Bitcoin is not yet post-quantum, and no Bitcoin-wide migration plan has been activated. Today’s ECDSA and Schnorr signatures depend on public-key cryptography that a sufficiently capable quantum computer could attack. The immediate wallet issue is whether an output’s public key has been exposed: once it is visible on-chain, a future attacker could try to derive the private key and spend the coins. Bitcoin Improvement Proposals (BIPs) 360 and 361 describe possible ways to introduce quantum-resistant spending, but both remain proposals rather than consensus rules.

For owners, the sensible response is preparation rather than panic: avoid address reuse, protect seed backups and signing devices, keep software current, document recovery details, and wait for an adopted Bitcoin output type before moving funds for “quantum” reasons.

What “post-quantum Bitcoin” means

Post-quantum Bitcoin would use transaction-output and signature mechanisms designed to remain secure against both conventional computers and future quantum computers. That requires more than a new hardware wallet. Bitcoin’s consensus rules would need to recognize new output scripts and signature checks; wallet software would need to create and spend those outputs; nodes and services would need to relay and validate them; and users would need to move coins from older outputs.

Bitcoin currently relies on ECDSA and Schnorr signature paths. A powerful enough quantum computer could attack the public-key mathematics behind those signatures. The risk is not that a quantum machine can instantly empty every wallet. It is that an attacker who can obtain a target public key may eventually derive the corresponding private key and authorize a spend.

“Post-quantum” therefore describes a protocol property, not a product label. A device can isolate keys well and still sign transactions that use quantum-vulnerable Bitcoin scripts.

Why public-key exposure changes the wallet risk

Hidden keys in hashed-address outputs

Many unspent outputs keep the public key hidden behind an address hash until the owner spends. An observer can see the hash on-chain, but not the full public key needed for a direct public-key attack. This is a different exposure profile from an output whose public key has already appeared.

Outputs that have revealed a public key

When a coin is spent, the spending data normally reveals the public key needed to verify the signature. Some address and script designs also expose key material earlier. Those outputs would present a clearer target if a cryptographically relevant quantum computer became available.

Why address reuse matters

Reusing an address can leave additional value associated with an already-exposed public key and makes it harder to separate newly received funds from an exposed output. Avoiding reuse limits the amount that would have to be migrated from any one revealed key. It also improves ordinary privacy and makes a future rescue operation easier to organize.

This does not mean every unspent output with a hidden key is safe forever. A migration could still require moving legacy coins, and the timing of a quantum attack is unknown. Exposure is a way to prioritize risk, not a permanent guarantee.

What BIP-360 proposes

BIP-360 describes a Pay-to-Merkle-Root output structure. The design commits to a script tree so that future post-quantum signature opcodes could be added as spending paths without requiring today’s output to expose a conventional public key in the same way. The proposal also addresses long-exposure attacks: coins can remain unspent for years, so an output format should not assume that a short period of public-key secrecy is sufficient.

BIP-360 is an output and script-tree design. It does not by itself select a final post-quantum signature algorithm, set an activation date, or move anyone’s coins. Those decisions would still require Bitcoin engineering, review and consensus.

What BIP-361 proposes

BIP-361 focuses on a staged migration for quantum-vulnerable unspent transaction outputs (UTXOs). Its draft describes two broad phases:

  1. Phase A: after activation, transactions could send from legacy scripts to post-quantum scripts for approximately 160,000 blocks.
  2. Phase B: two years after Phase A activation, the rules would tighten legacy ECDSA and Schnorr spending, with the aim of preventing indefinite reliance on vulnerable outputs.

Those intervals are draft mechanics, not a live timetable. BIP-361 has not activated on Bitcoin, and there is no consensus-approved date for either phase. The proposal also discusses rescue paths for legacy funds and hardened BIP-32 derivation as a possible knowledge asymmetry. That derivation idea is proposal text, not a guaranteed protection: users should not assume that hardened derivation alone makes a wallet quantum-safe.

