The trading price aggregates the views of participants who are willing to risk money, so a 40-cent “yes” contract is often read as a roughly 40% market-implied probability. That price is a signal—not a guaranteed forecast, a scientific probability, or necessarily the amount a contract will pay. The wording, settlement source, liquidity, fees, and applicable rules determine what the trade actually means.
What a prediction market is
A prediction market lists contracts whose outcome depends on an event: an election result, an economic release, a sports result, a weather reading, or another objectively specified occurrence. Traders take opposing positions by submitting buy and sell orders. As those orders meet, the contract acquires a market price. When the event is determined under the contract’s written rules, the venue settles the position according to that result.

The Commodity Futures Trading Commission (CFTC) describes these markets as information-aggregation vehicles because contract prices reflect the aggregate beliefs of market participants. In its 2026 proposed rule, the agency wrote: Prediction markets function as information aggregation vehicles because the contract prices will reflect the market participants’ aggregate beliefs regarding whether the events will occur.
The document is a proposal, not a final rule.

How the trading mechanism works
- A venue defines an event. The listing states the question, the closing time, the source used to determine the result, and the settlement procedure.
- Participants submit orders. A trader can express a view by buying one side, selling a position, or placing an order at a chosen price. The opposing side comes from another market participant.
- An order book produces a price. The book normally displays bids (prices buyers offer) and asks (prices sellers will accept). The difference is the bid–ask spread. The CFTC says order books in most cases show real-time customer bids and asks.
- Trades change the observable price. New information, changing expectations, available liquidity and trading demand can move the price before the event is resolved.
- The contract settles under its terms. Once the specified outcome is determined, the venue applies the listed resolution source and pays or credits positions according to the contract rules.
Some regulated venues allow customers to close a position before settlement by trading at the current market price. Exiting early can lock in a gain or loss; it does not guarantee that a favorable price will be available when you want to leave.
How to interpret a contract price
The CFTC summarizes the intuition this way: A contract’s price reflects traders’ perceived probability of the event outcome.
If a hypothetical yes-side contract trades at 40 cents, readers commonly interpret that as about a 40% market-implied chance of the event. This is an explanatory example, not a quotation from a live market.

Fees, spreads, limited liquidity, contract design and trading behavior all affect how closely a price maps to a probability. The participants are not a random survey of the public; they are people who elected to trade, often with different information, incentives and risk tolerances.
A 2026 working paper titled Prices, Probabilities, and Parlays: Systematic Bias in Sports Prediction Markets analyzed 23 million moneyline trades across major sports leagues and reported systematic ways that prices can fail as direct probability readings in its studied sample of Kalshi markets. The 23 million-trade result belongs to that paper’s data and scope; it should not be generalized automatically to every subject, venue or contract type. The paper is available at arXiv.

Why contract wording and settlement rules matter
The headline question is only shorthand. The legally operative question is the contract specification. Before trading, identify:
- Event definition: the exact action, threshold, date or time window that counts.
- Resolution source: the data provider, official announcement or other source the venue will use.
- Cutoff and timing: when trading stops and when the result can be determined.
- Edge cases: cancellations, postponements, ties, revisions, missing data or contradictory reports.
- Settlement method: what happens to each position after the source establishes the outcome.
A September 2026 CFTC staff advisory on “mention markets” shows why this scrutiny is necessary. These contracts can depend on whether a person says or mentions particular words, appears at an event or interacts with someone. The advisory emphasizes that venues should assess whether a contract is readily susceptible to manipulation and provide contract-specific analysis. If a person can influence the event directly, the apparent forecast may be inseparable from the incentive to create the outcome.
What information a market aggregates—and what it misses
A prediction-market price combines the information and orders of participants who are willing and able to trade. It can update quickly when news arrives and can provide a continuously changing signal rather than a one-time poll. It can also reflect strategic trading, hedging, liquidity needs and disagreements, not just detached estimates of likelihood.
That distinction matters for personal-finance decisions. A price can help you understand what active traders collectively perceive, but it should not be treated as a certainty, an emergency-fund substitute or a guaranteed way to profit. A thin order book may show a quoted price that changes sharply when a modest order arrives. A wide spread can make the price at which you enter materially different from the price at which you could exit.

