Measure supply, absorption, vacancy, lease-up time, effective rents and concessions in your submarket; identify which buildings and renter segments are actually competing; then test targeted, time-limited offers while improving retention and operating execution.
National indicators can provide context, but they cannot tell you what your property should charge. The right response depends on the asset’s age, unit mix, location, condition, lease expirations, competing lease-up projects and the cash-flow cost of each incentive.

Start with a local supply-and-demand diagnosis
“New supply outpaces demand” is only useful if you define the market and the time period. A submarket can have heavy lease-up competition while the broader metropolitan area is balanced, or an older building can remain tight while new luxury units sit vacant.

- Deliveries: Count units that opened during the past 12 months and units scheduled to open over the next 12 months. Include projects still in lease-up, not just fully stabilized properties.
- Net absorption: Estimate how many units were occupied after accounting for move-outs. Absorption below deliveries indicates that vacant inventory is accumulating; absorption above deliveries indicates that demand is catching up.
- Vacancy: Use a consistent definition and compare the same property set each period. Physical vacancy, economic vacancy and units held offline for renovation should not be mixed.
- Lease-up speed: Record days from market-ready status to signed lease, applications per available unit and the percentage of tours that become applications.
- Effective rent: Convert every concession, waived fee and free-rent period into the revenue actually collected over the lease term.
- Retention: Monitor renewal offers, renewal acceptance, notice-to-vacate reasons and the time needed to re-lease each floor plan.
Review the measures monthly during an active supply wave and at least quarterly once conditions stabilize. Keep a written log of competitor rents, availability, concessions and lease terms so a one-week promotion does not become your permanent market assumption.

Use national data as context, not as your pricing instruction
CBRE’s U.S. multifamily report for the first quarter of 2026 recorded 78,100 units of net absorption, 58,100 deliveries, 4.8% national vacancy and an average monthly rent of $2,217. Absorption exceeded completions for the first time since the second quarter of 2025, and absorption exceeded new supply in 45 of CBRE’s tracked markets. Those are national and market-count indicators; they do not forecast a particular building’s occupancy or rent.
Zillow’s June 2026 listing data illustrates why advertised rent alone can mislead. The typical U.S. asking rent on its platform was $1,965, up 2.2% year over year, yet 39.7% of listed rentals carried a concession, up from 35.2% a year earlier. Concessions appeared on 67.1% of listings in Charlotte and 64.6% in Dallas, compared with 24.9% in San Francisco. These percentages describe Zillow listings, not a census of every rental unit.
In Canada, Canada Mortgage and Housing Corporation (CMHC) reported in its mid-2026 update that asking rents declined in several major markets as supply rose and demand slowed. Vacancies were highest in buildings completed after 2020, while older stabilized buildings and family-sized units were tighter. CMHC’s preliminary analysis also cautions that a balanced vacancy range varies with construction conditions, local economic performance, rent regulation and the composition of the rental stock; a 3% vacancy rate is not a universal definition of balance.

New units are not interchangeable with every existing apartment. A newly built tower with premium finishes may compete directly with your renovated one-bedroom but not with an older, lower-priced family building. Segment the competitive set before changing your offer.
Separate the competitive set by product
| Segment | Questions to answer | Likely response focus |
|---|---|---|
| New luxury lease-ups | Which floor plans, views, amenities and move-in dates are being discounted? | Target the specific floor plans losing tours; emphasize service, location and total monthly cost rather than matching every amenity. |
| Older stabilized buildings | Are renters choosing lower rent, larger rooms, established neighborhoods or immediate availability? | Protect value through reliability, cleanliness, quick maintenance and renewal execution. |
| Family-sized units | Are three-bedroom or larger homes scarce even while studios are oversupplied? | Price and market by floor plan; do not let a weak studio market dictate family-unit pricing. |
| Workforce or value properties | Are renters more sensitive to parking, utilities, deposits or commute costs than to luxury amenities? | Test transparent fee relief and practical lease terms before funding expensive cosmetic upgrades. |
Map the renter cohort affected
Compare applicant income bands, household size, employer or school location, move-in timing and stated reasons for choosing or rejecting your property. If most lost prospects are moving into brand-new buildings, a concession may buy time. If they are leaving because of service failures or inconvenient payment and maintenance processes, lowering rent alone can leave the root problem untouched.