How a real migration would work

A functioning migration would have to connect four pieces:

  • Consensus support: Bitcoin nodes would need rules for validating new output types and signatures.
  • Wallet support: software would need to generate post-quantum addresses, sign transactions and restore accounts correctly.
  • Infrastructure support: exchanges, payment processors, miners, block explorers and custodians would need to relay and recognize the new outputs.
  • User action: owners would need to identify legacy UTXOs and move them under the adopted rules.

During a transition, users could face mixed wallets containing legacy and post-quantum outputs. Fee estimation, coin selection, backup formats and hardware signing would all matter. A migration that is technically valid but poorly supported by wallet recovery tools could create operational losses even without a cryptographic attack.

Current Bitcoin versus proposed approaches

Aspect Current Bitcoin BIP-360 concept BIP-361 draft concept
Primary focus Existing ECDSA and Schnorr spending paths Pay-to-Merkle-Root script-tree output structure Staged treatment of legacy, quantum-vulnerable UTXOs
Post-quantum signature choice Not provided by current paths Leaves room for future signature opcodes Would require supported post-quantum scripts and signatures
Migration mechanism No Bitcoin-wide post-quantum migration rule Future-compatible output structure Draft Phase A and Phase B enforcement sequence
Timing In force now No activation schedule Approximately 160,000 blocks in draft Phase A; Phase B two years later, if activated
Status Active consensus rules Proposal, not consensus Draft proposal, not consensus

Neither proposal proves that a particular consumer wallet or signing device is quantum-resistant. Support would begin only after the Bitcoin network adopts specific rules and wallet software implements them.

What NIST’s standards do—and do not—decide for Bitcoin

The National Institute of Standards and Technology finalized three principal post-quantum cryptography standards on August 13, 2024:

  • FIPS 203 (ML-KEM): a post-quantum key-establishment standard.
  • FIPS 204 (ML-DSA): a post-quantum digital-signature standard.
  • FIPS 205 (SLH-DSA): a stateless hash-based digital-signature standard.

NIST says organizations should begin migration work now, including cryptographic inventories, risk management, interoperability testing and benchmarking. It specifically identifies FIPS 204 and FIPS 205 as signature schemes designed to resist future quantum-computer attacks.

These are general cryptography standards, not Bitcoin consensus upgrades. Bitcoin still needs to decide which algorithms, encodings, opcodes, address formats and fee rules—if any—to adopt. A wallet that supports an NIST algorithm in another application cannot automatically spend a Bitcoin output using that algorithm.

“Now is the time to migrate to new post-quantum encryption standards, before quantum computers put today’s encryption at risk.” — National Institute of Standards and Technology

How soon is the threat?

No dependable date exists for a cryptographically relevant quantum computer. BIP-361 repeats a 2027–2030 estimate attributed to McKinsey, but that is an uncertain forecast rather than a settled timetable. Hardware progress, error correction and the resources needed to attack Bitcoin keys remain open technical questions.

Uncertainty cuts both ways. A near-term date should not be presented as fact, but waiting for a public demonstration of an attack could leave too little time for a global migration. The practical planning question is whether wallets, exchanges and users can inventory and move vulnerable UTXOs before an attacker can exploit exposed public keys.

What Bitcoin holders should do now

1. Stop creating avoidable exposure

  • Use a new receiving address for each payment when your wallet supports address generation.
  • Do not consolidate exposed and unexposed coins unnecessarily; consolidation can reveal keys and increase the value associated with an exposed output.
  • Track which UTXOs have been spent from or otherwise have visible public keys.

2. Protect the keys that exist today

  • Keep seed phrases offline and protect every backup from theft, fire and unauthorized access.
  • Use a signing device from a vendor with a clear update process, but do not confuse key isolation with post-quantum signatures.
  • Keep wallet, node and firmware software current through authentic distribution channels.

