responsible disclosure of governance or code changes.

Build a decision-rights register
- Membership: who approves, suspends, and removes participants?
- Node operation: who runs infrastructure, and what service levels apply?
- Identity: who issues, rotates, revokes, and recovers credentials?
- Keys: who controls signing keys, and how are dual control or emergency recovery handled?
- Software changes: who approves protocol, smart-contract, and dependency upgrades?
- Disputes: who can correct an erroneous business record when the ledger is difficult to alter?
- Incidents: who declares an incident, communicates externally, and coordinates remediation?
- Exit: who can pause or wind down the network, and how are records preserved?
Require written service agreements between participants where responsibility crosses organizational boundaries. If no party is willing to own operations, incident response, and lifecycle decisions, the pilot has an organizational failure that new code will not solve.
4. Trace privacy and identity beyond the ledger
Review privacy as a complete data path, not as a question of whether a transaction is visible on-chain. Follow each field through the ledger, transaction metadata, APIs, indexers, middleware, application logs, analytics systems, backups, and support tools. The Australian National Blockchain Pilot’s technical lessons specifically warn that protecting block validation is insufficient; token metadata, nodes, middleware, APIs, and storage also require security controls.
Check identity and access controls
- Identify the authority that enrolls each organization, user, service, and device.
- Test authentication, authorization, least privilege, separation of duties, and credential revocation.
- Verify how keys are generated, stored, rotated, backed up, and recovered after compromise or staff departure.
- Confirm that service accounts and automated integrations receive only the permissions they need.
- Test whether logs and analytics reveal identities or transaction relationships that the user interface hides.
Minimize and govern personal data
The OECD highlights the special concern created by blockchains’ near immutability and longevity and advises storing personal data only when strictly necessary. Decide whether the ledger should contain a reference, hash, or proof instead of the underlying personal or regulated record. Establish retention, deletion, correction, and subject-access procedures that work with the chosen architecture and applicable law. Test backups and replicas as well as live nodes; deleting an application record does not necessarily remove copies held elsewhere.

Enterprise requirements usually fail at the boundaries: identity providers, financial or operational systems, monitoring platforms, data warehouses, and partner workflows. Replace mock interfaces with the production systems and organizations that the service must actually connect to. Include error handling, retries, duplicate messages, schema changes, time synchronization, and reconciliation.

The OECD recommends interoperability with other blockchains, existing IT systems, and open standards. The Bank of England’s DLT Innovation Challenge 2025: Final Report adds an important caution: interoperability mechanisms can move trust and operational dependencies across systems rather than eliminate them. For every bridge, API, oracle, or exchange service, identify the new operator, failure mode, data authority, and security dependency.
Separate tested scope from enterprise scope
The FDA DSCSA pilot explicitly kept several capabilities out of scope, including full network integration beyond one integration, interoperability between blockchain protocols, single sign-on or enterprise authentication and authorization, and enterprise security integration. Use that example as a checklist: mark each excluded capability and decide whether it is mandatory for production. A pilot that omits an enterprise identity system has not demonstrated enterprise identity readiness, even if its transaction flow is correct.
6. Exercise performance, resilience, and security under realistic conditions
Run controlled tests that reflect the workload, participant behavior, and failure conditions expected after launch. Measure latency distributions and error rates, not only averages. Include normal volume, peak bursts, slow or disconnected participants, invalid transactions, and backlogs.
Minimum resilience scenarios
- Stop or isolate a node and verify consensus, alerting, and recovery.
- Disable an API, indexer, middleware service, or identity provider and observe user impact.
- Rotate or revoke keys, then test legitimate recovery and blocked unauthorized access.
- Restore from backup and verify ledger integrity, application state, and audit continuity.
- Apply a software or smart-contract upgrade using the proposed approval and rollback process.
- Simulate a participant dispute, malformed data, replay attempt, or duplicate submission.
The Bank of England report treats finality and security, scalability, network and asset control, and interoperability as connected design themes. Faster processing can reduce resilience or increase operational concentration; additional layers can improve control while adding dependencies. Record the trade-off behind each design choice instead of presenting a single throughput number as proof of readiness.

7. Make operational readiness a launch requirement
Production service depends on people and procedures as much as protocol behavior. Assign named owners for monitoring, alert triage, log review, incident response, participant support, upgrades, backup verification, and restoration. Define escalation paths across organizations and test them outside the development team.
Operational monitoring should reveal node health, transaction queues, failed validations, identity events, key events, API errors, and unusual access. The FDA DSCSA pilot requirements included self-monitoring, operator health and log access, automatic deployment and self-tests, and serviceability expectations. Treat these as examples of operational detail to specify, not as a universal checklist or target. Any task excluded from the pilot needs an owner, procedure, and acceptance test before launch.
8. Obtain context-specific legal and compliance review
Map the jurisdictions, industries, assets, participants, and categories of personal or regulated data involved. GAO identifies legal and regulatory uncertainty as a challenge for organizations considering blockchain. The OECD recommends assessing relevant policy, legal, and regulatory requirements, including cross-border requirements.
Ask counsel and compliance specialists to review who is responsible for records, whether participants become controllers or processors of shared data, how immutable entries interact with correction or deletion duties, where nodes and backups are located, and what evidentiary status the ledger has. Also review licensing, consumer protection, financial crime controls, records retention, outsourcing, and incident-notification obligations where relevant. This is a review process, not a generic legal conclusion; the answer depends on the actual deployment and jurisdictions.

9. Choose whether to remediate, rescope, or stop
Use evidence from the gates above to make an explicit decision. Avoid an indefinite pilot in which every failed test becomes another feature request.
| Decision | Use it when | Required action |
|---|---|---|
| Remediate | The multi-party trust problem is real and the gaps are measurable engineering or operational defects. | Assign owners, corrective actions, retest dates, and release-blocking thresholds. |
| Rescope | The concept is useful, but the current participant set, data type, geography, or integration boundary is too broad. | Narrow the workflow, reduce sensitive data, change the architecture, and rewrite acceptance criteria. |
| Stop | A conventional system solves the problem more simply, governance is unavailable, or legal and operational risks cannot be controlled. | Preserve required records, document lessons, revoke access, and close the network safely. |
For a finance or risk committee, require a written gap register showing each requirement, test evidence, owner, residual risk, and decision. “Pass” should mean the stated threshold was met under stated conditions; “not tested” is not a pass.
10. Compare architecture options on the same axes
If the pilot is being redesigned, compare alternatives against the business problem rather than debating labels. The Bank of England’s challenge report observed that permissioned or layered designs were typically associated with stronger control and compliance capabilities, while open designs depended on additional governance and trust arrangements. That is a reported pattern, not a universal ranking.
