Washington announced a $350,000 economic-development award on December 10, 2025, to support Portal Space Systems’ planned expansion in Bothell. The money comes from the Governor’s Economic Development Strategic Reserve Fund and is being awarded through the Economic Alliance Snohomish County, rather than described as a direct payment made personally to Portal.
Portal plans to develop a 50,000-square-foot spacecraft-manufacturing facility near its existing 8,000-square-foot Bothell operation. State announcements project more than 100 jobs within two years, more than 700 jobs by 2030 and production of up to four spacecraft per month by 2027. Those are projections, not verified results.

What Washington’s $350,000 award covers
The award was directed by Gov. Bob Ferguson to the Washington State Department of Commerce. Commerce will route it through the Economic Alliance Snohomish County, the county’s associate development organization, to support Portal’s expansion.

The stated uses include building improvements, equipment acquisition, workforce training and related expansion costs. The announcement does not say that $350,000 will pay for the entire facility, nor does it identify the factory’s total construction cost.

The funding comes from Washington’s Governor’s Economic Development Strategic Reserve Fund, commonly called the SRF. Commerce describes the fund as supporting highly strategic projects intended to attract or retain jobs and investment. Its revenue comes from unclaimed lottery prize money, and awards must be accompanied by private investment.
The available announcements do not specify whether the award will be paid upfront or reimbursed, identify all matching funds, or disclose detailed job-maintenance, performance or clawback provisions.
What Portal Space Systems is building
Portal is a Bothell-based spacecraft company founded in 2021 by former SpaceX vice president Jeff Thornburg. It develops maneuverable and reconfigurable spacecraft for commercial and defense-related missions.

Its flagship platform is called Supernova. Portal describes Supernova as using solar-thermal propulsion, concentrating sunlight to heat ammonia for thrust. GeekWire has also reported on a smaller spacecraft project called Starburst.
These technical descriptions come from company and government announcements. The available sources do not independently establish the systems’ commercial performance, mission record or claimed comparisons with other propulsion technologies.
The planned facility would be roughly two miles from Portal’s existing 8,000-square-foot development and testing site. The company says the new 50,000-square-foot operation would help it move from research and development toward scalable spacecraft production.

Jobs and production targets
Commerce’s December 2025 announcement projected:
- More than 100 jobs within two years.
- More than 700 jobs by 2030.
- A production rate of four spacecraft per month by 2027.
These numbers describe expected outcomes, not jobs or spacecraft already delivered. They should not be read as a guarantee that Portal will reach those milestones.

A June 2025 Commerce announcement cited a goal of one spacecraft per month by 2027, while the December announcement cited four per month. The later figure may reflect an updated plan, but the available releases do not explain the difference.
The job figures also use different time frames and potentially different definitions. The June announcement said Portal had 21 employees and contractors in Bothell and expected to reach 100 employees by the end of 2027. That is not necessarily inconsistent with the later projection of more than 700 jobs by 2030, but the announcements do not provide enough detail to reconcile the figures precisely.

Why Washington considers the project strategic
The project fits the state’s stated priorities in aerospace, advanced manufacturing and high-wage engineering and technology work. Washington also views expanded spacecraft production as a way to attract capital investment and strengthen the region’s commercial and defense space capabilities.
The SRF award is therefore an economic-development contribution, not a federal defense grant and not evidence that the state is financing Portal’s entire business. Its intended public benefit depends on whether the expansion produces the investment and jobs projected in the announcements.
How the award compares with Portal’s other financing
Commerce said Portal had raised more than $22 million in venture-capital financing for Supernova by December 2025. GeekWire separately reported that Portal had received a commitment of $45 million in public-private funding through the U.S. Space Force’s STRATFI program.

Those figures should not simply be added to the $350,000 state award. They represent different types of financing, sources and stages of support:
| Amount | What it represents |
|---|---|
| $350,000 | Washington SRF support for the Bothell expansion, routed through Economic Alliance Snohomish County. |
| More than $22 million | Venture-capital financing reported by Washington Commerce for Supernova. |
| $45 million | STRATFI commitment reported by GeekWire. |
The state award is comparatively small beside those financing figures, but it is targeted toward local expansion costs such as facilities, equipment and training.
What remains unconfirmed
The announcements establish a planned expansion and public support for it. They do not establish that:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- The 50,000-square-foot facility has been completed.
- Spacecraft production has begun there.
- Portal has reached four spacecraft per month.
- The projected jobs have been filled.
- Supernova has entered commercial service or completed a successful mission.
- The award’s full contract terms, milestones or repayment provisions are public.
Accordingly, the most accurate description is that Washington is supporting Portal’s planned Bothell spacecraft-manufacturing expansion—not that the state has built or fully funded a satellite factory.

The Bottom Line
Washington’s $350,000 award is targeted economic-development support for Portal Space Systems’ planned Bothell expansion. It will flow through Economic Alliance Snohomish County and help with facilities, equipment and training. The larger job and production figures remain company or government projections that still require verification.