U.S. regulatory framework
In the United States, event contracts offered through registered markets fall within derivatives regulation. The CFTC’s 2026 proposed rule explains that event contracts may be swaps or futures and that venues offering such instruments to the general public must register as a Designated Contract Market (DCM) under the circumstances described in that document. Because it is a proposed rule, it does not itself change the law as a final rule would.
The CFTC’s consumer overview says regulated exchanges and intermediaries are subject to examination and rules intended to promote market integrity and address misconduct such as manipulation and insider trading. Exchanges have monitoring responsibilities, and customers on regulated venues may often trade out before settlement. These are features of the regulated framework, not guarantees that every trade is risk-free, that every dispute will be resolved in your favor or that misconduct cannot occur.
Availability, eligibility, state-law treatment, fees and tax reporting can depend on the venue and your jurisdiction. Confirm those details in current official terms before depositing money. A general explainer cannot establish whether a particular contract is available or lawful for a particular reader.
Risks that are easy to overlook
Probability is not a promise
A 40% market-implied probability means the traded price conveys that signal at a particular moment. It does not mean the event will occur 40% of the time in a guaranteed schedule, nor that the market has measured a scientifically verified probability.

Liquidity and execution
You may not be able to buy or sell at the displayed price, especially when the spread is wide or the order book is shallow. A market order can fill at several prices, while a limit order may never fill. Check the available bids and asks rather than relying only on the headline quote.
Rule and source risk
A dispute about the meaning of a word, a revised data release or an unusual event can matter more than the broad prediction. The settlement source and edge-case language control the result.
Manipulation and incentives
Contracts tied to actions that a participant can influence deserve particular caution. The CFTC’s mention-market advisory specifically highlights susceptibility to manipulation; the concern can apply whenever the event and the trader’s ability to affect it are closely linked.
Losses and opportunity cost
Capital placed in a contract can lose value, and money committed to a position cannot be used elsewhere while it is tied up. Regulated status does not remove market risk.

A practical checklist before placing an order
- Read the full contract specification, not only the market title.
- Write down the precise event, deadline, resolution source and treatment of unusual cases.
- Inspect the order book: compare the best bid and ask, spread and visible depth.
- Check all stated trading fees and how an early exit is priced.
- Confirm that the venue is authorized for the product in your jurisdiction and that you meet its eligibility requirements.
- Decide the maximum amount you can lose before submitting an order; do not use money needed for bills or essential savings.
- Record why you believe the quoted price is wrong and what evidence would change your view.
- Plan whether you intend to exit before settlement or hold through the resolution process.
Example: reading a hypothetical contract
Suppose a venue lists: “Will the national weather service record at least 90 degrees at Station X on July 15?” A yes contract trades at 40 cents. The 40-cent quote is a market-implied signal near 40%, subject to the spread, fees, liquidity and behavior of the traders in that book.
You would still need to verify which weather station qualifies, which daily observation counts, the time zone, the agency’s measurement and publication schedule, and what happens if the reading is revised. If the official source later records 90 degrees under the stated method, the contract settles according to its rules—not according to a different weather app or a trader’s interpretation of “around 90.”
How a named venue fits the model
Kalshi is an example of an exchange offering event contracts. Its company page says it became a CFTC-designated DCM in 2020; treat that as the company’s own statement and verify current registration details in official CFTC materials. The existence of a DCM designation does not make every contract a reliable forecast or eliminate the need to read its terms. Current offerings, fees, liquidity and user eligibility can change.
Bottom line for personal-finance readers
Prediction markets turn views about defined future events into tradable contracts. Their prices can provide a useful, continuously updated signal of what active participants perceive, but the signal is shaped by trading conditions and contract design. Treat the price as information to evaluate—not as “the true odds.” The safest interpretation starts with the exact wording and settlement source, then checks liquidity, costs, regulatory status and the amount you can afford to lose.
