What Is a Co-Generation Project and How Does It Generate Power and Heat?

A co-generation project—also called cogeneration or combined heat and power (CHP)—makes electricity or mechanical power and useful thermal energy from one energy source at the same time. A prime mover such as an engine or turbine drives a generator, while equipment captures heat that would otherwise be wasted and sends it to a process, building-heating system, or hot-water loop. Because the power and heat are produced together, a CHP project can use fuel more efficiently than separate power generation and heat production—but only when a site has a dependable, well-matched need for both.

What a co-generation project actually does

In a conventional arrangement, a utility power plant produces electricity and rejects much of the fuel’s heat. A building or factory then buys electricity and separately burns fuel in a boiler or water heater for thermal energy. CHP combines those functions at one facility, or at a district-energy plant serving several buildings.

The formal U.S. Department of Energy definition is “the concurrent production of electricity or mechanical power and useful thermal energy (heating and/or cooling) from a single source of energy.” The thermal output is useful only when the site can actually use it. Heat that cannot be used is not an economic or efficiency benefit simply because a recovery device captures it.

Projects may use natural gas, oil, biogas, biomass, or heat recovered from an existing industrial process. Some renewable fuels require processing before they can be used. The fuel, the quality and timing of the heat demand, the electrical load, utility rates, and interconnection requirements all affect whether a project makes sense.

How CHP generates electricity and useful heat

A working installation integrates four functions. Leaving out any one of them changes the project’s purpose or economics.

1. Prime mover

The prime mover converts fuel or process energy into mechanical power, high-temperature gas, or steam. Common choices include reciprocating engines, combustion turbines, steam turbines, microturbines, and fuel cells. The appropriate choice depends on facility size, operating pattern, available fuel, required heat temperature, and the relationship between electric and thermal loads.

2. Generator

A generator converts rotational or electrochemical output into electricity. Some prime movers can also provide mechanical power directly for equipment, although most facility projects use a generator and an electrical switchgear system to serve on-site loads and, where allowed, interact with the utility.

3. Heat recovery

Heat-recovery equipment captures energy from engine coolant, exhaust, turbine exhaust, steam, or another industrial process. It can produce hot water or steam for process heating, space heating, or domestic hot water. With additional equipment, recovered heat can drive cooling, creating a combined cooling, heat, and power arrangement.

4. Electrical interconnection

The project must connect safely to the facility’s electrical system and, when applicable, the utility grid. Interconnection studies, protection equipment, operating controls, and utility rules are site-specific. A design that works technically in isolation may need changes before it can operate alongside the grid.

Two basic CHP configurations

Topping cycle: power first, heat second

In the common topping-cycle arrangement, fuel is burned in a reciprocating engine or combustion turbine. The machine produces electricity, and a heat-recovery device captures exhaust or other engine heat for steam or hot water. The recovered heat then serves a process, heating loop, hot-water demand, or—if paired with suitable equipment—a cooling system.

This configuration is a natural fit when a facility needs electricity and has a steady use for medium- or high-temperature heat. The design must still account for seasonal changes: a project sized for winter heating may have excess thermal output in warmer months unless the site has year-round process or hot-water demand.

Bottoming cycle: heat first, power from waste heat

A bottoming-cycle or waste-heat-recovery project starts with an industrial process that produces high-temperature heat. Instead of discarding that heat, the facility uses it to make steam or another working fluid that turns a turbine connected to a generator. This approach can suit energy-intensive industrial operations where the process heat is unavoidable and continuous.

The two configurations are not interchangeable. Topping-cycle equipment is selected around fuel combustion and the site’s electric and thermal loads; bottoming-cycle equipment is selected around the temperature, timing, and quantity of process waste heat. An engineer must determine whether the heat is available at a usable quality and whether the resulting electricity matches the facility’s needs.

CHP technology options

EPA’s technology catalog identifies several commercially available prime-mover categories. They differ in fuel flexibility, output characteristics, heat quality, and operating requirements; there is no universal “best” technology.