3. Document recovery information

Record the wallet’s derivation paths, account structure, address type and backup procedure. A future migration tool may need to locate every legacy UTXO, and an incomplete derivation record can make apparently recoverable funds difficult to move.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

4. Test recovery with small amounts

Restore a wallet on a separate device or installation using a small test balance. Confirm that addresses, account indexes and signing behavior match the original. Do this before a migration deadline exists, not while a network-wide rush is underway.

5. Watch the right announcements

Follow Bitcoin Improvement Proposal discussions, Bitcoin Core release notes and announcements from the wallet software you actually use. Look for an adopted output type, finalized consensus rules, interoperable address formats and documented recovery support. A proposal’s publication is not activation, and a vendor’s announcement is not network-wide compatibility.

How to evaluate a future “quantum-resistant” wallet

When a real choice appears, evaluate the protocol and the operational details together:

Question Why it matters
Which Bitcoin consensus rule does it use? A proprietary format cannot spend coins on the network unless nodes recognize it.
Which signature algorithm and security assumptions apply? “Quantum-proof” is meaningless without a named, reviewable construction and parameters.
How large are signatures and witnesses? Post-quantum signatures may change transaction size, fees and block-space demand.
Is code independently reviewable? Auditable implementations make cryptographic and recovery claims easier to assess.
Does hardware signing support the same output? A wallet may display an address but fail when signing or restoring a post-quantum spend.
How are backups and inheritance handled? Larger keys, new metadata or changed derivation rules can alter recovery procedures.
What happens to exposed legacy UTXOs? The migration plan must explain whether and how already-exposed coins can be rescued.
Who governs upgrades? Clear activation, review and rollback procedures reduce the risk of a fragmented ecosystem.

Do not move funds to a product marketed as “quantum-proof” unless it names an adopted Bitcoin protocol, has independently reviewable code and is supported by the network you use.

Common mistakes and how to avoid them

Assuming a hardware wallet is automatically quantum-resistant

Hardware wallets protect private keys from malware and reduce signing exposure. They do not change Bitcoin’s signature algorithm. Quantum resistance depends on the output and signature rules accepted by the network.

Moving coins merely because a proposal exists

Sending funds to an unsupported script can make them unspendable. Wait for wallet and node support tied to an adopted consensus change, and verify recovery on small amounts first.

Treating a hidden public key as permanent protection

Hashed-address outputs have a different exposure profile, but they may still need migration. Avoid reuse and maintain an inventory rather than assuming secrecy lasts indefinitely.

Ignoring transaction economics

Post-quantum signatures and witnesses could be larger than today’s data. Larger transactions may require more fee and block space. A migration plan must account for fee spikes, batching, coin selection and the possibility that many holders move funds at once.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Confusing NIST compliance with Bitcoin compatibility

A system can implement FIPS 203, FIPS 204 or FIPS 205 and still have no way to spend Bitcoin. General cryptography standards and Bitcoin’s script, address and activation decisions are separate.

What remains unknown

  • No dependable date has been established for a cryptographically relevant quantum computer.
  • No finalized Bitcoin consensus migration has been adopted.
  • No shipping consumer hardware wallet with deployed post-quantum Bitcoin signatures is established by the available evidence.
  • The final Bitcoin opcode, address format, signature algorithm, fee impact and activation process remain undecided.

Those unknowns are why preparation should focus on operational readiness and verified information, not speculative purchases or emergency transfers.

A practical readiness checklist

  • Use fresh receiving addresses and avoid reuse.
  • Identify which wallet outputs have exposed public keys.
  • Secure seed backups and signing devices.
  • Record derivation paths, address types and account structure.
  • Perform a small-value recovery test.
  • Keep wallet, node and firmware software updated.
  • Monitor adopted Bitcoin rules, not just proposal headlines.
  • Before any migration, test the new output type, backup process and spending path.
