What to Check Before Buying a Retirement Home in Texas

By TheFinanceBase Team 12 min read

Before buying a Texas home for retirement, verify five things: the building’s condition, the seller’s disclosures, ownership and liens, flood and insurance exposure, and the property’s total tax and carrying cost. Then test whether the specific location and layout fit your transportation, health-care, accessibility and support needs. A disclosure form is not an inspection, and a lender’s appraisal is not a substitute for either one.

The checks below are designed for a particular address and contract. Texas rules, exemptions, insurance availability and property facts can change, so confirm current details with the relevant county appraisal district, title professionals, insurers and licensed inspectors before you commit.

Start with the retirement decision, not the listing

A retirement home should work for the years when driving, climbing stairs, doing repairs or living alone may become harder. A visually attractive house can be a poor retirement choice if essential services require a long drive, the floor plan cannot accommodate mobility equipment, or upkeep consumes money and energy that you expected to use elsewhere.

Write down your non-negotiables before comparing properties. Include a realistic budget for purchase, taxes, insurance, utilities, maintenance and periodic capital repairs. Decide whether you need a one-level living area, a bedroom and full bathroom on the entry floor, a low-maintenance exterior, space for a caregiver or family member, and room for medical equipment. Identify who could help with transportation, emergencies, home maintenance and daily tasks, and how far away that support may be.

The available Texas-wide material does not establish which city, county or community is best for every retiree. Evaluate each candidate address for your own access to physicians, hospitals, pharmacies, groceries, public or private transportation, social connections and emergency support rather than relying on a statewide “best place” ranking.

Check the home’s physical condition

Condition is usually the largest source of unexpected ownership cost. Look beyond cosmetic updates and determine whether the structure and major systems can support safe, affordable occupancy.

Review the seller’s disclosure first

For a previously occupied single-family residence, the Texas Real Estate Commission (TREC) provides a Seller’s Disclosure Notice covering material facts and physical condition. The TREC page identifies the form’s effective date as May 28, 2026: Seller’s Disclosure Notice.

Read every answer and attachment before making an offer. Pay special attention to water intrusion, foundation movement, roof age, plumbing or electrical work, termite activity, additions, insurance claims, prior repairs, environmental hazards and disputes. Ask the seller or agent to clarify vague answers and obtain invoices, permits, warranties or engineering reports when they are mentioned.

The form is a source of information, not a guarantee. It may not reveal every defect, and an owner may not know about a concealed or intermittent problem. Treat an unanswered question, contradiction or unusually general response as a reason to investigate, not as proof that the condition is acceptable.

Hire an independent inspector

Choose a licensed Texas home inspector yourself, rather than accepting a person selected by the lender, seller or real estate agent. The Texas Attorney General recommends a professional inspection and appraisal independent of the lender or real estate agent and warns consumers to be cautious if anyone insists on a particular provider: Texas Attorney General home-buying guidance.

Texas inspectors of one-to-four-family properties must follow TREC standards of practice. TREC describes the required inspection as “a limited visual survey and basic performance evaluation” of systems and components at the time of the inspection: Real Estate Inspector Standards of Practice. That scope is not a destructive investigation, code-compliance certification, warranty or prediction of future repairs.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Attend if possible and ask the inspector to show you the location and significance of findings. A report that recommends evaluation by a structural engineer, electrician, plumber, roofer, HVAC technician, pest professional or environmental specialist should be followed by that specialist’s written assessment and estimate. Keep the inspection contingency long enough to obtain those opinions and decide whether to renegotiate, request repairs, seek a credit or terminate under the contract.

Focus on retirement-specific hazards

  • Fall risk: uneven walks, loose railings, poor lighting, slippery transitions, steep stairs and bathrooms without practical support points.
  • Access: doorway widths, thresholds, shower entry, turning space, bedroom and bathroom placement, and a route from parking to the living area.
  • Mechanical reliability: remaining life and service history for the roof, heating and cooling equipment, water heater, electrical panel, plumbing supply and sewer or septic system.
  • Resilience: drainage, backup power needs, tree hazards, moisture control and the cost of maintaining the exterior.
  • Documentation: permits for additions and renovations, transferable warranties and receipts that support the seller’s statements.

Price repairs using qualified contractors, not a rough allowance based only on the inspection summary. A low purchase price can disappear quickly when several systems are near the end of their useful lives.

Confirm ownership, title and representation

A house can look perfect while its title carries unpaid taxes, a prior mortgage, judgment, easement, probate issue or another claim that complicates closing or future resale.

Understand what a title company checks

The Texas Attorney General explains that a title company researches the property’s legal status, confirms the seller’s ownership or authority to sell and identifies potential claims such as unpaid taxes or a prior mortgage. Ask for the title commitment as soon as the contract permits, then review the legal description, current owner, exceptions, liens, easements, restrictions and requirements that must be cleared before closing.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not assume that an agent represents you merely because that person is showing the home or preparing documents. Confirm in writing whom the agent represents, what duties are owed and whether you have specifically retained buyer representation. You remain responsible for understanding your contract and obtaining independent legal advice when a title or contract issue is unclear.