Prime mover Typical energy pathway What determines suitability
Reciprocating engine Fuel combustion drives an engine and generator; engine and exhaust heat can be recovered. Electrical and thermal load size, operating hours, fuel availability, and required heat conditions.
Combustion turbine Combustion gases drive a turbine and generator; hot exhaust can supply recovered heat. Site load profile, fuel supply, heat demand, and interconnection requirements.
Steam turbine A boiler or recovered process heat makes steam that drives a turbine and generator. Reliable steam source, process conditions, and the facility’s electric and thermal requirements.
Microturbine A small turbine produces electricity, with heat available for recovery. Project scale, load pattern, fuel, and useful heat demand; universal performance values are not stated in the cited catalog.
Fuel cell An electrochemical system produces electricity and can provide recoverable heat. Fuel processing, required output, operating profile, and the temperature and use of available heat.

These categories should be compared on the same basis: electrical output, amount and temperature of recovered heat, annual operating hours, fuel security, maintenance needs, emissions, utility rates, and resilience objectives. A nameplate rating alone cannot show whether a system will perform well at a particular site.

Where co-generation projects fit

EPA lists industrial facilities, commercial buildings, multifamily residential buildings, hospitals, universities, municipal facilities such as wastewater plants, and district-energy systems as potential CHP applications. The strongest candidates usually have electrical and useful thermal needs that overlap for much of the year.

Industrial facilities

Factories may need continuous steam, hot water, drying heat, or other process energy while also consuming substantial electricity. A topping-cycle system can provide both, while a bottoming-cycle system can convert unavoidable process waste heat into electricity.

Buildings and institutions

Hospitals, universities, offices, hotels, and multifamily properties may combine electricity with space heating, domestic hot water, or cooling demand. Their suitability depends on occupancy schedules, seasonal loads, available fuel, and whether thermal demand remains high enough outside the heating season.

Municipal and district systems

Wastewater plants can have biogas resources and steady energy needs. District-energy plants can distribute electricity or thermal energy to multiple buildings, but they add distribution infrastructure and coordination requirements that a single-building project does not have.

Efficiency: useful, but not automatic

DOE says it is reasonable to expect CHP applications to operate at 65%–75% efficiency. EPA describes CHP systems as capable of efficiencies over 80%, compared with about 50% for typical conventional electricity generation plus an on-site boiler. These figures come from different official descriptions and are general comparisons, not a guaranteed result for a proposed installation.

Comparison Published figure How to interpret it
CHP expected operation 65%–75% DOE’s general range; actual performance depends on the technology and site.
CHP achievable figure Over 80% EPA’s description of potential CHP efficiency when useful heat is counted.
Separate conventional power and on-site boiler About 50% Reference comparison used by DOE and EPA; the exact boundary and accounting method matter.

Efficiency calculations count useful thermal energy, so a system that produces heat without a customer for it may not deliver the expected benefit. A project should be evaluated against the site’s actual alternative—purchased electricity plus a boiler, purchased steam, electric heating, or another arrangement—not against an abstract national average.

Emissions, fuel choice, and the changing grid

CHP can reduce fuel use when one fuel stream supplies both power and useful heat. It can also support reliability by generating electricity on-site. Neither outcome is automatic. Emissions depend on the CHP system’s efficiency, its fuel, what separate power and heat it replaces, and the emissions intensity of the grid.

EPA notes that as the grid becomes cleaner, CHP systems will need low-carbon fuels to remain as clean as—or cleaner than—separate heat and power. A natural-gas project may compare favorably with a dirtier grid today but less favorably as grid generation decarbonizes. Biogas, biomass, or recovered process heat may change the comparison, but their availability, processing, emissions, and sustainability must be assessed for the specific facility.