Review renewal residents separately from new prospects. A concession designed for a new lease can create resentment or unnecessary revenue loss if offered indiscriminately to residents who would have renewed without it.
Calculate effective rent before choosing an incentive
Advertised rent is the headline price; effective rent is the amount collected after incentives over the contracted term. Calculate both for every offer and keep the calculation with the lease approval record.
The Tool Desk
Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Net effective rent = (scheduled rent over the lease term − the cash value of concessions and waived charges) ÷ lease months. Include free-rent periods, move-in credits, gift cards, free or discounted parking, waived application or administration fees and any recurring discount. Also model the timing of the cash outlay: a gift card paid at move-in affects cash differently from one month of free rent applied after the resident has taken possession.
Illustrative calculation
Suppose a 12-month lease is advertised at $2,000 per month and includes one free month. Scheduled rent is $24,000; after the $2,000 concession, collected base rent is $22,000, or $1,833.33 per month on an effective basis. If parking normally costs $150 per month and is free for the same 12 months, subtract another $1,800 from the collected value when comparing the offer with a lease that charges for parking. This example is a calculation method, not a market recommendation.
Pair effective rent with the operating outcome. Record lead-to-tour conversion, tours per available unit, applications, signed leases, days vacant and renewal results. A lower effective rent that produces no faster lease-up may be destroying revenue without solving the occupancy problem.

Choose among rent cuts, concessions and lease flexibility
No source establishes that one incentive is universally superior. Compare each option on the same six axes: effective rent, expected effect on lease-up time, renewal implications, the unit or renter segment receiving it, cash-flow timing and compliance with local law and the lease form.
| Option | Strength | Risks and checks |
|---|---|---|
| Permanent monthly rent reduction | Simple for renters to understand and may improve search visibility. | Lowers the reference price for future renewals and every month of the lease; verify that demand is truly price-driven. |
| One or more free-rent months | Preserves the stated asking rent and concentrates the discount at move-in. | Can create a large cash-flow dip and a sharp renewal-price shock; disclose the payment schedule clearly. |
| Move-in credit or fee waiver | Reduces upfront cash needed without permanently changing base rent. | May not matter to renters focused on monthly affordability; account for every waived charge in effective rent. |
| Free or discounted parking | Targets a concrete cost for car-owning households. | Has little value to car-free renters and can consume scarce parking capacity; limit it to eligible units if appropriate. |
| Gift card or cash-equivalent bonus | Provides immediate, visible value and can be limited to a defined move-in window. | Creates a one-time expense and may have tax, disclosure or lease-document requirements; confirm local treatment. |
| Flexible lease term | Can capture renters who need timing flexibility and reduce friction during lease-up. | Shorter terms can increase turnover and make revenue less predictable; model make-ready and vacancy costs. |
Use targeted, time-bounded offers
Limit an incentive by floor plan, move-in date, lease length or renter cohort when the competition is concentrated. Set an end date and a decision rule before launching: for example, review the offer after a defined number of qualified tours or signed leases, then compare effective rent and vacancy days with the prior period. Avoid publishing a concession so broadly that every prospect expects it indefinitely.
In Texas, the Federal Reserve Bank of Dallas has described widespread discounting after a pandemic-era construction surge. Reported offers included six to eight weeks free, and as much as 10 to 12 weeks in some submarkets. The Dallas Fed also observed that flexible lease terms and more competitive pricing helped vacancy fall from mid-2024 highs while discounting continued to pressure rent growth. Those conditions vary by metro and property; they are not a prescription for every owner.
Protect retention while the market rebalances
New supply makes avoidable move-outs more expensive because every vacancy must compete with a larger pool of available units. Build retention work into the same weekly operating rhythm as pricing.
Make renewal decisions early
- Start renewal conversations far enough ahead to offer a clear choice of term and price before the resident begins shopping.
- Compare the cost of a reasonable renewal concession with turnover, make-ready work, leasing commissions and expected vacancy days.
- Segment residents by payment history, maintenance burden, lease length and likelihood of leaving; do not apply identical offers mechanically.
Remove operational reasons to leave
- Close maintenance requests with documented response and completion times.
- Keep common areas, entrances, lighting and trash service consistent with the promise made during the tour.
- Make payment, package, parking and move-in instructions easy to follow.
- Contact residents after a service failure and record the resolution, not just the complaint.
The Dallas Fed has said managers may need to emphasize operational efficiency and tenant retention while markets rebalance unevenly. It does not quantify the return from any particular retention tactic, so treat these actions as risk management rather than guaranteed revenue generators.