Know the special executory-contract qualification

Texas Property Code materials addressing a specified executory-contract setting advise a purchaser to obtain a title abstract or commitment, have an attorney review it and purchase an owner’s title insurance policy. That notice is not a universal instruction that every Texas home purchase uses the same process. If your transaction is an executory contract or otherwise falls within that provision, follow the notice carefully and ask a Texas real-estate attorney what applies. For an ordinary financed or cash closing, ask the title company and your attorney about the appropriate title search and owner’s policy.

An owner’s policy protects the buyer according to its terms against covered pre-existing title defects; it does not replace reading the commitment or resolving listed exceptions. Request explanations for anything you do not understand before the option or termination deadlines expire.

Investigate flood exposure before you fall in love with the house

Flood risk is property-specific and is not limited to homes that appear next to a river. Review the address on current flood mapping, ask about drainage and past water entry, and inspect the lot after heavy rain if practical.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use the disclosure and public records

Texas Property Code materials describe seller-disclosure questions about prior flood damage, flood-insurance claims and FEMA or Small Business Administration assistance. Compare the answers with repair invoices, insurance-loss information available to you, neighbors’ observations and any engineering or drainage documents. A “no” answer does not prove that a property has never flooded; it means only that the seller’s response did not disclose that event.

The same materials state that a home in a high-risk flood zone with a mortgage from a federally regulated or insured lender must carry flood insurance. FEMA also encourages considering flood insurance in high-, moderate- and low-risk areas. Map categories can change, and a lender’s requirement is not a complete measure of your personal risk, so obtain property-specific information before waiving contingencies.

Get insurance quotes for the exact address

Request homeowners and, where appropriate, flood quotes early enough to change your purchase decision. Premiums, deductibles, exclusions and availability can vary substantially by address, construction, claims history and insurer underwriting.

The Texas Department of Insurance recommends comparing:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • the amount needed to rebuild the dwelling, rather than the purchase price alone;
  • coverage for other structures, personal property, liability and additional living expenses;
  • all-risk (open-peril) coverage versus named-peril coverage;
  • replacement cost versus actual cash value settlement;
  • deductible amounts and whether separate wind, hail or storm deductibles apply;
  • discounts, eligibility conditions and policy exclusions; and
  • extra coverage such as flood or wind and hail insurance when the standard policy does not provide it.

Use the Department’s guide, How to shop smart for home insurance, and the Office of Public Insurance Counsel’s homeowners and flood insurance checklists to organize questions. Do not assume a homeowners policy covers flooding, or that a flood policy covers every type of water damage; read the policy terms and ask the insurer to explain exclusions, waiting periods, limits and deductibles.

Calculate property taxes using the future bill, not the seller’s current bill

A seller’s tax bill may reflect a different exemption, ownership history or appraised value than you will have after purchase. Build your estimate from the property’s current appraisal information, each local taxing unit’s rate and the exemptions for which you personally qualify.

Understand the residence homestead exemption

Under current Texas Comptroller guidance accessed in 2026, school districts must provide a $140,000 residence homestead exemption from taxable appraised value. General eligibility requires an ownership interest and use of the property as your principal residence. Cities, counties, community-college districts and other taxing units may adopt additional exemptions, so the school-district amount is not a complete estimate of your bill. See the Comptroller’s Property Tax Exemptions guidance.

Check the age-65 benefit

A person age 65 or older who owns an interest in the property and occupies it as a principal residence is eligible under current Comptroller guidance for an additional $60,000 school-district residence homestead exemption. Local optional exemptions and tax limitations may also apply. The amount reduces taxable appraised value; it is not a cash rebate, and actual savings depend on the property’s taxable value and local tax rates. Review the Comptroller’s Age 65 or Older or Disabled Persons information and confirm eligibility, deadlines and filing procedures with the county appraisal district.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ask the appraisal district how a purchase during the year affects the exemption, whether the prior owner’s limitation carries over (usually do not assume it does), and how to protest an appraisal if the value appears incorrect. Keep records showing ownership and principal-residence use.

Measure the home’s total carrying cost

Affordability is more than the mortgage payment. For each candidate, create a 12-month estimate and a reserve for irregular costs.

  • Principal and interest, if financed.
  • Property taxes after your own likely exemptions, using rates for every taxing unit.
  • Homeowners, flood, wind or hail and umbrella liability premiums, including deductibles.
  • Utilities, water, sewer, trash, internet and security.
  • Routine maintenance, lawn care, pest control and pool or private-road fees.
  • Known near-term replacements such as roof, HVAC, plumbing, electrical, windows or appliances.
  • Condominium, homeowners-association or special-assessment charges, where applicable.
  • Transportation costs and the value of time required to reach medical care, shopping and support.

Use written insurance quotes and contractor estimates. If the payment works only when taxes, insurance or maintenance are unrealistically low, the home is not affordable for retirement.