A practical way to evaluate a project

Screening should precede equipment selection. EPA provides a CHP screening tool and a calculator that compares estimated fuel use and carbon dioxide and nitrogen-oxide emissions with a separate heat-and-power case. Those tools are screening resources, not substitutes for engineering, financial, permitting, and interconnection studies.

  1. Map energy demand over time. Gather interval electricity data and thermal-load data by hour, month, and operating season. Identify steam, hot-water, process-heat, cooling, and mechanical-power requirements.
  2. Test load coincidence. Determine how often electric demand and useful thermal demand occur together. Flag periods when recovered heat would have no practical use.
  3. Define the heat requirement. Record the required temperature, pressure, flow, and quality of steam or hot water. Low-temperature building heat cannot automatically replace a high-temperature industrial process.
  4. Compare fuels and prime movers. Check fuel availability, pressure or processing requirements, backup options, maintenance, and the candidate technology’s operating range.
  5. Model the financial baseline. Compare capital and operating assumptions with the facility’s actual electricity, gas, steam, and demand charges. Include expected run hours and the cost of handling unused heat.
  6. Assess grid interconnection. Confirm protection, controls, export rules, standby service, and any utility studies required before construction.
  7. Evaluate emissions and resilience. Compare carbon dioxide and nitrogen-oxide emissions with the separate-power-and-heat case. Decide whether islanding, backup operation, or critical-load support justifies additional equipment.
  8. Commission a project-specific study. A qualified engineer should validate sizing, heat-recovery design, controls, safety, permitting, financing assumptions, and lifecycle performance before a final investment decision.

Financial questions a project owner should ask

The economic value comes from avoided purchases and operational benefits, not from the label “CHP.” Ask how much electricity the project will displace, how much recovered heat will be used, what fuel and maintenance costs will be incurred, and how utility rates vary by time or demand. A system that operates only a few hours or frequently rejects heat may underperform a smaller design or a conventional arrangement.

Reliability has a financial dimension as well. On-site generation may reduce exposure to outages, but continued operation during a grid interruption requires appropriate controls, protection, fuel supply, and critical-load design. Those requirements can add cost and complexity. No universal installed-cost range, incentive amount, or permitting rule applies: those figures vary by project scope and jurisdiction and must be obtained locally before being included in a budget.

Common mistakes and how to avoid them

  • Choosing equipment before measuring loads: begin with interval electricity and thermal data, not a preferred technology.
  • Counting all captured heat as useful: credit only heat that displaces a real fuel or energy purchase.
  • Assuming one efficiency number applies everywhere: use the DOE 65%–75% range and EPA’s over-80% description as general references, then model the proposed system.
  • Calling every CHP system low-carbon: compare fuel, efficiency, grid emissions, and the actual separate-power-and-heat alternative.
  • Ignoring seasonal mismatch: examine summer and winter operation and identify a year-round thermal sink.
  • Overlooking interconnection and permits: involve the utility and local authorities early; requirements are site-specific.
  • Treating a screening calculator as a business case: use screening tools to narrow options, then obtain engineering and financial validation.

Key terms

  • Co-generation, cogeneration, or CHP: simultaneous production of electricity or mechanical power and useful thermal energy from one source.
  • Prime mover: the engine, turbine, fuel cell, or other device that converts energy into mechanical or electrical output.
  • Topping cycle: electricity is produced first and heat is recovered from the generation process.
  • Bottoming cycle: industrial process heat is used first, then recovered to produce electricity.
  • Useful thermal energy: heat or cooling that serves a real process, building, or hot-water demand.
  • Electrical interconnection: the equipment, controls, and utility process required to connect on-site generation to a facility or grid.

The Bottom Line

A co-generation project is worthwhile when a facility has sustained, coincident electricity and thermal demand, a suitable fuel or waste-heat source, and a design that beats the site’s real separate-power-and-heat alternative. Measure the loads first, compare technologies and emissions on a like-for-like basis, and treat screening results as the start of—not the substitute for—a project-specific engineering and financial study.
