The annual gap is the deficit, while debt is the accumulated balance of past borrowing. Four forces determine how quickly that balance rises: non-interest spending, federal receipts, interest rates applied to existing debt, and the growth of the economy measured against the debt.
The Congressional Budget Office (CBO) projects that debt held by the public will equal 101% of gross domestic product (GDP) in fiscal year 2026 and 120% in 2036 under laws in place on January 14, 2026. Those are projections, not guaranteed outcomes; new laws, court or administrative actions, interest rates and economic results can all change them.

Deficit and debt are different measures
A deficit is a one-year flow. It occurs when federal outlays exceed receipts during a fiscal year. Debt is a stock: the total amount previously borrowed and still outstanding. A deficit generally requires new borrowing, which adds to debt, although cash-management transactions and other financing factors mean borrowing in a particular period is not always identical to that year’s deficit.
For fiscal year 2026, CBO projects $7.4 trillion in outlays and $5.6 trillion in receipts, producing a $1.9 trillion deficit. The figures come from CBO’s February 11, 2026 Budget and Economic Outlook: 2026 to 2036.

The most useful decomposition is:
- Primary deficit: non-interest spending minus receipts.
- Net interest: interest paid on federal debt minus interest income and other offsetting items.
- Total deficit: the primary deficit plus net interest.
The primary balance shows whether current programs and taxes are balanced before servicing past borrowing. Net interest shows the cost created by earlier deficits and current interest rates.
The four forces behind debt growth
1. Spending above available receipts
When outlays rise faster than receipts, the primary deficit widens unless lawmakers or the economy provide enough additional revenue. Spending can increase because of benefit formulas, enrollment, inflation adjustments, legislated programs, emergencies or discretionary appropriations.
In CBO’s 2026–2036 baseline, Social Security, Medicare and net interest push outlays higher as a share of GDP. Declining discretionary spending as a share of GDP partly offsets those increases, but total outlays rise from 23.3% of GDP in 2026 to 24.4% in 2036. CBO’s 2025 long-term outlook identifies spending on major health programs, particularly Medicare, and Social Security as major long-run pressures. The Government Accountability Office’s 2026 fiscal-health assessment likewise points to Social Security, Medicare, other federal health programs and interest costs.

2. Revenue that does not keep pace
Receipts reduce the primary deficit. A government can have rapidly growing spending without a larger deficit if revenue grows even faster; conversely, flat or falling receipts can enlarge the deficit even when spending is unchanged.

CBO projects receipts of 17.5% of GDP in 2026 and 17.8% in 2036. Those percentages reflect the tax laws, economic forecast and taxable income mix assumed in the baseline, not a permanent relationship between taxes and growth. In CBO’s long-term projection, receipts eventually rise mainly because higher real incomes generate more individual income-tax revenue. Changes in legislation, deductions, exemptions, enforcement, wages, profits and asset values can all alter the result.
3. Interest on accumulated debt
Interest is both a budget expense and a consequence of earlier borrowing. CBO states that “the amount of the federal government’s net interest costs is mainly determined by the amount of debt held by the public and the average interest rate on that debt.” As Treasury securities mature, they are refinanced at prevailing rates. Higher rates therefore raise costs gradually as more of the portfolio turns over; a larger debt balance means those rates apply to more principal.
CBO’s baseline estimates an average interest rate of 3.4% on publicly held debt in 2026, rising to about 3.9% in the final years of the 2026–2036 projection. Net interest outlays increase from $1.0 trillion, or 3.3% of GDP, in 2026 to $2.1 trillion, or 4.6% of GDP, in 2036. If the government borrows to pay interest, that borrowing increases the balance on which future interest is calculated, creating a feedback loop.
4. Economic growth relative to debt
Debt-to-GDP compares a debt stock with one year of national output. Faster nominal GDP growth can make an unchanged debt balance smaller relative to the economy; slower growth can make the ratio larger. Growth also affects receipts and some spending through wages, profits, unemployment and eligibility for programs.