Compare two or more Texas homes on the same decision axes

Put comparable evidence in one worksheet instead of relying on the emotional impression of a showing.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Decision axis Questions to answer for each home Evidence to keep
Condition and repairs What did the inspection find? Which items are safety issues, immediate repairs or future capital costs? Inspection report, specialist reports, permits, bids and negotiated credits or repairs
Title and ownership Who owns the property, what liens or claims appear, and which exceptions remain? Title commitment or abstract, payoff information, recorded documents and attorney or title-company explanations
Flood and insurability Has it flooded or received assistance? What are the map indicators, deductibles, exclusions and available policies? Seller disclosure, flood-risk information, written homeowners and flood quotes, policy forms and claims answers
Taxes and carrying cost What are the local rates, likely appraised value, exemptions, insurance premiums and annual maintenance needs? Appraisal-district records, tax-rate information, exemption confirmation, quotes and a 12-month budget
Later-life fit Can you safely use the home now and if mobility, driving or support needs change? Room measurements, access checklist, travel times and a plan for care, transportation and maintenance

Keep “later-life fit” as your own decision criterion. The statewide material available for this guide does not rank Texas communities for health care, transit or social support.

Use a staged due-diligence process

  1. Before offering: Walk the property at different times if possible; note drainage, noise, traffic, stairs, access and nearby services. Obtain a preliminary insurance discussion and estimate taxes using public appraisal information.
  2. When writing the offer: Preserve inspection, financing, title and insurance contingencies and deadlines that give you time to obtain reports and quotes. Do not waive a protection merely because a competing offer is present without understanding the financial risk.
  3. Immediately after acceptance: Order an independent inspection, read the entire disclosure, and request records for repairs, permits, claims, additions and systems. Send follow-up questions in writing.
  4. During the option or due-diligence period: Obtain specialist evaluations and firm bids for material problems. Review the title commitment, ask about liens and exceptions, and confirm who represents you. Order written homeowners and flood quotes for the exact address.
  5. Before terminating or renegotiating: Recalculate the purchase price plus repairs, deductibles, taxes, insurance and reserves. Compare that total with another candidate home, not just with the seller’s asking price.
  6. Before closing: Verify that agreed repairs are complete, obtain paid invoices and warranties, confirm title requirements are cleared, check the final settlement figures and make sure the intended exemptions and insurance arrangements are understood.
  7. After closing: File the residence homestead application and any age-related exemption request with the county appraisal district when eligible, retain closing and repair records, and calendar insurance renewals, tax notices and major maintenance.

Red flags that should slow or stop the purchase

  • The seller discourages an independent inspection or insists on a particular inspector.
  • Disclosure answers conflict with visible conditions, prior listings, permits or contractor records.
  • A title commitment lists unresolved liens, ownership uncertainty, unusual restrictions or exceptions that no one can explain.
  • An insurer will not quote the address, offers only restrictive terms, or identifies deductibles you cannot afford.
  • Flood history, drainage or assistance records are incomplete, disputed or minimized without supporting documentation.
  • The budget depends on the seller’s exemptions, an optimistic future appraisal, unusually low insurance or no repair reserve.
  • The layout requires stairs or extensive modifications that your budget and support network cannot realistically handle.

When a red flag appears, pause the timeline and obtain the missing evidence. If the contract gives you a right to terminate during a contingency or option period, use that right according to its terms rather than allowing a deadline to pass while waiting for informal assurances.

A practical final checklist

  • I have read the complete seller’s disclosure and documented follow-up questions.
  • An inspector I selected independently has examined the home, and I understand the report’s limited, point-in-time scope.
  • Specialists have evaluated material defects, and I have written repair estimates or a funded reserve.
  • The title commitment or applicable abstract has been reviewed, ownership is clear, and liens and exceptions have a documented resolution.
  • I know whom each real-estate professional represents and have independent legal advice for unusual contract or title arrangements.
  • I have checked flood history and risk and received written homeowners and, if appropriate, flood, wind or hail insurance terms for this address.
  • I calculated taxes using local taxing units and only the exemptions for which I am likely eligible.
  • The home works for my transportation, health-care, accessibility, maintenance and support needs now and under plausible later-life changes.
  • The all-in annual budget remains comfortable after including deductibles, repairs and a contingency reserve.

Bottom line

Buy a Texas retirement home only after the specific address survives independent inspection, title and lien review, flood and insurance investigation, and a tax-and-carrying-cost calculation based on your own eligibility. Then make the personal fit decision: a home that is sound and insurable but difficult to access or far from essential support may still be the wrong retirement home.

Frequently Asked Questions

Can the seller’s disclosure replace a home inspection in Texas?

No. The disclosure reports information known to the seller, while a TREC-regulated inspection is a limited visual survey and basic performance evaluation at a particular time. Use both and investigate issues with qualified specialists when necessary.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Is flood insurance required for every Texas home?

No. A federally regulated or insured lender generally requires it for a home in a high-risk flood zone. Flooding can also occur in moderate- or low-risk areas, so check the exact property and discuss coverage with an insurer.

Do the $140,000 and $60,000 Texas exemptions come back as cash?

No. They reduce taxable appraised value for eligible homeowners; actual savings depend on local tax rates and the property’s value. Confirm eligibility and filing procedures with the county appraisal district.