Reassess on a defined cadence
Set a weekly dashboard for active lease-ups and a monthly dashboard for stabilized assets. At minimum, show available units by floor plan, asking rent, effective rent, concession cost, days vacant, applications, signed leases, traffic sources, renewal offers and competitor changes.
Use decision thresholds
- If traffic is weak: check listing accuracy, photos, response speed, search visibility and total move-in cost before cutting rent.
- If tours are strong but applications are weak: interview prospects about price, deposits, fees, condition, location and approval criteria; then test the specific barrier.
- If applications are strong but signed leases lag: review screening turnaround, lease paperwork, deposits and move-in scheduling.
- If signed leases rise only after deep concessions: track effective rent and the renewal exposure instead of treating occupancy as proof of pricing power.
- If one floor plan lags: target that inventory rather than discounting every unit.
Reforecast when a major competitor opens, a project delays delivery, employment changes materially or your own renewal results shift. CBRE’s Q1 2026 national improvement and Zillow’s persistent listing-level concession pressure show why a broad recovery can coexist with difficult conditions in individual submarkets.
Common mistakes and how to correct them
Assuming a national vacancy rate defines your property
Problem: A national 4.8% vacancy figure can hide a local oversupply or a tight niche. Correction: use the smallest credible competitive area and separate property types and floor plans.
Matching a competitor’s headline rent without matching its terms
Problem: A lower advertised rent may exclude parking, utilities or a temporary concession. Correction: compare the full lease cost, required fees, deposit, term and move-in timing.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Making a concession permanent by accident
Problem: Prospects and renewal residents begin to treat a temporary offer as the normal price. Correction: document eligibility, expiration, approval authority and the effective-rent result before extending it.

Discounting units that do not need help
Problem: A blanket promotion transfers revenue to renters who would have leased at the existing price. Correction: target the floor plans, dates and renter segments showing measurable softness.
Ignoring legal and accounting requirements
Problem: Advertising, fee waivers, deposits, gifts, rent regulations and lease disclosures can be governed locally. Correction: have counsel, a qualified local manager or the relevant housing authority review the offer and lease language before launch.
What the evidence suggests about the path ahead
Supply pressure can ease as deliveries slow, but the timing is uneven. Zillow economist Orphe Divounguy said, “Supply is the most direct lever to keep rents in check over the long term.” That observation supports monitoring future deliveries rather than assuming a quick return to landlord pricing power.
CBRE multifamily capital-markets head Kelli Carhart said, “As the construction pipeline continues to shrink, we expect further improvement in both occupancy and rents.” It is an attributed outlook, not a guarantee for any asset or market. Population growth, job growth, financing conditions, local regulation and the mix of units still determine how quickly a particular property recovers.
The practical objective is therefore measurable: preserve occupancy at the highest sustainable effective rent, know exactly what each concession costs, and keep improving the reasons a resident chooses to stay. Revisit that decision as local deliveries, absorption and competitor behavior change—not when a national headline says the cycle has turned.