The relationship runs in the other direction as well. CBO warns that mounting federal debt may raise borrowing costs throughout the economy, reduce private investment and slow output growth. That is a projected risk, not a mechanical one-year rule: the outcome depends on interest rates, investor demand, monetary conditions, fiscal policy and the economy’s capacity to grow. CBO examines how different interest-rate and budget paths alter the outlook in its September 24, 2026 analysis.
What CBO’s 2026 baseline shows
The following figures are CBO projections for debt held by the public, not gross federal debt. Dollar amounts are nominal and percentages are shares of GDP.
| Measure | 2026 | 2036 |
|---|---|---|
| Outlays | $7.4 trillion (23.3% of GDP) | 24.4% of GDP |
| Receipts | $5.6 trillion (17.5% of GDP) | 17.8% of GDP |
| Total deficit | $1.9 trillion (5.8% of GDP) | $3.1 trillion (6.7% of GDP) |
| Net interest outlays | $1.0 trillion (3.3% of GDP) | $2.1 trillion (4.6% of GDP) |
| Debt held by the public | 101% of GDP | 120% of GDP |
| Average interest rate on publicly held debt | 3.4% | About 3.9% in the final projection years |
CBO compares the projected 5.8% deficit in 2026 and 6.7% in 2036 with an average deficit of 3.8% of GDP over the previous 50 years. Its long-term outlook projects debt held by the public reaching 156% of GDP in 2055. The 2055 figure is a separate long-horizon projection from the 2026–2036 baseline and should not be read as a precise forecast of a particular future year.
Why Social Security and health programs matter
Social Security spending is linked to the number of beneficiaries, benefit formulas and the earnings history of covered workers. As the population ages, more people receive benefits relative to the working population. Medicare and other federal health programs are affected by enrollment, service use, prices, medical technology and payment rules. CBO’s long-term analysis identifies these programs as central sources of spending growth.

These programs do not automatically determine the deficit by themselves. Their budget effect depends on the revenue collected to finance them, policy changes and economic conditions. They matter because their projected growth is large enough to raise total outlays even while some discretionary categories decline relative to GDP.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How emergencies can move deficits quickly
Deficits can jump when the economy weakens. Treasury’s FY2025 Required Supplementary Information describes sharply higher primary deficits during the 2008–09 financial crisis and severe recession and again in 2020 during the pandemic downturn. In those episodes, spending increased and temporary tax reductions supported households, businesses and recovery while receipts weakened.
This history illustrates why a recession can affect both sides of the budget at once: unemployment and lower profits reduce tax collections, while safety-net payments and emergency measures increase outlays. It does not explain every year of current projections, which are based on a particular set of laws and an economic forecast.

Debt measures: held by the public versus gross debt
Debt held by the public consists mainly of Treasury securities owned by investors outside the federal government, including households, financial institutions, businesses, state and local governments, the Federal Reserve and foreign investors. This is the measure CBO uses for its headline debt-to-GDP projections because it represents borrowing from the public.

Gross federal debt also includes intragovernmental holdings, such as Treasury securities in federal trust funds. The two measures answer different questions and should not be mixed in a chart or comparison. A statement about CBO’s 101% or 120% ratios must specify that it refers to debt held by the public.
GAO reported publicly held debt of $31.3 trillion in April 2026. Its current-policy simulation projects debt at 123% of GDP in 2036. That is a separate analysis from CBO’s baseline, with different methods and policy assumptions; the figures are not interchangeable.
How to read a debt projection correctly
- Check the debt definition. Confirm whether the number is debt held by the public or gross federal debt.
- Check the fiscal year and horizon. A 2036 estimate cannot be compared casually with a 2055 estimate.
- Separate dollars from GDP shares. Inflation and economic growth can increase nominal dollars while changing the ratio differently.
- Identify the deficit concept. A primary deficit excludes net interest; a total deficit includes it.
- Read the policy baseline. CBO’s February 2026 projection reflects laws in force on January 14, 2026 and economic information available through December 3, 2025.
- Treat outcomes as conditional. Later legislation, administrative or judicial actions, interest rates and actual growth can move results away from the baseline.
What would slow or accelerate debt growth?
Debt growth slows when the primary deficit narrows, interest costs fall, or GDP grows faster than debt. A primary surplus—receipts exceeding non-interest spending—can reduce borrowing before interest is counted, although total deficits may remain if interest costs are large. Debt growth accelerates when spending rises without matching receipts, revenue falls, rates increase as debt is refinanced, or economic growth weakens.

The relevant questions are how large the change is, when it takes effect, whether it changes the primary balance, how it affects growth and interest rates, and whether it is temporary or lasting.
Bottom line
U.S. debt is the accumulated result of repeated deficits. Spending and revenue determine the primary deficit; accumulated debt and interest rates determine net interest; and economic growth changes the debt burden relative to GDP while also feeding back into taxes, spending and borrowing costs. CBO’s current baseline shows all four forces pointing toward higher debt, but the published numbers are conditional projections rather than fixed outcomes.
